INTRODUCTION

Concerns have been raised by a resident at South Street, Lochgelly regarding suspected environmental noise from the Complex which consists of ExxonMobil Ethylene Plant (FEP) and Shell Fife Natural Gas Liquids (FNGL), . In response to these concerns SEPA South Field Chemistry completed an assessment of the indoor noise.

A domestic noise monitoring system (Bruel and Kjaer Matron) was deployed to monitor indoor noise over a 21 day period (15/08/2014 to 05/09/2014).

Both FEP and FNGL, Mossmorran currently hold Pollution Prevention and Control Permits (PPC/A/1013494 – Part A and PPC/A/1013495 Part A respectively) and operate continuously throughout the year.

NOISE SOURCES

Potential sources of noise at receptor from the Mossmorran Complex include: occasional flaring operations, cooling fans, process furnaces, gas turbine, steam boilers, loading and unloading of materials, vehicle movements and other associated onsite operations. Other possible sources of noise identified in the immediate vicinity of Mossmorran Complex include the A92 dual-carriageway road and the Little Raith windfarm (currently 9 turbines installed).

The complainant believes that the main source of noise and vibration during the day and night is from one of the above sources.

Noise generated from within property includes everyday residential noise such as talking, movement, television and radio, operation of white goods, etc. The resident was advised to limit this noise as much as possible during sound recordings. Other external noise sources include vehicle noise from the road directly in front of the property.

MONITORING STRATEGY

For the indoor noise assessment the Matron equipment was deployed in the south- facing South Street. A satellite view of the monitoring location and the area to the south is shown in Figure 1. South Street is located approximately 2.5km from the boundary of the Mossmorran Complex.

As illustrated in Figure 1, the area to the south of South Street contains the Mossmorran Complex, the A92 dual-carriageway road and the Little Raith windfarm.
