The following response is submitted on behalf of Anglian Water. I would be grateful if you could confirm that you have received this response. 1. Which sites that have been assessed as being suitable for further consideration 2. Which sites that have been assessed as being suitable for further consideration (Appendix A) do you think are least appropriate for development? Anglian Water has made an initial assessment of the implications of the site identified for our existing infrastructure. Water resources/supply In the time available I have provided comments relating to foul sewerage network and sewage treatment only. The intention is to provide further comments relating to the available capacity of the existing water supply network to serve the proposed sites. This is follow this consultation response. Water Recycling Centre capacity Anglian Water has made an initial assessment of the available capacity at Water Recycling Centres (formerly known as sewage treatment works) for each of the proposed sites within the Northampton area. It is important to note that this assessment does not take account of the cumulative impact of housing and/or employment development on Water Recycling Centres. Northampton Borough Council will identify the sites which will be included as formal housing or employment allocations in the emerging Local Plan following this consultation. Therefore Anglian Water would wish to comment further on the available capacity at Water Recycling Centres once the location and scale of proposed development (both housing and employment) is known. It would be helpful if we could be consulted prior to the publication of the submission draft local plan (with housing and employment allocations) for public consultation. Sewerage network 1 The foul (or used water) flows from future growth will have an impact on the existing foul sewerage network. We have undertaken an initial assessment but each site will be looked at specifically when we are approached by a developer. The foul infrastructure requirements will be dependant on the location, size and phasing of the development. All sites will require a local connection to the existing sewerage network which may include network upgrades. The enclosed spreadsheet identifies where there is expected to be a need for improvements to the existing network to enable development of sites which have been proposed. The highlighting of these potential upgrades should not be seen as an objection to the allocation of these sites as we can work with the Borough Council to ensure development is brought online at the correct time. Upgrades are to be expected as our sewers are not designed to have capacity for all future growth. Asset encroachment Where there are sewers or water mains crossing the site, the site layout should be designed to take these into account; this existing infrastructure is protected by easements and should not be built over or located in private gardens where access for maintenance and repair could be restricted. The sewers or mains should be located in highways or public open space. If it is not possible to accommodate the existing sewers or mains within the design then diversion may be possible under section 185 of the Water Industry Act 1991 or entering into a build over/near agreement may be considered. Further information can be found on our website at the following link http://www.anglianwater.co.uk/developers/encroachment.aspx Similarly consideration should be given to sewer outfalls which form part of the existing sewerage network as part of the design of relevant sites. We consider that development located within 15m of the pumping station would place them at risk of nuisance in the form of noise, odour or the general disruption from maintenance work caused by the normal operation of the pumping station. Therefore it is suggested that the Council should consider should consider the potential risk of amenity impacts from pumping stations where relevant and include appropriate wording in Part 2 Local Plan where a site is allocated. Surface water Appropriate management of flood risk and the consideration of climate change is critical for long term resilience. Whilst fluvial flooding is a significant constraint to the location of development, other forms of flooding such as surface water should be a consideration. All developments should seek to reduce flood risk and incorporate Sustainable Drainage Systems (SuDS). We would wish to see all sites which are allocated in Part 2 Local Plan to adhere to the surface water management hierarchy outlined in Part H of Building Regulations with disposal to a surface water sewer seen as a last resort. The information and RA G status for each proposed site has been assessed considering existing commitments but on an individual site basis. The cumulative impact from all of the proposed sites on the allocated treatment or network resource is not indicated by the RA G status. It should be noted therefore that the cumulative effect of all of the identified allocated sites may require enhancement to capacity. This impact will be advised separately 2. Please note that where dwelling numbers have not been stated, capacity assessment has been based on a 30 properties per hectare. 3. Should all the available capacity be taken up at the WRC then upgrade to the works may be required that may involve seeking consent from the Environment A gency for an increase in discharge of final effluent. 4. A ll new development sites will reduce the wastewater network capacity. Therefore mitigation measures will be required to ensure flooding risk is not increased. 5. A vailable capacity in FW networks will be determined by more detailed analysis. For developments of greater than 10 properties it is assumed that some enhancement to capacity may be required 6. SW capacity assessment reflects A nglian Water’s preferred method of surface water disposal of using a sustainable drainage system (SUDS) with connection to sewer seen as the last option.
