General Assembly of North Carolina Session 2009 GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 2009 SESSION LAW 2010-31 SENATE BILL 897 AN ACT TO MODIFY THE CURRENT OPERATIONS AND CAPITAL IMPROVEMENTS APPROPRIATIONS ACT OF 2009 AND FOR OTHER PURPOSES. The General Assembly of North Carolina enacts: PART I. INTRODUCTION AND TITLE OF ACT TITLE OF ACT SECTION 1.1. This act shall be known as "The Current Operations and Capital Improvements Appropriations Act of 2010." INTRODUCTION SECTION 1.2. The appropriations made in this act are for maximum amounts necessary to provide the services and accomplish the purposes described in the budget. Savings shall be effected where the total amounts appropriated are not required to perform these services and accomplish these purposes and, except as allowed by the State Budget Act, or this act, the savings shall revert to the appropriate fund at the end of each fiscal year as provided in G.S. 143C-1-2(b). PART II. CURRENT OPERATIONS AND EXPANSION GENERAL FUND CURRENT OPERATIONS AND EXPANSION/GENERAL FUND SECTION 2.1. Appropriations from the General Fund of the State for the maintenance of the State departments, institutions, and agencies, and for other purposes as enumerated, are adjusted for the fiscal year ending June 30, 2011, according to the schedule that follows. Amounts set out in brackets are reductions from General Fund appropriations for the 2010-2011 fiscal year. This subsection becomes effective June 30, 2010. SECTION 2.2.(c) Notwithstanding G.S. 143C-4-2, the State Controller shall not transfer funds to the Savings Reserve Account on June 30, 2010. This subsection becomes effective June 30, 2010. SECTION 2.2.(d) Notwithstanding the provisions of G.S. 105-187.19(b), effective for taxes levied during the 2010-2011 fiscal year, the Secretary of Revenue shall credit to the General Fund the net tax proceeds that G.S. 105-187.19(b) directs the Secretary to credit to the Scrap Tire Disposal Account. SECTION 2.2.(e) Notwithstanding the provisions of G.S. 105-187.24, effective for taxes levied during the 2010-2011 fiscal year, the Secretary of Revenue shall credit to the General Fund the net tax proceeds that G.S. 105-187.24 directs the Secretary to credit to the White Goods Management Account. SECTION 2.2.(f) Section 2.2(i) of S.L. 2009-451 reads as rewritten: "SECTION 2.2.(i) Notwithstanding G.S. 143C-9-3, of the funds credited to the Health Trust Account, the sum of five million dollars ($5,000,000) ten million three hundred ninety-seven thousand dollars ($10,397,000) that would otherwise be deposited in the Fund Reserve shall be transferred from the Department of State Treasurer, Budget Code 23460 (Health and Wellness Trust Fund), to the State Controller to be deposited in Nontax Budget Code 19978 (Intrastate Transfers) to support General Fund appropriations for the 2009-2010 and 2010-2011 fiscal years. These funds shall be transferred on or after April 30, 2010. Senate Bill 897 Session Law 2010-31 Page 5 SECTION 2.2.(g) Section 2.2(g) of S.L. 2009-451, as amended by Section 2 of S.L. 2009-575, is repealed. SECTION 2.2.(h) Notwithstanding any other provision of law to the contrary, effective July 1, 2010, the following amounts shall be transferred to the State Controller to be deposited in Nontax Budget Code 19978 (Intrastate Transfers) or the appropriate budget code as determined by the State Controller.

