THIS REPORT RELATES STIRLING COUNCIL TO ITEM 11 ON THE AGENDA STIRLING COUNCIL ECONOMY, PLANNING AND REGULATION 22 AUGUST 2012 NOT EXEMPT ANIMAL HEALTH AND WELFARE SERVICE - PROPOSED PARTNERSHIP WORKING WITH EAST DUNBARTONSHIRE COUNCIL 1 SUMMARY 1.1 Stirling Council currently provides an Animal Health & Welfare Service for Falkirk and Clackmannanshire Councils on a full cost recovery partnership arrangement. 1.2 East Dunbartonshire Council have asked if they can join the partnership under similar terms and conditions. 2 OFFICER RECOMMENDATION(S) It is recommended that the Council gives approval for Stirling Council to enter into a partnership with East Dunbartonshire Council whereby Stirling Council will provide an Animal Health and Welfare Service for East Dunbartonshire Council on a full cost recovery rechargeable basis. 3 CONSIDERATIONS 3.1 Stirling Council currently have an existing partnering arrangement with Falkirk and Clackmannanshire Councils for the provision of Animal Health & Welfare Services by Stirling Council on behalf of the two other Councils on a full cost recovery rechargeable basis. 3.2 This arrangement works very well, with the majority of the activity undertaken within the Stirling Council area, at the livestock marts and farms. 3.3 East Dunbartonshire Council have asked if they can join the existing partnership arrangement for the provision of Animal Health & Welfare Services, whereby Stirling Council will deliver these services on behalf of East Dunbartonshire Council on a fully rechargeable basis. N:\DEMSUPP\NEWDECISIONS\SCOUNCIL\REPORTS\2012\SC20120822ITEM11ANIMALHEALTHWELFARE.DOC 3.4 In practice this will amount to approximately one additional day of work per week for an Animal Health and Welfare Inspector. The extra day will be accommodated by extending the working hours of an existing part-time employee. 3.5 If approval is given by Council for the partnership to go ahead, East Dunbartonshire Council will consider a similar report for their approval. 3.6 If the proposal goes ahead, East Dunbartonshire Council will pay the full cost of service provision including a proportion of management overheads and other direct and indirect overheads, under a Partnership Agreement. 3.7 The benefits for Stirling Council are a contribution to management and other overhead costs, with a modest increase in the service resource by 0.2 FTE of an Animal Health & Welfare Inspector, the cost of which will be fully recovered through the agreed re-charge to East Dunbartonshire Council. 3.8 The Partnership Agreement has been reviewed by Legal Services, and the re- charge model will be reviewed annually, to ensure re-charges are accurately based on activity time recording information in place. 4 POLICY/RESOURCE IMPLICATIONS AND CONSULTATIONS Policy Implications Equality Impact Assessment No Strategic Environmental Assessment No Single Outcome Agreement No Diversity (age, disability, gender, race, religion, sexual orientation) No Sustainability (community, economic, environmental) No Effect on Council’s green house gas emissions Increase Strategic/Service Plan No Existing Policy or Strategy No Risk No Resource Implications Financial No People No Land and Property or IT Systems No Consultations Internal or External Consultations Yes Equality Impact Assessment 4.1 The matters presented in this report were considered under the Council’s Equalities Impact Assessment process and were assessed as not relevant for the purposes of Equality Impact Assessment. Single Outcome Agreement 4.3 This paper supports the objectives of Single Outcome Agreement - Strategic Theme A : Making Services Better. Other Policy Implications 4.4 None. Resource Implications 4.5 There will be no net increase in resource requirements. The cost of the additional resources required to deliver the service to East Dunbartonshire Council shall be fully re-chargeable. Consultations 4.6 In addition to consulting with East Dunbartonshire Council, the existing partners, Clackmannanshire and Falkirk Councils have been consulted and have no objection to the proposal as long as it does not result in additional costs for them.
