Applications may be inspected free of charge at the Office of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys. The Vice Chairman enquired whether ALL Board members were happy for the meeting to be recorded. All members were in agreement. The Vice Chairman welcomed Councillors Mrs Dee Laws and Mrs Kay Mayor and Mr Edward Jackson who were attending their first meeting of the Board. Apology for absence An apology for absence was received from D R Stokes Esq. B.1179 Standing Orders Mr Hill reported that to allow the Board to modify the manner in which they hold meetings (for a temporary period) whilst special arrangements are in place to deal with COVID-19, Defra have agreed to the adoption of modified standing orders. Members considered the adapted set of the new model orders, as supplied by ADA, which include two extra clauses at the end of them which include a change to the way in which meetings are held to allow remote attendance. RESOLVED That the Board approve in principle. B.1180 Declarations of Interest Mr Hill reminded Members of the importance of declaring an interest in any matter included in today’s agenda that involved or was likely to affect any individual on the Board.

Faulkner 43 Oaks Drive, Colchester, Essex CO3 3PS Phone 01206 767023 E-mail [email protected] THE MINISTER’S LETTER As a measure of our concern about the lack of progress on the repairs to Welches Dam Lock and on other outstanding matters, our Secretary Ivan Cane felt the need to air these matters in higher quarters and, on 24 August last year, wrote to Richard Benyon MP, the Minister at DEFRA who deals with the Environment Agency. Ivan’s letter featured first on Welches Dam, which was last repaired by the National River Authority but with a major input of volunteer labour, and was formally re- opened by Lady Helen De Freitas on 30 March 1991. The lock has effectively been closed since the middle of 2006 as it was in a dangerous state and the Environment Agency has been trying to disclaim any responsibility for the work, as the lock is not included in the schedule of waterways in the Anglian Water Authority’s Act of 1977 which supposedly governs its responsibilities. Ivan’s letter went on to touch on other causes for concern such as the state of the Old Bedford River which has deteriorated seriously and is no longer passable, on the state of locks on the Great Ouse, such as Castle Mill and Offord Locks which have seen emergency closures, on the situation on the river Stour where volunteers and prisoners from Hollesley Bay Prison have been prevented from continuing with the restoration work at Stratford St.

The following response is submitted on behalf of Anglian Water. I would be grateful if you could confirm that you have received this response. 1. Which sites that have been assessed as being suitable for further consideration 2. Which sites that have been assessed as being suitable for further consideration (Appendix A) do you think are least appropriate for development? Anglian Water has made an initial assessment of the implications of the site identified for our existing infrastructure. Water resources/supply In the time available I have provided comments relating to foul sewerage network and sewage treatment only. The intention is to provide further comments relating to the available capacity of the existing water supply network to serve the proposed sites. This is follow this consultation response. Water Recycling Centre capacity Anglian Water has made an initial assessment of the available capacity at Water Recycling Centres (formerly known as sewage treatment works) for each of the proposed sites within the Northampton area. It is important to note that this assessment does not take account of the cumulative impact of housing and/or employment development on Water Recycling Centres. Northampton Borough Council will identify the sites which will be included as formal housing or employment allocations in the emerging Local Plan following this consultation.