    2021 Preschool Faculty KRISTINA LOFLIN • Preschool Support Facilitator Kristina Loflin holds a Bachelor of Arts from Meredith College located here in beautiful Raleigh, North Carolina. As a dance major and communications minor, much of her college years were spent working in the dance and cheerleading industries, coaching and teaching, as well as working behind the scenes in various arts administration roles. Upon graduation from college, Kristina established Xtreme Challenge Athletics which offered drop-in childcare, track out/summer camps and training classes that catered to cheerleaders and dancers. Kristina continues to work for Varsity Spirit, keeping her foot in the cheer and dance world. On the weekends, she can be found helping run competitions around the States or hanging out with her family and friends. Kristina loves working with students of all ages and helping them find their joy in learning. She is excited to continue to share her love of the arts and passion for education in her new role as the Preschool Support Facilitator for Arts Together. RENÉE BOYETTE • Director of Art Programs + Art Teacher for Stars, Moons, Comets Renée Boyette has been the Director of Art Programs at Arts Together for 15 years. She is responsible for the development and implementation of visual arts curriculum for students ranging from preschool to elementary school age. Additionally, she has led the visual art activities for Arts Together's Arts After Dark, a multi-arts experience for adults. Renée has organized and led many interactive visual art projects throughout the Raleigh community including the Hillsborough Wide Open Celebration, NC Sports Day at the NC History Museum, family events at North Hills, Artsplosure and the Governor Morehead School.

The General Assembly of North Carolina enacts: —TITLE/PURPOSES Section 1. This act shall be known as "The Capital Improvement Appropriations Act of 1977". Sec. 2. The appropriations made by this act are for constructing or renovating State buildings, utilities, and other capital facilities; acquiring sites therefor where necessary; and acquiring buildings and land for State government purposes. —PROCEDURES FOR DISBURSEMENTS Sec. 3. The appropriations made by Sections 4 and 5 of this act shall be disbursed for the purposes provided by this act upon warrants drawn by the State Disbursing Officer, which warrants shall not be drawn for any State department, institution, or agency until an allotment has been approved by the Director of the Budget, and which allotment shall be approved only after full compliance with the Executive Budget Act, Article I, Chapter 143, of the General Statutes. Prior to the award of construction contracts for projects to be financed in whole or in part with self-liquidating appropriations, the Governor and the Advisory Budget Commission shall approve the elements of the method of financing of such projects including the source of funds, interest rate, and liquidation period. Where direct appropriations are provided in this act for the purpose of furnishing movable equipment for any project, such funds for equipment shall not be subject to transfer into construction accounts except as authorized by the Director of the Budget. Projects listed in this act shall be completed, including fixed and movable equipment and furnishings, within the limits of the amounts of the direct or self-liquidating appropriations provided, except as otherwise provided in the act.

This survey project updates the 2006 architectural survey of post-World War II properties constructed from 1945 to1965 that provided the basis for the 2009 MPDF, “Post-World War II and Modern Architecture in Raleigh, North Carolina, 1945-1965,” which addressed residential property types only. The current MPDF builds on the contexts presented in the 2009 MPDF, which are hereby incorporated by reference, and extends their coverage by a decade. This thirty-year period, 1945-1975, is referred to as the postwar era throughout this MPDF. The 2006 survey, sponsored by the city of Raleigh, was the first comprehensive survey of the mid-century modern resources of a North Carolina city.

Whereas, Vernon Malone was born on December 20, 1931, near Wake Forest, North Carolina, to John Malone and Nonnie Donaldson Malone; and Whereas, after graduating from Dubois High School, Vernon Malone spent two years in the United States Army; and Whereas, Vernon Malone earned a bachelor's degree from Shaw University in 1957 and furthered his education at the University of North Carolina at Chapel Hill and the University of Minnesota; and Whereas, Vernon Malone served as a teacher at Washington Elementary School and later as a teacher and administrator at Governor Morehead School in Raleigh for over 34 years, teaching math and science from 1957 to 1968 and serving as Superintendent from 1986 until his retirement in 1991; and Whereas, Vernon Malone was appointed to the Raleigh Parks and Recreation Advisory Council in 1968 and later appointed to the Raleigh City School Board in 1972, where he provided invaluable leadership with the successful merger of the city and county school systems; and Whereas, Vernon Malone served as vice-chair of the Interim Wake Board of Education in 1975 and was named Chair of the new Wake County Board of Education in 1976; and Whereas, Vernon Malone was elected to the Wake County Board of Commissioners in 1984 and served until 2002, during which time he was Chair from 1990 to 1994 and from 1998 to 1999; and Whereas, Vernon
