We shall not go into the details of that dispute. It will soon become the subject of either a compromise or a decision by the Court of Justice with which everyone will have to comply. What is interesting about this dispute is the institutional problem. Has Parliament acted ultra vires? Has the Council exercised its own powers properly?     European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits.

In place of previous bilateral and ad hoc arrangements to manage migration between their states, Europe’s political leaders created a new constitutional category: the European citizen, with rights that EU member states cannot infringe except under limited circumstances. The development of European rights means that free movement in Europe can be com- pared with internal free movement in other multilevel political systems, such as fe- deral states, demonstrating the similar political logics at work in dissimilar contexts. One of the core values of shared citizenship is a project of equal political status, which is not always compatible with retaining local particularity. This is why central aut- horities in democratic systems almost invariably work to lower internal borders and boundaries, while local authorities often work to retain them, setting up potential conflicts. The ESDC flagship course will carry the name of Jean REY, as a tribute to the Belgian politician who served as the second President of the European Commission. Jean REY played an important role at the Summit of The Hague in 1969, where the European leaders decided to relaunch European integration with two new initiatives: the Economic and Monetary Union of the European Union (EMU) and the European Political Cooperation (EPC), which can be seen as the forerunners of respectively the Euro and the Common Foreign and Security Policy of the European Union today. Jean REY was also the chairperson of the board of the College of Europe in Bruges. The current global security environment calls for Europe to transform itself into a global and responsible security actor. The course will address the main CFSP/CSDP policies, developments and trends, and will provide a forum for in-depth debate on current and emerging CSDP issues for senior civilian and military officials. It will look at how the European Union can continue to be a reliable, cooperative and principled global player in preventing and responding to crises and addressing global challenges. The course consists of four residential modules of one week each, to be held in Brussels, Madrid, Paris and Athens, with each of the modules preceded by an eLearning phase.

A multiple-choice question Yves Bertoncini Executive summary and Thierry Chopin The designation of the president of the European Commission requires a joint agreement on the part of the European Parliament and the European Council, which rests neither on the "Westphalia model" (whereby governments alone make the decision) nor on the "Westminster model" (whereby the president belongs to the party ranking first at the European elections). An analysis of the appointments made since 1979 allows us to identify the four main criteria likely to prevail during the negotiations currently getting under way: 1. An initial criterion: The president of the Commission's party affiliation - All of the recent presidents of the Commission have had to rely on majority support from MEPs from the right and from the left (EPP-PES, and even the Liberal Democrats) but the president of the Commission's party affiliation has only one out of two matched that of the party which garnered the highest number of votes in the European elections (see Table 2). - The party affiliation of the president of the Commission has reflected that of the party most heavily repre- sented on the European Council (see Table 3) over the past twenty years (the Santer, Prodi and Barroso Commissions), yet it failed to do so in the years prior to that (the Delors and Thorn Commissions). 2. A crucial criterion: the president of the Commission's personal profile - The president of the Commission should be chosen first and foremost on the strength of his ability to perform the functions described in Article 17 of the Treaty on the European Union.
