INTRODUCTION

Before the State's Creation, Kwara State was part of the former Northern Nigeria. Two provinces - Ilorin and Kabba have been merged to form the.State. The former provincial administrative set-up. There are 11 administrative divisions in the State namely:- Ilorin, , Igbomina/Ekiti, Kabba, Igbirra, Kogi, Botgu, Lafiagi, Dekina, Ankpa and Idah.

This publication contains data on climate, population, public finance, manpower, agriculture, livestock, forestry, cooperative, industry(manufacturing and electricity), education, medical and health, prices, and miscellaneous

subjects (water supply, roads, and communications). • It

is hoped that as more data get to us we would be able to

include data on other topics. Brief explanatory notes

precede every chapter. In order to bring out the salient features,

graphical presentations on population, education,

rainfall and public finance are shown on the last pages.

The Metereological Department, Ilorin furnishes monthly Statistical data in respect of the State Capital only. It is expected that data for Lokoja would appear in the next Publication.

11 - AREA AND POPULATION

The total area o.f Kwara State is 28,672 square miles which represents 8% of the total area of Nigeria. Before the State's creation, Kwara State (Comprising the former Ilorin and Kabba Provinces) was part of the defunct Northern Nigeria. The State is bordered in the north by North Western and North Central States, in the south by Western, Mid-Western and Last Central States; in the east by Benue Plateau State. Kwara State shares a common boundary with the Republic of Dahomey on the western side. 2. in 1963, the State had a population of 2,399,365. Of this number 1,216,983 were male and 1,182,382 were female. By population, Kwara State constitutes about 4% o.f the total Nigerian population. 11 administrative divisions have been carved out in the State; the largest divisions being Ilorin with a population of 504,000 and the smallest which is Koyi has a population of nearly 90,000.

3. 56% of the State's population are moslems mainly in Ilorin, Lafiagi, igbirra, Kogi Divisions while 21% are Christians. Other religious groups form 23%.

4. Agriculture is the main-stay of the State's economy. It is therefore not surprising to see that 61% of her total labour force are engaged in farming, fishing, hunting and related occupation.

5. The population density by division .ranges from lo person per sq. mile in ßoryu Division to 234 in Igbirra. The former Ilorin and igala Divisions have 216 and 137 persons per sq. mile respectively.

6. Tables.... }-?. contain population projections for the years 1970 - 1975 based on the 1963 population census and an estimated uniform annual population increase of 3.7%. The estimates are made for 11 divisions in the State and towns/ villages with a population of 10,000 and above have been included,

The data in this chapter relate to the revenue and expenditure of both the State Government and the various Local Government Authorities. The tables are compiled from the approved annual estimates. The year here, refers to the Government financial year which normally begins 1st April and ends 31st Match, of the following year.

In 1969 Local Government Division was transfered from Military

Governor's Office while Community Development Unit was moved from the

Ministry of Education to form a newly created Ministry of Local Government and Community Development.

REVENUE

The Government of Kwara State estimated revenue increased from £2.5

million in 196S to 3.6 million in 1969. There are two major sources of

revenue, namely, revenue from the State Taxes and revenue from Federal

Government. In 1969 estimated State Taxes represented 32% while

revenue from Federal Government formed 68%. The estimated revenue in

1969 for the various Local Government Authorities totalled £1.4 million.

The main source of the various Local Government's revenue is from

Personal and Community Tax and Local rate which on the average represent 77%.

EXPENDITURE

the State Government spent £5.4 million and 5.8 million in 1968 and 1969 respectively. Of all the heads, the Ministry of Education continues to receive the largest single allocation. £1.8 million and £2.1 million were allocated in 1968 and 1969 respectively. These were 34% in 1968 and 36% in 1969 of the total vote of recurrent expenditure. The various

Local Government Authorities budgetted an estimate of £1.3 million for

their recurrent services during the financial year 1969. 18 Table 14

V - AGRICULTURE

The data here are mainly on purchase of agricultural crops which

are meant for export. The information, which is collected by the Produce inspection Staff of the Ministry of Natural Resources, does not cover local consumption of these commodities. The crops covered include cocoa, cotton-seed, palm kernels, Benniseed, coffee

casxor-seea and sheanuts.

