Tradition is enduring. There were guests from different places: from Montenegro, Serbia, Hungary, Austria, Italy, the Czech Republic, Russia and Cyprus. Particular mention should be made of the presence of DG Bane Ranđelović, the Ambassador of Montenegro in Serbia, His Excellency Branislav Mićunović and the Ambassador of Montenegro in Germany, HE Ranko Vujačić, who have become traditional guests. District 2483 ::: DG Bane Ranđelović ::: Editor: Nikola Božić, ADG ::: 2017/18 ::: Newsletter No 3 RC Zrenjanin: Supporting talent Summer Camp Mojca in Slovenia This year, like the last five years, RC Zrenjanin together with friendly Rotary clubs from Zagorje ob Savi (Slovenia) and Brčko (B-H), successfully implemented the campaign called “Summer Camp Mojca” from July 8-15. Camp accommodation, transport and pocket money was provided for three pupils of the final year of Zrenjanin primary schools, winners of a municipal competition and/or prominent individuals. The Summer Camp organized by the Mojca Association from Novo Mesto (Slovenia), was held in Dolenjske Toplice, where more than 2,000 young people from Slovenia and Europe are welcomed each year and where children have the opportunity to work on various intensive projects in areas important for their development. During their stay in the Camp, the use of mobile phones was banned and replicating modern social life was discouraged. RC Zrenjanin ranked this drive highly precisely because it focused on gifted and hard- working children, giving them the opportunity to expand their outlook, make new acquaintances, as well as acquire knowledge of a way of life that regrettably has not yet arrived in our midst. RtC Kragujevac: Let’s Build for Children Support for an elementary school Keeping to the plan that each year a school yard or sports ground of an elementary school from the Kragujevac area will be fixed up, the Let’s Build for Children project was launched. During the weekend of Sept 1-3, some 500,000 Euros were collected at an auction of the sports jerseys of famous Serbian athletes (Djoković, Teodosić, Kostić, etc.) and the October Remembrance Race. These funds will be used to fix up the playground in the elementary school Svetozar Marković in Kragujevac, including a fence as well as football goals and other sports equipment. District 2483 ::: DG Bane Ranđelović ::: Editor: Nikola Božić, ADG ::: 2017/18 ::: Newsletter No 3 RC Smederevo: Supporting paraplegics National championship in para archery On Saturday, September 9, a state competition in para archery was held in Smederevo under the auspices of RC Smederevo. The contest was attended by competitors from all over Serbia (Subotica, Novi Sad, Belgrade, Smederevo, etc.). The qualifications for international competitions were also held at the same competition. RC Smederevo acquired the entire sports equipment for the competitors - bows, arrows, protective nets, targets, as well as covering all the other costs of the event. RC Leskovac: Supporting a maternity ward Donation to Department of Gynecology and Obstetrics On September 8, RC Leskovac carried out a drive for the Department of Gynecology and Obstetrics of Leskovac hospital. The assembly was attended by DG Branislav Ranđelović, DGE Vladimir Matić, ADG Nikola Božić, ADG Čeda Petrinjac and representatives of Rotary Clubs Belgrade Kalemegdan, Belgrade, Belgrade Dedinje, E-Club, Pančevo and Rotaract Club Belgrade Čukarica. On behalf of the host and founder, the participants were addressed by DGE Vladimir Matić, charter president of the Rotary Club Belgrade Čukarica, Snežana Lekan, club president and Marko Ćuković, president of Rotaract Club Belgrade Čukarica. During the work of the assembly, Strahinja Radovanović and Sara Nenadović, the initiators of the Interact Club, acquainted the attendees with basic information about the Rotary movement, especially the role and activities of the Interact Club. After the introductory presentation, all the Interact Club members were presented. The Assembly ended with a unanimous adoption of the Statute and the Interact rules, and with the appointment of 5 Steering Committee members. This is just one of the activities of the Fellowship Committee. Rotarians who enjoy the card game of préférence are definitely the best organized group in our District, which has been organizing this league for years, whereupon each tournament has a humanitarian aspect.

