Roster of Illinois Legislators April 2021 Roster of Illinois Legislators April 2021 Commission on Government Forecasting and Accountability COMMISSION OVERVIEW The Commission on Government Forecasting & Accountability is a bipartisan legislative support service agency responsible for advis- ing the Illinois General Assembly on economic and fiscal policy issues and for providing objective policy research for legislators and legislative staffs. The Commission’s board is comprised of twelve legislators—split evenly between the House and Senate and between Democrats and Republicans. Effective December 10, 2018, pursuant to P.A. 100-1148 the former Legislative Research Unit was merged into the Commission. The Commission has three internal units––Revenue, Pensions, and Research, each of which has a staff of analysts and researchers who analyze policy proposals, legislation, state revenues & expen- ditures, and benefit programs, and who provide research services to members and staff of the General Assembly. The Commission’s staff fulfills the statutory obligations set forth in the Commission on Government Forecasting and Accountability Act (25 ILCS 155/), the State Debt Impact Note Act (25 ILCS 65/), the Illinois Pension Code (40 ILCS 5/), the Pension Impact Note Act (25 ILCS 55/), the State Facilities Closure Act (30 ILCS 608/), the State Employees Group Insurance Act of 1971 (5 ILCS 375/), the Public Safety Employee Benefits Act (820 ILCS 320/), the Legislative Commission Reorgani- zation Act of 1984 (25 ILCS 130/), and the Reports to the Commission on Government Forecasting and Accountability Act (25 ILCS 110/).     “YOU MAY NOT GET THERE WITH ME …” 1 OBAMA & THE BLACK POLITICAL ESTABLISHMENT KAREEM U. CRAYTON Page | 1 One of the earliest controversies involving the now historic presidential campaign of Barack Obama was largely an unavoidable one. The issue beyond his control, to paraphrase his later comment on the subject, was largely woven into his DNA.2 Amidst the excitement about electing an African-American candidate to the presidency, columnist Debra Dickerson argued that this fervor might be somewhat misplaced. Despite his many appealing qualities, Dickerson asserted, Obama was not “black” in the conventional sense that many of his supporters understood him to be. While Obama frequently “invokes slavery and Jim Crow, he does so as one who stands outside, one who emotes but still merely informs.”3 Controversial as it was, Dickerson’s observation was not without at least some factual basis. Biologically speaking, for example, Obama was not part of an African- American family – at least in the traditional sense.     ICCTA Government Relations and Public Policy Report By Jessica Nardulli, ICCTA Legislative Counsel January 25, 2021 New Leadership in the Illinois House State Rep. Emanuel “Chris” Welch, the new speaker of the Illinois House of Representatives, has promised to make some changes to the way the Speaker’s office operates. For one, Welch is adept at using social media and has committed to modernizing the office. He has also committed to ethics reforms and supports a law limiting leader terms to 10 years. One of the biggest areas for change is the upcoming legislative and congressional district reapportionment. Under former Speaker Michael Madigan, the process was partisan and handled behind closed doors. Governor JB Pritzker has promised not to sign an “unfair” map. Welch has been a supporter of “fair” maps in the past but acknowledged that his version of “fair” might not be the same as others. Welch’s first order of business is to announce the rules of the Illinois House. Welch has made it clear he wants more of a collaborative approach by conferring with his colleagues on both sides of the aisle.   • 2018 Scorecard
    2018 ENVIRONMENTAL SCORECARD Dear Reader, Every year, the Illinois Environmental Council releases a scorecard assigning a percentage score to state legislators based on how they voted on bills affecting the environment. This year, we are pleased to award a record number of 100% scores, a development reflecting the fact that legislators increasingly ask IEC’s lobbyists if bills will be considered on the scorecard before deciding their votes. While breaking this record is a positive development, it’s tempered by the fact that many of the environmental community’s priority bills did not get a vote this session. For example, an important bill to stop federal rollbacks of Illinois’ environmental laws passed the Illinois Senate, but did not make it out of the House Environment Committee. Unfortunately this was the case for many of our bills in House Environment, which, despite having an excellent chair this year in Representative Carol Sente, a majority of the committee have strong industry ties and hold anti-environment positions. It is also still the case that many environmental priorities supported by a majority of the General Assembly, and Illinoisans generally, would be vetoed by Governor Rauner if passed. In the last two years, and at the direction of the Governor, executive agencies opposed bills that would have increased regulation on livestock operations, provided standing in court for those impacted by pollution-causing projects, and required replacing all lead service lines. Regardless of who is in the Governor’s mansion after the 2018 elections, IEC will continue to pursue each of these policies. With an unprecedented number of retirements in the General Assembly, we hope the 2018 Environmental Scorecard will serve to recognize the legislators who have lead but are leaving and inspire a new class of leaders.
