In rural areas throughout the Empire state, public transportation is either infrequent, hard to access, or nonexistent. In these areas, driving becomes a privilege many people don’t think about – providing an avenue to commute to work, pick-up children from school, travel to doctor’s appointments, and fulfill many other essential tasks. If New York were to enact the Driver’s License Access and Privacy Act, it would join twelve states, Washington, D.C., and Puerto Rico in providing access to licenses for undocumented immigrants. Join us for a panel to discuss the need for this legislation and the ongoing Green Light Campaign that brings together community members, leaders and activists with the shared goal of obtaining equal access to driver’s licenses for all New Yorkers.     THE NATION NEEDS NEW YORK Each January, the state Legislature gathers for a six-month session to grapple with the pressing issues of the day and to advance public policy that will make our state a better place in which we live, work, and play. Over the years, New York has set the tone for enacting bold laws to protect the environment, to cut pollution, and to improve the health of our communities and people. In the late 1800s we enacted the forever-wild provision of the state Constitution; in the 1980s we adopted the nation’s first acid rain law and the bottle bill; and, we have the most comprehensive environmental quality review act in the nation. It is truly breathtaking what can be achieved when the Legislature focuses and commits to protecting the environment. The 1993 session is a prime example of what is possible – in that year, agreements were forged to enact the Long Island Pine Barrens Protection Act, the Environmental Protection Fund, and the Clean Air Compliance Act! We chose an image for this year’s cover that depicts all that is at-risk if our leaders fail. For sure we have made enormous progress that we don’t want to lose. But, community character continues to be challenged by overdevelopment, we struggle to provide safe water for drinking, and we have too many people exposed to air pollution that can make them sick. As we bear witness to what is shaping up as the most anti-environment federal government (Congress and the Administration sharing this equally), the question for all New Yorkers is: are our leaders ready to embrace the challenge and demonstrate to the nation how strong environmental laws and standards lead to the progress and prosperity we all need? 2 EPL/Environmental Advocates is one of the first TABLE OF organizations in the nation formed to advocate for the future of a state’s environment and the health of its citizens.

Moreover, we request that the Commission initiate a penalty proceeding for National to the lives of both individuals and businesses, and a separate prudence proceeding into the failure to invest in necessary measures to avoid this moratorium in Kings, Nassau, Queens, and Suffolk Counties. I. The Rate Cases As we are sure you know, Long Island and New York City have some of the highest electric rates in the United States. In addition, the cost of living in the five counties served by National Grid is among the highest in New York State. This results in extreme, unequal financial pressures on low- and moderate-income homeowners and apartment dwellers. Simultaneously, despite natural gas prices continually dropping over the past 10 years, National Grid has increased their gas prices. National Grid has stated that this is for investment in infrastructure, but as we can see from the moratorium, not much of that extra money made it there. the counties in New York City, and approximately a 7% increase for the Long Island counties. The Companies also proposed $1.5 billion in infrastructure investments purportedly aimed at enabling them to provide safe, reliable, and affordable service.

Included herein are details of the Committee’s 2019 legislative work, other initiatives undertaken during the year, and important developments since the close of session. Additionally, you will find the Committee’s outlook for the 2020 legislative session where we will continue to protect consumers’ financial interests and rights while helping to improve and grow the banking industry across the State. The Banks Committee made significant progress during the 2019 session, reporting legislation that aimed to maintain and enhance the vitality of our State’s financial industry, expand the banking development district program, address the student loan debt crisis, increase access for consumers in under-banked communities, and maintain sound operations within the industry. The Committee’s significant accomplishments in 2019 include adding meaningful protections for student loan borrowers in the State budget as well as imposing important restrictions on bad actors in the student debt consulting industry; increasing disclosure to consumers on issues such as mortgage lending, allowing credit unions and savings banks to take municipal deposits; and, expanding the banking development district program to include credit unions. I want to thank my fellow members of the Assembly Banks Committee for all the time and work they have put in to serving the interests of the residents of our State.

This legislation restores free tuition and establishes minimum staff-to-student ratios for mental health counselors, academic advisors and full-time faculty at CUNY over a period of five years. The State’s current practice of funding CUNY with yearly tuition hikes has left CUNY vastly underfunded and left CUNY’s student body without the support they need to succeed. Waiving tuition and establishing minimum staff-to-student ratios would reestablish CUNY as an engine for social and economic mobility for low-income New Yorkers and people of color.
