State of Indiana an Equal Opportunity Employer State Board of Accounts 302 West Washington Street Room E418 Indianapolis, Indiana 46204-2765 STATE OF INDIANA AN EQUAL OPPORTUNITY EMPLOYER STATE BOARD OF ACCOUNTS 302 WEST WASHINGTON STREET ROOM E418 INDIANAPOLIS, INDIANA 46204-2765 Telephone: (317) 232-2513 Fax: (317) 232-4711 Web Site: www.in.gov/sboa November 19, 2012 Board of Directors City of Indianapolis 200 E. Washington Street, Suite 2222 Indianapolis, IN 46204 We have reviewed the audit report prepared by KPMG, LLP, Independent Public Accountants, for the period January 1, 2011 to December 31, 2011. In our opinion, the audit report was prepared in accordance with the guidelines established by the State Board of Accounts. Per the Independent Public Accountants’ opinion, the financial statements included in the report present fairly the financial condition of the City of Indianapolis, as of December 31, 2011 and the results of its operations for the period then ended, on the basis of accounting described in the report. We call your attention to the twenty-four findings in the Single Audit Report, on pages 13 through 42. Eight of those findings represent deficiencies in internal control over financial reporting. Five of those eight findings represent material weaknesses. The auditors have issued a qualified opinion on compliance with applicable requirements for five of the nine major federal programs. The Independent Public Accountants’ report is filed with this letter in our office as a matter of public record. They found the stone rolled back from the tomb; but when they O entered the tomb, they did not find the body of the Lord Jesus. While they were still at a loss over what to think of this, two men in dazzling garments stood beside them. Terrified, the women bowed to the ground. The men said to them: “Why do you search for the Living One among the dead? He is not here; he has been raised up. Remember what he said to you while he was still in Galilee—that the Son of Man must be delivered into the hands of sinful men, and be crucified, and on the third day rise again.” With this reminder, his words came back to them. — Luke 24:1-8 The image above is a photo of the Resurrection of Christ as it is depicted in a fresco by Giotto di Bondone from the Scrovegni Chapel in Padua, Italy.