Table...Í9.... shows the sale of fertilizers (Sulphate of Amnjonia and superphosphate combined) sold to farmers at subsidised prices. Increased prices of fertilizers, as a result of lower subsidy by Kwara State Government may account for the decline (by about 50%) in the sales figures as from 1968/69. Before that period, farmers had enjoyed a greater subsidy from the former Northern Nigerian Government.

Provisional estimates of farmers, members of farming household, land under cultivation and crop yield are presented in tables. These estimates are obtained from a rural economic sample survey conducted annually by the Federal Office of Statistics. The survey covered b village sample units in 1966 - 1968 and 12 villages units in 1969/70 and efforts are being made to increase the sample size. Table 31

VI - LIVESTOCK

Enumeration of livestock is usually conducted in the State by the various Local Government Authorities during the collection of cattle taxes. They are subsequently forwarded to Veterinary Division of the Ministry of Natural Resources for compilation. Number of livestock slaughtered is however obtained from abbatoirs and slaughter "slabs located in some part of the State. The figures in the tables represent the recorded ones. They are therefore not complete as some cattle owners for fear of taxation, refrain from offering the whole of their cattle for counting. It may be pertinent to mention that trade in sheep and goats has not reached the significant level comparable to that of cattle. Other subjects covered include the treatment of diseases and number of cattle export on hoof through control posts to Southern part of Nigeria.

Provisional estimates of animal and poultry population are presented in tables. .These estimates are obtained from a rural economic sample survey conducted annually by the Federal Office of

Statistics. The sample is based on a stratified multi-stage sampling method involving 6 village units in 1966 - 1968 and 12 village units in 19o9/70. Table 41

VIII - COOPERATIVES

Cooperative activities in the State come under the Cooperative Division of the Ministry of Natural Resources. Figures in this chapter are therefore obtained from the Ministry above. There are four main Cooperative Societies in the State. They are Product and Marketing, Thrift, Thrift and Loan, and Consumers. Of all these societies, Product and Marketing societies are the largest both in financial strength and organisation. A cooperative Union is formed by a group of cooperative societies.

IX - INDUSTRY

MANUFACTURING

The data presented in this section are obtained form Industrial Survey of larger manufacturing establishments in the State, employing 10 or more workers. For the purpose of this chapter manufacturing includes transformation of substances into new products assembly of component parts, processing of agricultural commodities, motor vehicle repairs and repair of machinery. The survey is an annual exercise and it is jointly conducted by Federal Office of Statistics and Economic Planning Division of the Ministry.

Establishments are contacted by mail and field visits,

Reporting period for this enquiry is* for a Calendar year but where impracticable, industries are allowed to use financial year data.

1. The Ministry of Education, Kwara State, collects and compiles education statistics concerning the State. At the beginning of each year questionnaires are dispatched by post to Principal or Headmaster of each School/College throughout the State for completion and return. The data received are then edited and analysed by the Ministry.

2. In .the State, a child commences .his/her education at the age of six. The duration of primary and secondary education is seven and five years respectively.

3. There are 5 secondary schools in 1969 with 2-year Higher School Certificate classes. Teacher Training Colleges offer training courses leading (after five years) to teacher grade two certificate-Higher Elementary. There is one technical training school with a total student population of 505, and 2 craft schools with a total intake of 323 students in 1969. Courses in both

institutions last 3 years.

4. The information in this chapter covers classes, enrolment and number of teachers in educational institutions

in the state. Examination results of post primary Q»7 OÛ institutions are also included. Tables...... provide information on Kwara State indigenes in the various « universities in Nigeria.

. XIII- MISCELLANEOUS

Data on Water supply, Roads and Communications have been grouped together to form this chapter.

Water supply undertakings are located in nine Stations

mainly some divisional headquarters. With the exception of Lokoja (where the consumption is rather low) water supply in other Stations appears to be inadequate. The capacity of water supply (in gallons) per person per day for the State's Capital, Ilorin is 3.6 while it is only 2.1 in Okene.

The State has a total mileage of 252 of tarred roads constructed by both the Federal and S$ate Governments. The untarred roads totalled: 886 miles. '

The number of post offices increased by only one
