SENATE SCORECARD Congressional Scorecard Congressional Civil Liberties Record in the Trump Era 1 TABLE OF CONTENTS The ACLU Congressional Scorecard evaluates votes by members of Congress on key legislation affecting civil liberties and civil rights since January 2017. The scorecard gives each member of Congress an overall percentage number representing how well their votes align with ACLU positions and values. The start of the 115th Congress coincided with the start of the Trump administration, which has brought new attacks on civil rights and civil liberties. That reality makes it more important than ever that Congress fulfills its duty as a check on the executive branch and as a lawmaking body. Members’ votes represent their willingness to stand up and guard the rights that are fundamental to our democracy. And we will continue to hold them accountable for their votes. LEGEND: METHODOLOGY Green check mark indicates This scorecard consists of 36 House votes and 22 Senate votes on issues of concern for the alignment with ACLU ACLU. These votes took place between Jan. 3, 2017 and May 18, 2018. The percentage X Red X indicates lack of scores indicate how members of Congress voted in accordance with the ACLU’s positions alignment with ACLU on legislation. Most of these votes were floor votes in the House and the Senate. Also included are some votes in committee – eight in the House and one in the Senate – that Light grey indicates were important in the advancement of legislation. In some cases, we included crucial committee vote procedural votes, like a cloture vote, as well as the final passage vote. Light red indicates missed vote A member received 1 point for a vote that aligns with the ACLU’s position and 0 points for a vote that does not align with our position. The percentage score represents the sum Light blue indicates value of a member’s votes divided by the number of votes that member cast. Missed votes not yet in office were not calculated in a member’s score.
