EXECUTIVE SUMMARY

The Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation (COMCEC) has been continuing its efforts towards enhancing economic and commercial cooperation among the 57 OIC Member Countries since 1984. The main objective of the COMCEC is to address the economic challenges of the Islamic Ummah, to contribute to their development efforts and to enhance trade among the Member Countries. In this regard, COMCEC serves as a policy dialogue forum for producing and disseminating knowledge, sharing experience and best-practices, developing a common understanding, and approximating policies among the Member Countries.

In order to make the COMCEC a more fruitful platform to meet the growing needs of the OIC Member States, the 4th Extra-ordinary Islamic Summit Conference held on 14-15 August 2012 in , Kingdom of , has adopted the COMCEC Strategy. The 14th Session of the Islamic Summit Conference hosted by the Kingdom of Saudi Arabia on 31 May 2019 in Makkah al- Mukarramah, “highly commended the successful implementation of the COMCEC revised statute and the strategy adopted at the 4th Extraordinary Summit Conference. It called on Member States to enhance the implementation of the revised COMCEC statute and strategy, in close coordination and cooperation with the General Secretariat and in accordance with the OIC Charter, and requested Member States to continue to actively participate in the work of the COMCEC under the N, President of the Republic of Turkey.” Moreover, the 46th Session of the Council of Foreign Ministers, held on 1-2 March 2019 in Abu Dhabi, United chairmanship of H.E. Recep Tayyip ERDOĞA member states in the fields of trade, agriculture, transport and communications, tourism, finance, Arabpoverty Emirates alleviation “commended and private the COMCEC sector fordevelopment its efforts forin enhancedthe light cooperationof the COMCEC among Strategy the OIC coordinated by COMCEC Coordination Office and in collaboration with various OIC Institutions in the economic domain.”

Since the operationalization of the COMCEC Strategy, the efforts under the COMCEC have gained a new dynamism and visibility. The Annual Progress Reports are submitted to the COMCEC Ministerial Sessions to present the progress in the implementation of the COMCEC Strategy. This progress report Annual Progress Report 2020 provides an overview of the major achievements in the implementation of the COMCEC Strategy, since the 35th Session of the COMCEC. Accordingly, for each cooperation area, the Report provides the outcomes of the most recent meetings of the relevant COMCEC Working Group. Moreover, the progress in the implementation of the COMCEC Ministerial Policy Recommendations is included in this report. The activities of the OIC Institutions serving to the mission of the Strategy are also highlighted.

Since the 35th Session of the COMCEC, held in Istanbul, on 25-28 November 2019, 6 Working Group (WG) Meetings have been held successfully. For these meetings, 6 research reports and 6 sectoral outlook documents have been produced by the COMCEC Coordination Office. After each WG Meeting, a proceedings document was published in order to reflect the outcomes of the meetings including the summaries of the presentations and discussions made during the meeting. The orking roups have continued to conduct policy debate sessions in their deliberations. The Member Country eperts discuss policy recommendations on the theme of the meeting based on intensive research as ell as the responses by Member Countries to the policy uestions, hich are communicated to the focal points before each meeting. These policy recommendations are then referred to the Ministerial ession for consideration and adoption. ccordingly, the recommendations of the th round of meetings th for inancial Cooperation ill be submitted to the th ession of the COMCEC for consideration and necessary action.

Moreover, in the ake of the global CO outbreak, the COMCEC orking roups, in addition to their regular program of activities, have elaborated on the impacts of CO on the three important sectors namely agriculture, tourism, and trade through the virtual consultation meetings hich ere held in uneuly period. The relevant COMCEC orking roups, in their adhoc consultative meetings on the CO pandemic, discussed the current and potential future impacts of the pandemic consecutively on tourism, trade, and agriculture policies, echanged epertise and good practices among the member c ountries, and deliberated on the cooperation opportunities based on the needs and eperiences of the member countries.

