MINUTES of a MEETING of the FULL COUNCIL of the RHOSDDU COMMUNITY COUNCIL HELD on WEDNESDAY the 25 Th MINUTES OF A MEETING OF THE FULL COUNCIL OF THE RHOSDDU COMMUNITY COUNCIL HELD ON WEDNESDAY the 25 th . APRIL 2018 at 6.30pm AT PRICES LANE COMMUNITY CENTRE PRESENT:- Councillors Mrs M Beresford, Mrs L Lewis, Mrs L Lynch, Mrs. W O' Grady, Miss B Roberts, Mrs J Ryan, Mrs J A Smith, I D Bithell, MBE, B Chowdhury, and S Gittins, together with the Clerk. WELCOME The Chairman gave a warm welcome to Cllr Mrs Jacqui Ryan who was attending her first Meeting of the Council, following her co-option. 1 APOLOGIES Apologies for absence were received on behalf of Cllrs M Jones, and A Williams. 2 MINUTES The Minutes of the Full Council Meeting held on the 21st. March 2018, and the Minutes of the Planning Committee Meeting held on the 21st. March 2018, and the Minutes of the Audit Committee held on the 22nd. March 2018, were confirmed by the Council and signed by the Chairman as a correct record. 3 MATTERS ARISING The following arose:- (a) Minute 5 – CCTV - The Clerk explained that a suitable electrical connection had to be made before the CCTV camera could be utilised on Spring Road. It was RESOLVED that the Clerk meet Cllrs Mrs Beresford and Miss Roberts on site by the Cobblers on Spring Road, to decide upon a suitable location for the CCTV Camera. (b) Minute 10 – Licensing – A query was raised as to whether the old Licence had been surrendered. (c) Minute 13 – Welsh Hearts - It was reported that there was a system available where the defibrillator can be locked, but that in an emergency the key code can be obtained from 999. RESOLVED noted 4 COMMUNITY POLICING PCSO Michael Bell attended the Meeting. The following were discussed:- (a) It was reported that there had been a spate of car damage and car break ins on Spring Road and on the new Housing Estate on the the Remploy Site. The Police had delivered leaflets in the Grosvenor Ward advising motorists to lock away valuables. (b) There had been reports of drinking and drug use in and around the Rhosddu Parks. (c) Complaints had been received regarding beggars at Sainsbury's, Aldi, and in the doorway of the old Talbot in Queen Street, where there was a lot of litter. (d) In Stansty Ward there had been incidents of damage to vehicles. (e) In Garden Village it was reported that a vehicle had been taken from Acton Gate. Page 1 (f) Residents of a particular property in Cunliffe Street had left, and the owners requested to clean out the property. (g) Proprietors of businesses in Cunliffe Street were concerned at the lack of Police action in response to complaints. (h) An assault had occurred at 4.00 am on Rhosddu Road. 5 LEASE OF COMMUNITY CENTRE The Clerk reported that the Lease of the Community Centre from the Wrexham Council to Rhosddu Community Council had been completed. Wrexham Council had reduced its Legal fees payable by the Council from £450 to £200. There would be a fee of £40 payable to H M Land Registry to register the Lease. RESOLVED that the information be noted, and the Council agree to pay the £40 fee to H M Land Registry. 6 MAYOR'S CHARITY EVENING (a) The Clerk reported that the Mayor's Charity Evening would be held on the 18 May at the Ramada Plaza Hotel. (b) It was noted that the Mayor making ceremony would be taking place soon. It was RESOLVED that Cllr Mrs Lynch be nominated to represent the Council at the Ceremony. 7 AUDIT OF THE COUNCIL The Clerk reported that the Internal Audit would take place commencing 17th. May 2018. The Internal Auditor's Report would be considered at the June Council Meeting, and then forwarded to the External Auditor by the 30th. June 2018. RESOLVED that the information be noted. 8 COMMUNITY AGENT (a) The Clerk reported that Funding of £8,869 had been received to fund the Community Agent for 2018/2019. RESOLVED noted. (b) The Clerk enquired if the Council wished to extend the Community Agent's Contract of Employment, and to consider the Community Agent's Salary in the light of the increases in the National Minimum Wage, and the Living Wage. The Community Agent had also requested changing the mobile phone from Pay as You Go, to Contract. It was RESOLVED that the Community Agent be invited to attend a future Council Meeting to present a Report on her work, and that the Council defer a decision until then. 9 DATA PROTECTION The Clerk reported that new Data Protection Rules would come into force on the 25th. May 2018. As part of the new Rules, the Council was required