WHAT IS DISTINCTIVE ABOUT NEW ZEALAND LAW AND THE NEW ZEALAND WAY OF DOING LAW - INNOVATION IN NEW ZEALAND STATUTE LAW Rt Hon Sir Geoffrey Palmer President, Law Commission Paper delivered to celebrate the 20th anniversary of the Law Commission, Legislative Council Chamber, Parliament Buildings, Wellington, 25 August 2006 What is this paper about? 1 The threshold question is to define what this paper is about.1 Tests as to what is innovative tend to be subjective. What is meant by “innovative” in the first place? The Oxford English Dictionary makes it plain that innovation is the action of innovating; the introduction of novelties; the alteration of what is established by the introduction of new elements or forms. In one sense, every statute is an innovation. The term is also susceptible to a distinction between those statutes that are innovative as to form and those that are innovative as to policy. Some statutes are known for the novelty and boldness of their policy. Others for the use of intricate and novel legislative techniques, for example the claw back provisions of the Treaty of Waitangi (State Enterprises) Act 1988.2 Some lawyers may admire particular legislative techniques that have no great impact except to implement faithfully the policy of the Act. And that policy may be of no great significance. On the other hand, statutes that are simple in drafting terms may raise enormous controversy leading to a difficult and long parliamentary passage. 2 Contemplating the difficulty of selection, I informally surveyed the Law Commission lawyers as to what they considered to be the three top innovative pieces of legislation in New Zealand. -

Summary © OECD 2013 1 Main findings The New Zealand economy is beginning to gain some momentum, with post-earthquake reconstruction, business investment and household spending gathering pace. Risks to growth remain, however, stemming from high private debt levels, weak foreign demand, large external imbalances, volatile terms of trade, a severe drought and an exchange rate that appears overvalued. The main structural challenge will be to create the conditions that encourage resources to shift towards more sustainable sources of prosperity. Incomes per head are well below the OECD average, and productivity growth has been sluggish for a long time. Lifting living standards sustainably and equitably will require structural reforms to improve productivity performance and the quality of human capital. Macroeconomic policies strike the right balance between supporting the recovery and ensuring medium-term sustainability. Monetary policy is appropriately accommodative, given the high exchange rate, weak employment growth and subdued inflation. However, domestic demand is firming, and price pressures from earthquake rebuilding and housing markets are likely to strengthen. -

I see red, I see red, I see red Election 2020 at a glance “We will govern for all New Zealanders” Jacinda Ardern A year full of unprecedented events has delivered one more: for the first time since MMP was introduced in 1996, one party has won a Parliamentary majority. Labour was expected to dominate, but few, even in Labour, would have predicted the extent of the red-wash. Once the special votes are counted Labour is expected to have the third largest vote in its history, and the largest since 1946. Jacinda Ardern and Labour can govern alone for the next three years. Anyone worried that the Greens will hold a disproportionate sway can rest easy. This is going to be a Labour Government led by a careful thinker who wants a third term. Labour’s mandate Last night’s election result was a ringing endorsement of Labour’s handling of the Covid-19 pandemic. In some ways it is a vote of thanks but also a show of trust in Jacinda Ardern’s ability to lead through tough and testing times. With a tick over 49 percent of the vote (and expected to lift one or two percent more once special votes are counted) Labour now has a massive mandate from 1- I see red, I see red, I see red the New Zealand public. It also has a herculean task to manage the still unpredictable health issues in front of it and no minor parties to blame for lack of related to the pandemic. At the same time, on pace or delivery. -

Towards the Right of New Zealand Children for Free Early Childhood Education
International Journal of Child Care and Education Policy Copyright 2008 by Korea Institute of Child Care and Education 2008, Vol. 2, No.1, 77-91 Towards the Right of New Zealand Children for Free Early Childhood Education Helen May University of Otago New Zealand This paper provides an historical and policy overview of early childhood education in New Zealand. The analysis is framed around the introduction, in July 2007, of the government’s policy of 20 hours-a-week free early childhood education for three and four year old children in teacher-led early childhood programmes. This initiative extended a raft of policies intended to improve quality participation in early childhood as part of the Government’s ten year Strategic Plan Pathways to the Future: Ngã Huarahi Arataki 2002-2012. A key plank of this policy is that by 2012 all adults working in teacher–led services will have teaching qualifications. Realising this has been challenging and the implementation of the ‘20 hours free’ policy became a controversial media story. From age five, all New Zealand children have long had a ‘right as a citizen’ to free schooling. There was a level of expectation from parents that this ‘right’ had been extended to early childhood education. The policy was not so bold. This paper outlines the journey towards matching the rights of the school aged and preschool aged child for free education. The ‘20 hours free’ policy is an important step in the process. The paper concludes with an early commentary on the issues that this policy raises in relation to: the rights of children and parents, the costs of quality, and the conflicting roles of government, community, and private enterprise in the provision of early childhood services. -

2015 Archived News Share1 Celebrating 25 Years of Women at College House On October 9 we held a cocktail evening and celebrated a significant milestone in our history – 25 years since women students were first admitted within the white walls. We were delighted to host over 50 women associated with CH from across the spectrum – former staff members who remember well the transition from single-sex to co-ed, alumni from that first 1990 year- group and through the 90’s, 2000’s as well as more recent alumni, current students and board members. The event was well-supported by Passionberry, a fantastic cocktail company owned by Fiona McIntyre, a 1997-1998 alumna and her husband Jason. Passionberry kindly sponsored all our delicious strawberry cocktails served during the evening. Our guest speaker for the night was Anna Wilkes, alumna 1994, tutor 1997-1998 and board member since 2005. You can find the full record of her wonderful speech below. It quite alarms me to be standing here knowing that those of you who are current students of College House were not yet born when I was a student here. My association with College House is not quite 25 years, but not far off. Yet I never tire of setting foot amongst these white concrete block walls, for even more than I feel a part of a College House, it is very much a part of me. As a first year student in 1994, having recently returned from a Gap year in England, I was blissfully unaware that women were still relatively new to College House. -