The COMCEC Proect unding, the second implementation instrument of the COMCEC trategy, provides an opportunity for the Member Countries as ell as the OC institutions to implement multilateral proects in line ith the goals and targets set by the COMCEC trategy. Moreover, the policy recommendations, hich are produced by the orking roups and adopted by the Ministerial essions, are transformed into concrete proects. These proects serve to the ultimate aim of improving institutional and human capacity ithin the OC Member Countries.

The Member tates and OC nstitutions have shon great interest to the COMCEC Proect unding. n , proects have been implemented successfully by the Member Countries and

OC nstitutions. Through these proects, member countries benefited from the COMCEC Proect unding. Moreover, under the th Call for Proect Proposals, proects ere selected to be financed by the CCO in . n order to mitigate the adverse effects of the implications of the Covid pandemic for the Member Countries, the OC institutions have launched several initiatives and programs. n this respect, OC has mobilied the full capacity of the Organisation and its institutions to support member countries in developing and implementing national plans to cope ith the CO. To that end, the s roup has launched a US$2.3 billion “Strategic Preparedness and Response Programme” for COVID pandemic aiming at supporting the member states’ efforts to mitigate the impact of the pandemic. urthermore, SESRIC has published a report titled “SocioEconomic mpacts of Covid19 Pandemic in OIC Member Countries,” and conducted various training and capacity building programs. CT organies several ebinars on the impact of Covid on intra OC trade and investment flos in collaboration ith OC and nternational nstitutions. Morever, TC has undertaken various activities such as financing support, ebinars, support for euipment and capacity development, harmoniation of standards, etc. to assist Member Countries’ fight against COVID pandemic.

urthermore, the CCO has initiated a ne capacit building program called COMCEC COVID Response CCR. he Program aims at assisting member countries ith a vie to address eisting and potential future ramifications of the pandemic. In this regard, the CCO has called for proect proposals in October 22. he eligible proects ill be implemented in 221.

urthermore, considering the current situation and special conditions in Palestine, especiall in luds lSharif, and the resolutions of the recent Etraordinar Islamic Summits on luds, the CCO has initiated the luds Program, hich focuses on destination development and management as ell as communit based tourism in luds. Implemented in collaboration ith the Ministr of ational Econom of Palestine, the program consists of several proects to be carried out beteen 22 and 222.

T 1.1. TRADE WORKING GROUP rade facilitation has become one of the important topics in the global economic agenda. he COMCEC rade oring roup has been focusing on trade facilitation issues in its recent meetings, hich is also one of the important output areas of the COMCEC Strateg.

rade facilitation can reduce trade costs prominentl. ccording to OECD estimations, harmoniing trade documents, streamlining trade procedures, maing traderelated information available, and using automated processes can reduce total trade costs b 1. percent for loincome countries, 1. percent for loermiddleincome countries, and 13.2 percent for uppermiddleincome countries.1 rade facilitation can be characteried as the simplification of procedures in international trade operations. It includes harmoniation and standardiation of trade procedures, reducing costs, increasing competitiveness in trade, and ensuring that international trade operations are undertaen efficientl and transparentl. urthermore, trade facilitation mechanisms are ver instrumental in fostering the involvement of all relevant staeholders in consultation processes. In this regard, ational rade acilitation odies s have e importance in designing and implementing trade facilitation measures. he provide a conducive platform for the public and private sectors, and all other staeholders in the trade communit to discuss the challenges in trade and develop solutions at the national level.

1.2. OTHER TRADE-RELATED DEVELOPMENTS AND ACTIVITIES ORGANIZED BY OIC INSTITUTIONS TPSOIC

In this framework, The Ministr of Trade of the epubic of Turke has hosted and the COMCC Coordination Office, in cooperation with the ICDT as the co ecretariat of the TC, has organied the said Virtua Consutatie Meeting on October th, , with the participation of the member countries. T C 2.1. TRANSPORT AND COMMUNICATIONS WORKING GROUP Transport and communications infrastructure is a critica component of the economic and socia deeopment of countries. The economic and productiit growth of a gien region is tied cose to its transport infrastructure and transport sstems which enabe higher productiit through ower ogistics costs, inentor saings, and access to arger supp and abor markets.

