This year three children from the Special Education Wing were successfully rehabilitated back into their communities. In addition twenty young adults work in the Rehabilitative Workshop and receive a stipend.

Having been the first Special School (MR) to partner with the IAYP programme, not only have the children been making considerable progress achieving Bronze and Silver medals, but we now have four proud Gold awardees. Our Special cricket team took part for the first time in a tournament and even won a match.

The TB Hospital and OPD remain busy and we continue to work in close partnership with the State TB authorities. Closing down of the charity Target TB in the UK has been a setback to us, as their partial funding has also ceased. This adds to our challenge of funding.

Of the nineteen children of Little White House, seven passed their Class XII. Sixteen are now undergoing different professional courses of their choice. All are being supported by generous sponsors from overseas. Twelve children continue with their studies.

The Shiv Sadan residents continue to contribute to the welfare of the community and some in the workshop notwithstanding their advancing years.

The major renovation work to increase capacity of Little White House to house male residents of Ava Vihar, was completed during the year and the facility is presently being shared by both LWH children and male residents of Ava Vihar. With this our total residential capacity to house the mentally disabled has risen to 120 with separate wings for male and female residents. Regrettably, we were unsuccessful in finding generous donors for this work and had to dip into our savings. Our search for donors for this completed project continues.

We are grateful to all our institutional and individual supporters and well-wishers, both overseas and within the country. Amongst the overseas supporters, our special thanks to Ryder Cheshire Australia and Ryder Cheshire New Zealand, who have supported us since inception and to Sarvashubhamkara for supporting many LWH children in their professional courses. We are also grateful to RCA and some individual sponsors from Australia to have come forward to support some of the LWH students in their professional courses. We thank SOIR for having been long-time supporters. We are grateful to many individual supporters from the UK who together continue to find the time and energy to support our residents.

Amongst our Indian supporters, the Raphael-Max Foundation partnership month, where both the institutions jointly carry out various programmes with MIF providing financial support for the month, continues to work very successfully. An added benefit is for volunteers of both organizations and others participating in activities to work together and share knowledge and experience, for the common good. We are grateful to ONGC for continuing to support forty of our girl students, Sir Ratan Tata Trust for supporting 14 boys and to all individual donors for their generous support.

Volunteers, both overseas and Indian add both diversity and value to the services we provide. Progressive increase of Indian volunteers is an encouraging development.

Brigadier Anil Sinha retired after having held the challenging responsibility of CEO for fourteen years. Both he and Mrs Gouri Sinha will be missed around the campus and during various festivals when they played generous host to our residents. I thank Brig Anil Sinha and Mrs Sinha for their sterling contribution towards providing relief to those suffering and wish them happy retirement.

Brigadier Arun Bhatnagar has joined us as CEO after long and distinguished service in the army. I welcome Brig Bhatnagar and Mrs Shobha Bhatnagar to the Raphael family and wish them both a happy stay in Raphael.

I thank members of the Governing Council for their continued guidance and support and for mentoring activities whenever the need arises. And finally I would like to acknowledge the dedicated and sincere efforts of all the staff members under the leadership of the CEO. 2. Registrations

(a) Registered as a Society on 7th December 1962, registration number being 564/1962-1963. Registration was renewed vide renewal number 424/2015-16 dated 10th October 2015 for a period of 5years.

(g) Registration under PwD Act on 7th December 1962 registration number being 564/62-63. Last renewal on 29 April 2014 and valid till 28 April 2017.

4 (i) Uttarakhand State TB authorities have recognized Raphael TB Hospital as Diagnostic cum Treatment Centre under the DOTs methodology since 2006. The enrolment has been extended upto 31st March 2018 vide MOU dated 11th March 2016.

Vision

4. To alleviate human suffering by providing relief and rehabilitation facilities to those in need and be a centre of excellence in the chosen fields.

Mission

5. To provide relief in the fields of Leprosy Cured, Intellectual Disability and Tuberculosis following best practices and to create awareness amongst society and government of the need to integrate the disabled into mainstream activities.

Strategic Objectives 6. (a) Create wider community awareness of the challenges that confront society in care & rehabilitation of those suffering from disability into the mainstream and the ways to achieve this.

(b) Maintain link with various departments in both the state and central governments involved in the disability and TB areas thus sharing of 5 experience that will assist in policy formulation by policymakers.

(c) Providing an integrated community where those suffering live in harmony.

(d) Support and augment national effort towards TB cure and elimination.

(e) Aspire to become a Centre of Excellence in Intellectual Disability and Tuberculosis treatment.

Measurement of Progress

7. Mechanisms and processes that are consistently implemented for regular monitoring and evaluation.

(a) Special Education:

(i) Quarterly evaluation report in respect of every student with intellectual and associated disabilities. (ii) Number of students with intellectual disability successfully rehabilitated in the community. (iii) Communication with parents/guardians of children and young adults with intellectual disability rehabilitated in the society. (iv) Feedback from parents during parent/teacher meetings. (v) Continuous upgradation of teachers‟ skill.

