Washington, D.C. 20573 Dear Chairman Khouri, We write to express concern with the reported practices of certain vessel-operating common carriers (VOCCs) related to the denial of carriage for agricultural commodities. If the reports are true, such practices would be unreasonable and would hurt millions of producers across the nation by preventing them from competing in overseas markets. We support the Federal Maritime Commission’s current efforts to investigate these reports, and call on the Commission to quickly resolve this critical issue. As you know, ports across the United States are experiencing unprecedented congestion and record container volumes, which alone pose significant challenges for agricultural exporters seeking to deliver their products affordably and dependably to foreign markets. In the midst of this challenge, reports that certain VOCCs are returning to their origin with empty containers rather than accepting U.S. agriculture and forestry exports not only greatly exacerbates the problem, but potentially violates the Shipping Act as an unjust and unreasonable practice.1 We understand that the Commission in March 2020 initiated Fact Finding No. 29 – led by Commissioner Rebecca Dye – which was expanded in November 2020 to investigate reports of potentially unjust and unreasonable practices by certain VOCCs discussed above. We support this investigative effort, and – in the event that unjust or unreasonable practices by certain VOCCs are discovered – urge the Commission to take appropriate enforcement actions under the Shipping Act to put an end to such practices. The need is urgent, especially with record container volumes at the nation’s major ports. -

September 25, 2017 Dear Senators Mike Enzi and John Barrasso and Congressman Cheney: On behalf of the eight institutions of higher education in Wyoming, we are pleased to submit this joint letter sharing our perspective on the recent actions of President Trump to remove protections from the children of undocumented immigrants. The number of undocumented immigrant children brought to the United States by their parents is relatively small in Wyoming—at least in comparison to states like California and Texas. But the value these young people bring to our state today, and into the future, is large. Immigration is a complex topic, and while Congress should address that issue with measure, we urge you to act with urgency on a single, focused issue to ensure youth currently protected from deportation under the Deferred Action for Childhood Arrivals (DACA) program can continue their studies or employment in the United States. Wyoming’s rapidly aging population, the urgent need to diversify the economy, our reliance on a skilled workforce, and the growing minority population are all facets of the same complex discussion about Wyoming’s future. Wyoming’s population is aging quickly. In June 2017, Dr. Wenlin Lieu, Chief Economist, Wyoming’s Economic Analysis Division, reported “The aging of Wyoming’s population has picked up speed, and the pace was one of the fastest in the country.” Wyoming’s unemployment rate decreased from 5.0 to 3.8 percent from July 2016 to July 2017, largely because the state lost workers who tended to be the younger workforce. The growing minority population helped offset the labor force who moved out of the state. -

Republican members can only use seniority to bump sitting chairs/ranking members when the control of the Senate switches parties. • Committee leadership for the Senate Aging; Agriculture; Appropriations; Banking; Environment and Public Works (EPW); Health Education, Labor, and Pensions (HELP); Indian Affairs; Intelligence; Rules; and Veterans Affairs Committees are unlikely to change. Notes • Current Armed Services Committee (SASC) Chairman John McCain (R-AZ) continues to receive treatment for brain cancer in Arizona. Senator James Inhofe (R-OK) has served as acting chairman and is likely to continue to do so in Senator McCain’s absence. If Republicans lose control of the Senate, Senator McCain would lose his top spot on the committee because he already has six years as ranking member. • In the unlikely scenario that Senator Chuck Grassley (R-IA) does not take over the Finance Committee, Senator Mike Crapo (R-ID), who currently serves as Chairman of the Banking Committee, could take over the Finance Committee. -

King Ten Comparisons, Then & Now October 17, 2013 Introduction ngus King’s career richly reflects Maine’s long tradition of civic leaders who combine a suc- cessful business career with major contributions toA public service. In the 1980s and early ’90s, we re- member him as host of MaineWatch, a weekly public television program that probed political and policy matters in Augusta and Washington. After the shutdown of Maine State government in 1991 and the hardening of partisanship in Augusta, he ran and won the gover- norship as an independent, pledging to work for bipar- tisan solutions to public issues. In eight years as the State’s Chief Executive, he succeeded in a broad range of areas. His administration oversaw the largest acquisition of conservation easements on private lands of any state in the nation. Maine became a leader in the use of the Internet to provide citizens with new ways to access State agencies for services and assistance. His successful effort to provide laptops for all middle school students placed Maine at the forefront nationally in integrating computers into public school instruction. During part of this period, the Maine Senate was Republican-controlled while the House was led by Democrats. The two chambers had widely differing ideas about the role of government and, especially, the content of the State budget. Still, Governor King was able to work successfully across party lines. As Michael Michaud, one of the two Senate leaders at that time and now Maine’s 2nd District Congressman said, “Governor King was one who could bring both sides together effectively.” The message of his time in Augusta seems to have in Washington. -

CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

We are disappointed by the funding increases in the Fiscal Year 2019 Appropriations Bill and call upon Congress to commit to reducing funding for this administration’s white nationalist border militarization and immigration enforcement policies. Taxpayer dollars should be spent on critical programs that make our communities strong and vibrant such as education, healthcare, green infrastructure, and housing rather than fueling abusive agencies that terrorize communities and separate families. The Trump Administration showed the depths of its cruelty toward immigrant communities in fiscal year 2018. Just at our southern border, Border Patrol agents have forcibly separated thousands of families, tear-gassed asylum seekers including toddlers, and regularly flouted international law by denying the right to seek asylum at the border. This abuse is happening despite the fact that the total number of border apprehensions are at the lowest point in decades and each Border Patrol agent apprehends, on average, fewer than 2 people a month. -

S. 370 and H.R. 1258: Strengthening Local Processing Act Summary Co-Sponsored by Representative Chellie Pingree, Representative Jeff Fortenberry, Senator John Thune, and Senator Jeff Merkley1 The Strengthening Local Processing Act provides small plants with the funds needed to grow and expand, and supports a scale-appropriate approach to small scale slaughter and processing. The bill sections include: Section 2. Scale Appropriate Guidance and Assistance from FSIS Requires the U.S. Department of Agriculture Food Safety Inspection Service (FSIS) to establish a searchable database of all the peer-reviewed, publicly-available validation studies for Hazard Analysis and Critical Control Points (HACCP) plans for small and very small plants; create and make available to small and very small plants models of HACCP plans for multiple types of small plants, including but not limited to a HACCP plans for slaughter plants and processing only plants, and based on the different types of products processed by plants; and create and publish guidance for public comment and input on how to get your HACCP plan approved. Section 3. Expanding State Inspection Increases the amount of cost share USDA will pay for a state Meat and Poultry Inspection Program from 50% to 65% of the total program costs. Section 4. Expanding Cooperative Interstate Shipment Requires FSIS to conduct outreach to states with state inspection programs that are not part of the Cooperative Interstate Shipment (CIS) program, and requires FSIS to submit a report to the House and Senate Agriculture Committees each year detailing the activities and the results of the outreach conducted. Increases the amount of cost share USDA will pay for from 60% to 80% of the total program costs.
