More than 100 districts gave formal notice of interest in adding pre-K last October. • 80,000 four-year-olds across the state – mostly outside New York City – still have no full-day pre-K.

This package will require instruction on and improve bike and pedestrian safety, school bus safety, railroad crossing safety, increase penalties for endangering workers in highway work zones, and require charter busses to have commercial GPS technology. This policy has traumatized families who are seeking asylum and fleeing violence. The decision to separate children from their parents at the border is cruel, unnecessary, and goes against the fundamental values of America. You should end this policy without delay. We urge the reversal of any measure that would make it harder for parents or relatives to sponsor children in custody, or for children and their parents to reunite. This “zero tolerance” policy adds to the backlog of deportation cases and legal challenges in federal courts, places thousands of immigrants in detention facilities and shelters, endangers the lives of more children, and instills fear in people seeking safety in our country. The administration’s well-documented decision to use separation as a deterrent is callous and demonstrates its desire to control immigration without concern for the care and protection of migrant children, victims of human trafficking and violence as they escape harsh and dangerous circumstances and seek asylum in the United States. We are deeply concerned that this policy will lead to long-term adverse childhood experiences and trauma. It is, at its core, un-American. Best practices and ample evidence in child welfare promote keeping children and their parents together.

In recent years, the Governor and Legislature have worked to reduce out year mandated costs on counties and those efforts have helped counties stay under the tax cap. As you continue your deliberations to finalize issues in the State Budget we encourage you to consider the following budget items of importance to counties that will likely fall under the purview of the General Budget Conference Committee. Internet Fairness Conformity Act There are three key points of clarification concerning this issue: • This is about providing a tax advantage to out of state business at the expense of New York businesses – NY must level the playing field • This is not a new tax, in fact, the tax is still being paid by consumers – not at the point of sale but when they pay their property tax bill • This is a state’s rights issue – we do not need to wait for the Supreme Court or Congress to intervene How consumers shop has changed dramatically over the last decade, but the state’s outdated tax code has not kept pace.