In recent ears, increasing popuation and budget constraints accompanied b the growing demand for transport serices necessitated new methods for the effectie management of the transport infrastructure. In this respect, the pricing of transport infrastructure is one of the emerging methods that can be an important source of finance for goernments and an effectie

too for traffic demand management as we as reducing negatie eternaities such as enironmenta probems. urthermore, the pricing of transport infrastructure is particuar important for increasing the uait of nationa transport infrastructure and transport serices for the benefit of the communit. ricing is aso a sensitie area whereb optimiation is reuired commensurate with the economic reaities of countries and income ees of their peope.

Considering its importance, COMCC Transport and Communications Working Group TCWG hed its th meeting virtually on July 7th, 2020, with the theme of “Pricing of Transport Infrastructure in the OIC Member Countries”. During the meeting, the representaties of the Member tates discussed and shared their iews and eperiences on how to enhance the impementations with respect to the pricing of transport infrastructure in the OIC Member tates. Moreoer, the discussed goba trends and best practices in the word in order to draw concrete essons from them.

The research report prepared for the meeting provides a conceptual framewor on the pricing of transport infrastructure, the global trends and current practices, and concrete policy recommendations for improving the implementations with respect to the pricing of transport infrastructure in the OIC member countries. The eport includes six case studies including three field visits , , and and three desbased research ingapore, outh frica, and the nited ingdom2. In this framewor, the report highlights the maor challenges faced by the OIC member countries with respect to the transport infrastructure pricing as unclear or unavailable national legal framewor, poor governance systems, limited institutional and human capacity, and lac of necessary guidelines on the content of pricing of transport infrastructure.

In light of the main findings of the report and the deliberations during the meeting, the oring roup has come up with the following policy recommendations  eveloping contemporary transport infrastructure pricing policies and maing use of implementation instruments such as PPPs, where possible, and public transport operations for a wellfunctioning transport system.  ssigning an autonomous operator entityinstitutionbody for the effective collection of charges and allocation of funds arising from transport infrastructure pricing services.  tilizing transport infrastructure pricing tools i.e. tolls, levies, vehicle tax, fuel tax, mileage tax, etc. to effectively manage transport demand as well as to raise funds for transport infrastructure development.  tilizing contemporary collection i.e. automated electronic tolls, onboardunits, and lobal Navigation atellite ystem and enforcement systems for ensuring effective transport infrastructure pricing.

T 3.1. TOURISM WORKING GROUP Tourism has attained special importance for the OIC member countries. The COMCEC Tourism oring roup has held several meetings on various aspects of the tourism sector and its sub categories. Medical tourism is one of the emerging areas of tourism that can be defined as the process of traveling outside the country of residence for the purpose of receiving medical care. The growing popularity of medical tourism has captured the attention of policymaers, researchers, service providers, and the media. Medical tourism represents a worldwide multibilliondollar phenomenon that is expected to grow considerably in the next decade. In this

respect, the medical tourism maret was valued at .8 billion dollars in 208 and it is proected to reach . billion dollars by 202. To provide a general outloo, the medical tourism maret is proected to grow at a compounded annual growth rate C of to percent in terms of maret size. The average number of patients received is expected to increase at a rate of 8 to 0 percent annually during the 207202 period. Medical tourism globally has become a billiondollar industry in relation to the increasing number of people who travel to other countries to get healthcare services. Today, millions of people travel abroad for medical purposes. arious factors such as costeffectiveness, better uality in services, less waiting time, availability of treatments, alternative therapies, and natural endowments play a role in their decision to receive medical treatment away from the home country.

