Decreta Conciliorum Plenariorum Baltimorentium, a Sancta Sede recognita, necnon Primae Synodi Omahensis statuta, denuo promulgamus atque ab omnibus in hac dicecesi sacra munera exercentibus, servanda stricte praecipimus, iis exceptis quibus legitime derogatum fuit. Ne vero facilius in oblivionem veniant salutares istae leges, omnes Nostros Sacerdotes enixe hortamur ut Conciliorum isto- rum, necnon harum Synodorum decreta prae manibus hab- eant et frequenter perlegant. CAPUT I . DE PERSONIS. I. D e Officialibus E piscopi. Synodus Prima. 1. Personae quarum opera et consilio utemur in Dioecesi administranda, sunt: Vicarius Generalis, Cancellarius, Secre- tarius, Consultores Dioecesani, Commissarii Synodales in causis criminalibus et disciplinaribus, Examinatores Cleri Dioecesani, Vicarii Foranei, et Commissio Scholarum. 2. Petitiones pro dispensationibus, relationes quae statum ecclesiae et alia ejusmodi indicant, Collectae generales, statutis temporibus, et in forma praescripta, Cancellario transmittantur. Petitiones sive pro facultatibus, sive dispensationibus in scriptis ( 11) exhibeantur. In causis matrimonialibus impedimentum dirimens cum suis circumstantiis, simul et causa efficaciter movens ad impetrandam dispensationem, clare et distincte exponatur, sub poena nullitatis. A tergo folii vel infra textum supplicis libelli ponatur schema (arbor) consanguinitatis vel affinitatis. Quando agitur de dispensando super impedimentis mixtae religionis, dis- paritatis cultus, primi et secundi gradus affinitatis, secundi gradus consanguinitatis, aut de dispensatione in radice, mittantur nom- ina oratorum (ficta quidem, si impedimentum ex Confessione tantum constat), eorumque circumstantiae, utrum scilicet pau- peres sint an sat divites, quibus cognitis taxa imponetur Can- cellario mittenda. — In petenda dispensatione a bannorum proclamatione causa vere rationabilis et sufficiens ad dispensan- dum afferri debet.— Litterae proprietatis (Deeds), antequam in tabulis publicis describantur, ad nos per Cancellarium ferendae curentur. 3. Consultorum Dioecesanorum opera utemur in rebus a Concilio Plenario Baltimorensi indicatis. Quater in anno con­ venient, saepius autem cum id fuerit necessarium. Secretarius ea quae dicta vel acta fuerint in Registro annotabit. 4. Commissionis Investigationis princeps officium erit crimi- nales atque disciplinares presbyterorum aliorumque clericorum causas iuxta norrnam a S. Congregatione de Propaganda Fide die 25 Junii 1878 decretam, ad examen revocare, rite cognos- cere ac ita Episcopo in ipsis definiendis auxilium praebere. 5. Sacerdotes etiam postquam sacramenta administrandi potestatem illis commisimus, secundum morem laudabilem in aliis locis vigentem, pluries examini subiiciemus, ut sic sacrarum disciplinarum studium foveatur et per experientiam additam scientia maturior et accuratior fiat. Examinatores ergo in hunc finem constituemus; quorum opera utemur etiam pro appro- bandis Confessariis, pro ordinandorum scrutinio et pro exami- nandis alumnis, qui in Seminarium Maius admitti volunt. Eorum erit, mense Novembris, in urbem episcopalem convenire et omnes, quorum interest, examini subiicere. Iuniores de clero quotannis, per quinquennium, a sua ad presbyteratum eleva- tione, dabunt specimen sacrae scientiae theologicae coram Ordi- nario et examinatoribus. Praeter vitae morumque ordinem et rationem, merita horum examinum multum conferent ad effor- mandum nostrum in designandis pastoribus iudicium. Quodsi requisita examinatorum suffragia non obtinuerint, iterum iterum- que examini subiiciendi erunt, arbitrio nostro, usque dum votis examinatorum plene satisfecerint, omni interim promotionis

Osman Washington, D.C. 2015 A Manual of Prayers for the Use of the Catholic Laity: A Neglected Catechetical Text of the Third Plenary Council of Baltimore John H. Osman, Ph.D. Director: Joseph M. White, Ph.D. At the 1884 Third Plenary Council of Baltimore, the US Catholic bishops commissioned a national prayer book titled the Manual of Prayers for the Use of the Catholic Laity and the widely-known Baltimore Catechism. This study examines the Manual’s genesis, contents, and publication history to understand its contribution to the Church’s teaching efforts. To account for the Manual’s contents, the study describes prayer book genres developed in the British Isles that shaped similar publications for use by American Catholics. The study considers the critiques of bishops and others concerning US-published prayer books, and episcopal decrees to address their weak theological content. To improve understanding of the Church’s liturgy, the bishops commissioned a prayer book for the laity containing selections from Roman liturgical books. The study quantifies the text’s sources from liturgical and devotional books. The book’s compiler, Rev. Clarence Woodman, C.S.P., adopted the English manual prayer book genre while most of the book’s content derived from the Roman Missal, Breviary, and Ritual, albeit augmented with highly regarded English and US prayers and instructions.
