Andy Messing, Executive Director of The Conservative Caucus CTCC), today said, "Contrary to what some in government would like us to believe, the people of this country demand a balanced budget and tax cuts." -v: r.'T' Speaking at a joint press conference in the Capitol with Congress man Samuel Devine, Chairman of the House Republican Conference and a member of TCC's National Advisory Board, Messing added, "Earlier this year The Conservative Caucus launched our 'Tax Reduction Action Plan' (TRAP). One aspect of that program was a nationwide petitior^^drive. Today we are proceeding to send President Carter more than 40,000 peti tions collected by The Conservative Caucus from angry taxpayers nation wide. I think it is appropriate that we are taking this action on April 15. The American people are tired of footing the bill by paying higher taxes and higher prices to quench the appetite of Members of Congress and an Administration that refuses to put a lid on federal spending, clean up a bloated bureaucracy and eliminate the over-regulation of our free enterprise system—the real causes of inflation." Messing continued, "At the same time of the petition drive TCC was polling more than 33,000 taxpayers from all over America asking them whether they wanted to 'increase', 'maintain' current levels; or 'decrease' government control over the spending of their tax dollars in 15 separate issue areas. -

Obama and the Black Political Establishment

CRAYTON Page | 1 One of the earliest controversies involving the now historic presidential campaign of Barack Obama was largely an unavoidable one. The issue beyond his control, to paraphrase his later comment on the subject, was largely woven into his DNA.2 Amidst the excitement about electing an African-American candidate to the presidency, columnist Debra Dickerson argued that this fervor might be somewhat misplaced. Despite his many appealing qualities, Dickerson asserted, Obama was not “black” in the conventional sense that many of his supporters understood him to be. While Obama frequently “invokes slavery and Jim Crow, he does so as one who stands outside, one who emotes but still merely informs.”3 Controversial as it was, Dickerson’s observation was not without at least some factual basis. Biologically speaking, for example, Obama was not part of an African- American family – at least in the traditional sense. I am Dennis Nolan and I am interviewing today Arthur Stark, who was president of The National Academy in 1977. Arthur, perhaps you could start us off with some information on your background. Could you tell me, first of all, where you were born, raised, educated. Arthur Stark: Well, I was born three score and ten years ago in New York City. I was raised in Manhattan, on the upper west side. I went to elementary and high school at something called the Ethical Cultures School in New York. We lived across the street from Columbia University on Broadway and 115th Street and I played on the Columbia tennis couirts. I went, are you interested 2 in college, at this point? Yes, you might as well, go on. Since Columbia was so close, I decided to go to College at the University of Chicago. The reason, principley, was that I was interested in labor relations even at that tender age. Looking around the country, there were two Universities that appealed to somebody like me. One was the University of Wisconsin, one was the University of Chicago and I chose Chicago.