    QUAESTUS MULTIDISCIPLINARY RESEARCH JOURNAL A MULTICRITERIA ANALYSIS OF POSSIBLE TOURIST OFFERS IN TOPLICA DISTRICT Dragan TURANJANIN, Mališa ŢIŢOVIĆ, Marija MARČETIĆ, Miodrag ŢIŢOVIĆ Abstract: Some possibilities of making a new offer of the tourism services of the District of Toplica are indicated in the paper. The obtained order of alternative unexploited possibilities prioritizes the recovery of Kuršumlijska Banja spa in relation to all the other alternatives. Yet, it must be said that the other alternatives are also significant, and that they should also be exploited in the future so that this region might be present in the tourist offer of the Republic of Serbia to a greater extent. Keywords: multicriteria analisys, tourism, Toplica district INTRODUCTION Toplica District is an administrative district in Serbia, whose center is in Prokuplje. It is located eastwards from the Southern Morava River, i.e. it encompasses the basin of the Toplica River, a tributary of the Southern Morava, and a small part of the basin of the Rasina River, a tributary of the Western Morava. It surrounds the city of Prokuplje and the municipalities of Kuršumlija, Blace, and ŢitoraŤa. The Toplica River‘s spring is in the mountain of Kopaonik, and it was named after the numerous warm springs in its valley. This river is characteristic for the epigenia, which is found in as many as two places near the city of Prokuplje (it runs in one direction, then in the same line, but in the opposite direction). Therefore, Toplica District consists of the Toplica River Valley and is surrounded by the mountains of Jastrebac, Kopaonik, Radan, Vidojevnica and Pasjaţa.

Towns with its own influences enrich the network of surrounding settlements, strengthen their mutual relations and create a whole functional settlement system of one area , or the gravity of the urban core. By dividing the functions of the primary, secondary and tertiary, the basis and types of settlements are created by functional criteria according to the type of economic activity and the primary content in them. In this area in the second half of the twentieth and early twenty-first century witnessed substantial changes in almost all components of demographic structure, which resulted in the transformation of functional types of settlement, when the predominantly agrarian settlement characteristic of the area of Toplica road went up mixed and service settlement. The idea behind the study is for the geographically complex area to be displayed in the light of socio- economic development, and as a basis for further economic development of this part of the Republic of Serbia. The present report is submitted pursuant to Security Council resolution 1244 (1999) by which the Council decided to establish the United Nations Interim Administration Mission in Kosovo (UNMIK) and requested the Secretary-General to report at regular intervals on the implementation of the mandate. It covers the activities of UNMIK and developments in Kosovo (Serbia), from 1 June to 31 August 2007. Kosovo future status process 2. On 1 August, I issued a statement welcoming the Contact Group’s agreement on modalities for further negotiations between Belgrade and Pristina during a new period of engagement. This effort is being led by a “Troika”, comprising representatives of the European Union, the Russian Federation and the United States of America. The United Nations has been providing support to the Troika’s mediation effort. On 30 August, the Troika held proximity talks in Vienna with delegations representing Serbia and Kosovo. Prior to those talks, the Troika held its first meeting with the Serbian Government on 10 August and with the Kosovo Unity Team on 11 and 12 August. I look forward to the Contact Group reporting to me on the results of the period of engagement by 10 December. Political situation 3. During the reporting period, the overriding political focus in Kosovo was on the deliberations on a new resolution in the Security Council. The Kosovo Albanian community and its leadership expressed disappointment when the Council failed to adopt a new resolution.

Due to their large number, physical quantity variance, and incompleteness, these factors have a limited, sometimes even conflicting and ineffectual application in producing a unified effect on development. This issue becomes resolvable through a modification of factor analysis by means of combining it with multi-criteria decision analysis (MCDA). The solutions thus obtained in the form of a ranking, with the top-ranked solution being the most favorable, constitute immense support for decision makers to use the proposed most favorable solution to formulate and implement their plan of development. A. Situation analysis Description of the disaster For two weeks before the date of the disaster, which occurred on 22-24 June, the Republic of Serbia was affected by heavy rainfalls. The most affected areas are Kolubarski, Moravicki, Raski, Zlatiborski, Rasinski, Toplicki, Jablanicki, and Pomoravski districts. 8 municipalities and cities reported on 22 June that were affected by heavy rain that caused flash floods and floods. It was reported that the municipalities of Osecina, Ljubovija, and Lucani are the most affected by heavy rain (more than 40 litres per square meter in 24 hours) leading to floods in the whole region.
