After an interval of fifty years, it is permitted the writer to avail of the pen to present to a new generation a modest record of a military organization of most brilliant promise— but whose career was brought to a sudden close after a life of but fifteen months. The years 1858 and 1859 were years of very grave import in the history of our city. Local political conditions had become almost unendurable, the oitizens were intensely incensed and outraged, and were one to ask for a reason for the formation of an additional military organization in those days, a simple reference to the prevailing conditions would be ample reply. For several years previous the City had been ruled by the American or Know Nothing Party who dominated it by violence through the medium of a partisan police and disorderly political clubs. No man of opposing politics, however respectable, ever undertook to cast his vote without danger to his life. 'The corporate name of this organization was "The Maryland Guard" of Baltimore City. Its motto, " Decus et Prsesidium." 117 118 MAEYLAND HISTORICAL MAGAZIlfE. The situation was intolerable, and the State at large having gone Democratic, some of our best citizens turned to the Legis- lature for relief and drafted and had passed an Election Law which provided for fair elections, and a Police Law, which took the control of that department from the City and placed it in the hands of the State.

To accomplish this, I trace British historians, diplomats, journalists, and politicians' interpretations of Munich through successive phases of British history from 1938 to 1965» Emphasis is placed on the forces which have influenced British writing and speech-making on Munich: personal polit­ ical opinions, Britain's social and political structure, Britain's world position, and the British traditions of Munich historiography. I attempt to show that these fac­ tors are different in Britain than in either Europe or Amer­ ica and that British writers' conclusions are largely deter­ mined by such influences. Thus, hopefully I establish the existence of a unique historiography of Munich in Britain. The main body of the study is primarily concerned with two products of this uniqueness; the rise of a revisionary treatment of the origins of the Second World War, and the tendency to see Munich as an historical model for present policy.

It shows how the memory of 1914-18 influenced Westminster politics for decades after the conflict. Whereas previous accounts have placed the ex-serviceman at the periphery of events – in pressure groups like the British Legion or as single issue campaigners fighting for issues directly connected to soldierly causes (war pensions, memorials and such) – this analyses those soldiers who became Conservative MPs after 1918 as a distinct and philosophically inquisitive cohort, and places them within the key trends and issues of the day. Using numerous archival sources, together with primary and secondary literature, it illustrates how the war formed a turning point in the lives of politicians later to assume prominence (including Harold Macmillan and Anthony Eden) together with lesser names. It places such figures within the Conservative Party structure – outlining bones of contention with the leadership, principally Stanley Baldwin, and at the same time shows where the ex-serviceman cohort was unable to reach consensus.
