Details of the visited Institutions: District PHCs/CHCs SCs Visited Visited Hisar CHCs: Arya Nagar,Mangali, Narnaud Kirtan, Rawal Bas Khurd, Nalwa, PHC: Nalwa Bhojpur, Sulchani and Baini Hamirpur PPC: Hisar II. Major Observations: 1. Health Human Resources: a. It was observed that the services of specialists in the visited CHCs at Arya Nagar, Mangali and Narnaud were not provided as per sanctioned provision of Indian Public Health Standard in the district. Only Dental Surgeon was posted at Arya Nagar and Narnaud. b. The availability of staff position in the visited PHC was better than that of CHC, near about 91% of the sanctioned staff was in position in the visited PHC. 2. Functioning of Rogi Kalyan Samittee: a. Rogi Kalyan Samittees which are called Swasthya Kalyan Samittee (SKS) in the State have been constituted at all the visited CHCs and PHCs in the district. The SKS have been registered in all visited PHCs and CHCs. b. Meeting of SKS was being conducted on regular basis though proper representation from PRI was not there. c. During the visit to PHC at Nalwa and CHC at Narnaund, the team has observed that the quorum i.e. the minimum attendance of 50% members was not there to finalise the proposal in the meeting of SKS at Nalwa and items were purchased at Narnaund without getting the proposal approved as per guidelines. 3. Services of ASHA: a. It was observed that the Scheme was well functioning in all the Institutions visited in the district.

For electing the representatives, elections are necessary. Elections are fought generally on party basis, though some candidates fight elections as independent candidates. The party, which gets a majority, forms the government. If the representatives, during their tenure, do not work for the welfare of the people, they can be replaced at the time of next elections. Free and fair elections are the basic characteristics of a democracy by which representative are elected. India is one of the largest democracies of the world where the Member of Parliament (MPs) and Member of Legislative Assembly (MLAs) and administrator at local level are elected directly by the people.For electing the representatives, elections are necessary. MPs and MLAs elections are fought generally on party basis, though some candidates fight elections as independent candidates.In the post-independence period only ‘Indian National Congress’ was the strongest political party. But in present time the regional parties are becoming powerful. Periodic fortnightly visits were carried out to determine the species composition and distribution pattern of birds, phytoplankton and zooplankton. A total number of17 species of birds belonging to 9 orders (Anseriformes, Charadriiformes, Ciconiformes, Coraciifomes, Cuculiformes, Gruiformes, Passeriformes, Pelecaniformes and Psittaciformes) were identified in the study area. Charadriiformes was the most dominant order. The study revealed the presences of 18 species of phytoplankton belonging to Bacillariophyceae, Chlorophyceae, Cyanophyceae and Euglenophyceae. Bacillariophyceae having 7 species was found to be dominant among all. In case of zooplankton, 11 species were encountered of which 7 were Rotifers, 3 were Cladocera and 1 was Copepoda.
