"Alaska's destiny is inseparable from the Nation's destiny. And the Nation's destiny is inseparable from the free world. Here in Alaska, where the United States almost touches the Soviet Union, you can hardly feel remote from national and world events. After all, the only American soil occupied by the enemy in World War II was part of your State. "Your future in this nation depends on peace. But peace is not to be had foe the wishing or for the asking. To win peace in a world bristling with armaments and boiling with revolutions will require determination and wisdom and goodness and patience and fortitude. "Peace is not passive; it is positive, and requires positive effort. Effort to bring deadly and destructive weapons under control. Effort to banish poverty, hunger, disease and ignorance. Effort to replace the rule .of force with the rule of law.

"These are not slogans. Peace cannot be won with s logan~s; . not by good will but by good works. "The path to peace in this unpeaceful world is beset with costs and with risks. But great as they may be, they are as nothing to the costs and risks of war. ''No man has a right even to think of offering himself as a candidate for the Presidency who is not prepared to tell the American p:eople the plain truth about those costs and risks. It is for failing to recognize them that we now suffer an accumulation of neglect in national defense, in foreign policy, in national affairs.

Profitable resource development is real economy.

Among your manifold resources , one attracts me particularly as the starting point for profitable Federal investment. That

is your wasted river resource for hydro-electricity. Low-cost

potential in this hemisphere. Their tremendous potential, one

of the greatest of all Alaskan resources, will in the future

provide the power to turn the wheels of industry. This power is c 0 ___-=;- 0 003' \ -8- k~~ ~_/ t Back in "New Deal" days, before the advent of a Republica~

Administration, we Democrats did manage to get one small Alaskan

Federal power project authorized, financed and built at Eklutua .

Ernest Gruening, then Governor, and Bob Bartlett, then your Delegate ·-.. ., in the House of Representatives, carried the load in that job for

the Territory.

But since the advent of Republican rule in Washington, with

its well advertised antipathy to all Federal power, the lights

have been dimming low or blacking out in Alaska. The kilowatt ' . demand has soared, power-hungry industry of necessity has gone elsewhere, and your recognized potential r esourceJ------has remained virtually all potential. I fear it will until we Democrats

can do something about it.

~In fact the Republicans have just a bout guaranteed that,

They call Federal power "creeping socialism", and they think

neighbors to the East are driving their public ~ power program to their great advantage. And we here in Alaska

are standing still. We are being fed tranquilizers -- or "happiness

as they say in my part of the country -- by the Republicans,

We don't need to go looking around for issues in this campaign.

much in this field, to join with me in drawing and settling this

Alaska's destiny is inseparable from the Nation's destiny.

And the Nation's destiny is inseparable from the free world. Here

in Alaska, where the United States almost touches the soviet Union,

you can hardly feel remote from national and world events. After e • = -· .-. ~ ~ all, the only American soil occupied by the enemy in World War II ~:'""":- ;:::= was part of your State. -11- 00031

~Your future in this nationdepends on peace. But peace is not to be had for the wishing or for the asking. To win peace in a world bristling with armaments and boiling with revolutions will require determination and wisdom and goodness and patience and fortitude.

Peace is not passive; it is positive, and requires positive effort. Effort to bring deadly and destructive weapons under control. Effort to banish poverty, hunger, disease and ignorance.

Effort to replace the rule of force with the rule of law.

These are not slogans. Peace cannot be won with slogans; not by good will but by good works.

~he path to peace in this unpeaceful world is beset with costs and with risks. But great as they may be, they are as nothing to the costs and risks of war.

~o man has a right even to think of offering himself as a candidate for the Presidency who is not prepared to tell the

... ' American people the plain truth about those costs and risks. ~ -12- 0 003: 5 It is for failing to recognize them that we now suffer an accumulation of neglect in national defense, in foreign policy, in national affairs.

Let us not be deceived or deceive ourselves any longer. We have too willingly been deceived too long, while we have frittered away precious time and strength we could not afford to lose.

Being second-best in a competition with world communism is not

the path to peace, but only to defeat.

This is the monumental failure of the Republican Administration.

It is our mission to retrieve it, by liberating America's energies

and resources. The American people have shown again and again

that when they are summoned to the heights, they can rise to

the heights.

As we once reached those heights to win a g reat war, let us

now reach them to win a greater peace.