to appoint a Data Protection Officer. It was RESOLVED that the Council appoint the Clerk as the Interim Data Protection Officer of the Council. Page 2 10 FINANCIAL MATTERS (a) The Clerk reported receipt of an invoice:- Wrexham C B Council – School Crossing Patrols 4th. Quarter - £3,952.00 RESOLVED that the above invoice be paid. (b) The Clerk reported that expenditure had been incurred on behalf of the Council:- Community Agent Expenses - February 2018 £62.10 - March 2018 £63.25 Clerk's Expenses – Photocopying March £6.50 RESOLVED that the Community Agent and Clerk be reimbursed £125.35 and £6.50 respectively. (c) The Clerk suggested the payment of certain invoices be made by Standing Order or Direct Debit:- RESOLVED that the Council continue to reimburse AVOW by Standing Order in respect of the Salary of the Clerk and Community Agent in the sum of £1415 per month. RESOLVED that the Council pay the Business Rates on the Community Centre by monthly Direct Debit in favour of Wrexham Council. (d) The Clerk reported that payment to Mr Lynch for caretaking duties was still due. RESOLVED that, subject to the approval of the Audit Committee as to number of hirings, the Council pay Mr Lynch at the rate of £10 per hiring of the Centre from the 1st July 2017. (e) The Clerk reminded Members that it had been agreed that the Caia Park Youth Team would pay half the cost of the hire charge for the Centre for the Youth Club. RESOLVED that the Clerk submit the appropriate invoice to Caia Park at the rate of £20 per evening, and that the Clerk make the appropriate internal financial adjustments for the Council's share of the hire charge. (e) Blood Donor Sessions at Memorial Hall - 8th and 25th May (f) Emergency First Aid Training at AVOW – 17 May (g) Housing Consultation – RESOLVED that the Clerk circulate to Members. 12 ANY OTHER BUSINESS The following were discussed:- (a) Litter on the A483 Wrexham By Pass – It was reported that there was a problem with the payment for litter clearing of the A483 Trunk Road by the Welsh Highways Agency. RESOLVED that the Clerk contact the appropriate Minister. (b) Works on New Road, Rhosddu – The local Member reported that, following complaints from residents, he had contacted the Wrexham Council Highways Department regarding the delay in completing the gas pipe installation, the poor reinstatement of the road surface, and the amount of rubble and and debris on the highway. The Wrexham Council had taken these matters up with the Contractors, and arranged to remove the rubble and re-charge the Contractors. (c) Cllr Chowdhury reported that he had attended the course on Asset Transfer. (d) Cllr Mrs Beresford reported that there was to be a Fun Day on the John Jones Recreation Ground on the 29th. May. It was RESOLVED that the Council donate the sum of £100 to AVOW to help financially with the provision of amusements. (P/2018/0246) RESOLVED no objection. (b) 11 to 13, Rhosddu Road, Wrexham – Change of Use from A1 Shop to Office Wrexham Enterprise Hub. (P/2018/0247) - RESOLVED no objections. (c) 16 to 30, King Street, Wrexham – Change of use of First and Second Floors from Commercial A2/A3 to 52 Dwellings (33 One Bed 2 Person, and 19 2 Bed 3 Person.) together with Stairs, External Modification, Glazing, Cladding etc, and new Part Additional Roof Terrace.

For those just getting by, the Simple Payment Plan doesn’t go far enough – spreading out your payments doesn’t make £157.50 extra a year any more affordable.

The tree has been showing signs of ill health for the last two years, with the tree producing far fewer leaves than normal, making the canopy look ‘thin’. Over the summer the Wrexham Councils Senior Tree Officer identified a large fungus growing at the base of the tree as Meripilus giganteus (Giant Polypore). Unfortunately Meripilus is a fungus which causes ‘white rot’ in the tree, breaking down lignin which gives wood its strength and rigidity. As the tree was close to a very busy path, our tree officer had for reasons of health and safety, no choice but to instruct contractors to fell the tree. The trunk of the tree has been turned into two benches, one has been sited on the edge of the playing field next to the tall poplar trees, while the other is near the shelter adjacent to Ruthin Road. At about 150 years old, the felled beech was the oldest tree in Bellevue and was the only tree to be growing before the parks creation in 1910. The old maps show that the area as open fields At about 150 on the edge of Wrexham.
