Dave Greenspan (R-Westlake) • Pending in House Government Accountability & Oversight • Testified as interested party • Proposed by Auditor Yost • Requires districts to have board policy © 2016 Ohio School on credit card use Boards Association All Rights Reserved House Bill 312- continued • Includes: – Bank-issued credit cards – Store-issued credit cards – Any other card allowing the holder to purchase goods or services on credit • Does not include: – Procurement card – Gasoline or telephone card – Any other card where merchant category codes are in place as a system of control for use of the card © 2016 Ohio School Boards Association All Rights Reserved House Bill 312- continued • If the treasurer does not control the district’s cards and/or the district’s name is not on the cards, district must appoint a compliance officer – Different from treasurer – Periodically reviews the number of credit cards, credit limits, etc. – Cannot have use of credit cards • If the treasurer control the cards: – The employee signing out the card shall provide the treasurer an itemized receipt for each charge upon returning the credit card © 2016 Ohio School – The employee is personally liable to reimburse the treasury for Boards Association All Rights Reserved the amount the employee does not provide itemized receipts. House Bill 318 Rep. John Patterson (D-Jefferson) & Rep. Sarah LaTourette (R-Chagrin Falls) • Pending in House Education Committee • Prescribes training requirements for school resource officers – Must complete a peace officer training program approved by the Ohio Peace Officer Training Commission – Must complete at least 40 hours of school resource officer training through either the National or Ohio Association for School Resource Officers or another certified training program • Allows a resource officer to make arrests, conduct searches and seizures, carry a firearm, and exercise other police powers • Allows a resource officer to arrest and detain, until a warrant can be obtained • Prohibits a resource officer from asking a school employee to conduct a search for law enforcement purposes or initiating or participating in a physically invasive search without serious and © 2016 Ohio School immediate threat Boards Association All Rights Reserved House Bill 322 Rep. Adam Miller (D-Columbus) & Rep. Bernadine Kent (D-Columbus) • Pending in House Finance Committee • Requires annual – Emergency management test for administrators of a preschool or school- age child care program – Emergency management rehearsal- scheduled “rehearsal of concept drill that is designed to assess and evaluate an emergency management plan” • Provides funding ($1,500 per ESC per year) to employ an emergency response planner for all districts and schools located in the county – Provide assistance with developing and adopting a school’s comprehensive emergency management plan and complying with related requirements – Conducting required safety drills • Emergency response planner also serves on executive committee for each © 2016 Ohio School Boards Association countywide management agency All Rights Reserved House Bill 342 Rep. Derek Merrin (R-Monclova Twp) • Pending in House Government Accountability & Oversight Committee • Local tax-related proposals can only appear on general and primary ballots – Prohibits levies on ballot in August special elections • County auditors to estimate to each $100,000 of tax valuation rather than $100 as under current law – New estimates are what will be submitted to the board of elections and what will appear on the ballot © 2016 Ohio School Boards Association All Rights Reserved House Bill 343 Rep. Derek Merrin • Pending in House Ways & Means • Requires a school board to pass a resolution approving a property tax complaint before filing the complaint • The resolution must: – Identify the parcel that is subject to complaint – Include the name of the owner – Include the basis for the complaint • The resolution must include only one parcel • Before adopting the resolution- must provide notice to the property owner • The notice must include: – The intent of the board to adopt the resolution – The date of the adoption – The basis for the complaint © 2016 Ohio School – Must be postmarked 7 business days before the resolution adoption is Boards Association scheduled All Rights Reserved House Bill 360 Rep.