iven the importance of the issue, the COMCEC Tourism , in its th Meeting on eptember 2th, 2020, elaborated on medical tourism through discussing the trends in the orld and OIC, identifying the main challenges, exchanging experiences and good practices, and deliberating on the policy options for improving the medical tourism in the member countries. ithin the framewor of the research report conducted for the meeting, field visits were conducted to Turkey, , and Germany as the OIC Member Countries’ practices and international practices. On the other hand, desbased studies were fulfilled for zerbaian, , , and India. ccording to the abovementioned eport, the top ten medical tourism destinations in the orld are Japan, orea, the , Taiwan, ermany, ingapore, Malaysia, weden, , and India. hereas, Malaysia, Turey, Indonesia, the nited rab Emirates, and Jordan are the leading countries in the OIC region.

In light of the findings of the research report, the following challenges were highlighted by the oring roup

ith a ie to address the eisting and potential ramifications of the COI Pandemic, the CCO has initiated the COMCC COI esponse CC for the benefit of member country public institutions The CC is mainly about alleiating the negatie impact of the pandemic on member country economies ith a particular focus on agriculture, trade and tourism sectors in the pilot phase nder the Program, the CCO ill finance certain types of proects, hich ould focus on needs assessment, sharing epertise, proiding direct grants to final beneficiaries and matching inentors ith inestors The CCO has made the First Call for proect proposals under CC on October 1th,

The first to proects hae been initiated in nder the first proect titled “Analyzing the ouris Infrastructure and eeloping a ouris estination oad ap for AlQuds”, the CCO has been conducting a research study for analying the tourism infrastructure and deeloping a tourism destination roadmap for l uds ithin the frameork of this research study, the current situation of the tourism infrastructure in luds hotels, restaurants, transportation, human resources, guides, tour operators, etc ill be assessed, the most urgent areas that need inestment ill be determined as ell as the cultural assets and facilities that could be included in the tourism offering of luds ill be analysed The proect also contains assessment of the

number and capacity of tourism facilities and orkers in luds, the need for training of sector professionals and craftsmen The Proect ill ultimately proide a SOT analysis and mission, ision and obectie for a tourism destination and communication strategy for luds

The second proect, titled “Supporting Institutional Capacity of AlQuds ouris and eritage Council” aims at improing the institutionaliation and sustainable financing mechanism of the l uds Tourism and eritage Council TC to be a ellfunctioning destination management organiation for luds The proect foresees a conceptual study for determining TC personnel training needs, deeloping training modules and delier training programs, recommending a MO organiational structure, needs and sustainable selffunding opportunities ithin this scope, after making the training needs assessment for TC staff regarding competencies and ualifications reuired, an online training program ill be organied for the TC personnel in i destination management and competitieness, ii tourism and cultural heritage planning and iii tourism product deelopment strategies

The Folloup Committee is one of the organs of the COMCC to reie the progress in the implementation of the programmes and proects approed by the COMCC Ministerial Sessions The Committee also prepares the draft agenda of the COMCC Sessions The Folloup Committee of the COMCC conenes annually in the epublic of Turkey The th Meeting of the COMCC Folloup Committee as held irtually on 1 October ith the participation of current Members of the COMCC Folloup Committee under the chairmanship of the eputy President of Strategy udget of the Presidency of epublic of Turkey, The Committee reieed the progress implementation in the COMCC Strategy and its mechanisms, namely the orking roups and COMCC Proect Funding Moreoer, theIbrahim Committee ŞENEL elaborated on the programs, proects and actiities in the COMCC agenda The Committee has prepared a set of recommendations to be submitted to the th COMCC Session ccordingly, the Committee elcomed, among others, the Progress eport submitted by the COMCC Coordination Office particularly highlighting the progress achieed in the implementation of the Strategy, and commended the Member States and OIC Institutions for their aluable contributions to the implementation of the COMCC Strategy The Committee also reuested the Member States and OIC Institutions to further their full support to the implementation of the Strategy ll reports and documents submitted to the th Meeting of the COMCC Folloup Committee are aailable at the COMCC ebsite comcecorg
