The Rural Village Zone is made up of three different Sub- Zones: Rural Village Residential, Rural Village Centre and Rural Village Industry. Suitable locations for residential, commercial and industrial activities are identified within rural villages through these Sub- Zones. The objectives and policies are applied across all rural villages. Any additional matters for consideration in the Coastal Area relevant to the appropriate rural villages are addressed in the Coastal Area overlay. The Whangārei District Council Growth Strategy – Sustainable Futures 30/50 2009 (‘Whangārei District Growth Strategy’) identifies three rural villages (Hikurangi, Waipū and Parua Bay) as growth areas. It is expected that other rural villages will continue to function at a similar scale and nature to how they are today. The character and amenity of each rural village differs in terms of their location, the range of activities supported and the service function that fulfils. Many of the rural villages are characterised by traditional quarter acre sections and low density of built development; however, smaller allotment sizes are provided for in the zone provisions to consolidate growth for efficient land use and service provision.

It provides, over 30-year and 50-year timeframes, a comprehensive assessment of the most sustainable growth pattern for the district as we, as a community, strive to maintain it as an attractive and affordable place to live, work and play. The integrated Strategy’s spatial planning identifies the growth patterns which will best protect the district’s high amenity of urban environments and maintain its natural environment.

Every three years elections are held for councils. To make sure we have fair and effective representation at these elections, councils are required by the Local Electoral Act 2001 to review their representation arrangements at least once every six years. Our Council held a representation review in 2018, but when Whangarei District Council voted in favour of establishing Māori wards, it triggered the need for a representation review in 2021.

    Civic Honours Citation – Sophie Christine Edwards

    Civic Honours Citation – Sophie Christine Edwards It is with great pleasure that Whangarei District Council awards a Civic Honour to Sophie Edwards. This award recognizes Sophie’s long-standing and generous gift of her time, energy, talents and wisdom to the community and nature of the Tutukaka Coast and wider Whangarei area. Born in Hungary, Sophie grew up speaking three languages and developed a keen interest in the environment and social issues. Her life was to change dramatically in 1944 when the Russian front entered Hungary. Although she escaped to safety in Austria, she was to lose family members and the family’s ancestral home and lands, to which she would not return for 50 years. At the end of World War Two, Sophie secured a job as an interpreter for the British occupying forces in Austria. Here she met Bill Edwards, a decorated war hero and major in the Royal Artillery. In 1949 the pair married and went to Uganda where Bill served as an agricultural adviser to the King of Buganda. Three of Sophie’s four children were born in Uganda, but she also found time for volunteer work with the YWCA as secretary and fundraiser, for promoting women’s agricultural education, and fostering orphaned animals for a wildlife sanctuary including a baby chimp and a young cheetah. Arriving in England after 14 years in Uganda the immediate task was to find a home base for the growing family as Bill would be leaving shortly to take up his new job in Pakistan. Sophie stayed behind in Devon, looking after the children, the new home and ten acres which gave ample scope to grow organic fruit and vegetables and strawberries for the market.