(b) TB Hospital. Cure rate of patients including Drug Resistant(DR) patients

(c) Leprosy parentage children. Performance of children of Leprosy Parentage in academics and other activities conducted by their schools.

Governing Council

8. Due to age and indifferent health Lt Gen EG Kerr (Retd) resigned from the Governing Council of Raphael. Lt Gen RK Nanavatty (Retd) was elected as a member of the Governing Council at its meeting held on 20th August 2015 to replace Lt Gen EG Kerr. 9. In addition to the above, there are two ex-officio members in the Governing Council namely Commandant Military Hospital, Dehradun and District Chief Medical Officer, Dehradun

10. The Board members have not been paid remuneration of any nature either in cash or in kind.

11. Board Meetings. The details of board meetings held during the year are as under:-

Appointment of CEO Raphael

12. It was with deep sense of loss that Raphael bid farewell to Brigadier AAS Sinha, CEO who retired after completing a tenure of 14 years with Raphael. Brigadier Sinha handed over the baton to Brigadier Arun Bhatnagar on 9th December 2015. Brigadier Arun Bhatnagar has served 35 years of service in the Indian Army holding prestigious appointments at different establishments, prior to his retirement. We wish them both the very best for their future.

7 Capabilities

13. Raphael strives towards its mission through multifaceted activities, carried out by undermentioned wings/units:-

(a) Special Education Wing

(i) Raphael is the State Nodal Agency centre (SNAC), Uttarakhand for the National Trust for welfare of persons with Autism, Cerebral Palsy, Mental Retardation and multiple disabilities. In this capacity Raphael acts as an interface between National Trust and the State Government.

(ii) Day Centre. A school for children and young adults with developmental delays and intellectual disability from below 6 years to 21/22 years, providing training and education through a multi-disciplinary team.

(iii) Hostel. Residential centres, both dormitory style and assisted independent living cottages separately for males and females.

(iv) Community Based Rehabilitation. Children with special needs identified in 26 villages, below the age of 6 years are provided early intervention services either at home (for those below 3 years of age) or at the Anganwadi (3 to 6 years) through resource persons from the local community trained by Raphael. Every effort is made to get children above the age of 6 years enrolled in the government primary schools and assist these schools to facilitate their integration.

(v) Mobile Outreach Programme: We are working in the districts of Tehri Garhwal and Udhamsingh Nagar, partnering with NGOs and the district administration, to create awareness for early identification of disability, and facilitate subsequent intervention programmes.

(vi) Training of Professionals in the field of Disability Management. In order to contribute to the creation of qualified resource persons in the field of disability, a two year Diploma in Special Education (Mental Retardation), recognized by the Rehabilitation Council of India (RCI), is conducted at Raphael.

(vii) Assessment & Remediation of Children with Specific Learning Difficulty. Through awareness workshops in schools, children with specific learning difficulty are referred to our Resource Centre for assessment and remedial sessions

(b) Care of Leprosy Cured (Burnt Out) Patients. Shiv Sadan, a home that provides care and all facilities to Leprosy Cured cases, to lead a life of dignity and participate in community activities in the campus.

(c) Main Streaming of Leprosy Parentage Children. Little White House, a hostel for normal school going children of leprosy parentage. Post school they are 8 helped to undergo technical/vocational training to initiate them into a career, free of social sigma.

(d) TB Hospital. Raphael has a 26-bed TB Hospital with an OPD and X-ray and Pathology laboratory for diagnosis and treatment of TB patients. The hospital is recognized as State Diagnostic-cum-Treatment Centre by the State TB authorities under the Revised National Tuberculosis Control Programme (RNTCP). It is also recognized for treatment of Drug Resistant (DR) TB cases and the DR facility is designated as EXTENDED DOTS PLUS facility.

(e) Rehabilitative/ Sheltered Workshop for vocational training of young adults with intellectual disabilities, post their training in the Special school. Those who work in the workshop are paid stipend for increasing their self-esteem and motivation. The Workshop also has a weaving unit for lesser disabled cured leprosy patients are engaged in weaving & Dyeing activities. They too receive stipend for their work.

Accomplishments during the year

14. Leprosy

(a) 36 cured leprosy patients provided with a dignified living.

(b) All 19 children of Leprosy parentage successfully passed their annual examinations. Seven children are now seeking admission in different professional courses, after successfully clearing their 12th Board examinations. 16 such children are already pursing various professional courses in colleges across the country.

15. In the field of Special Education

(a) Bharat, a resident of Ava Vihar with mild cerebral palsy, was appointed Supervisor of Martyn Cottage. His best friend moved in with him and they supervise 4 other boys.

(b) 2 boys from Martyn Cottage and 1 girl from Barbara Cottage „graduated‟ to live at home and work with their families.

(c) 13 students participated in the All India Cricket Tournament held in Chandigarh and won one match out of 4.

(d) Many students participated in the Terry Fox Run for Cancer held at The Doon School.

(e) It has been an achievement to get parents spend a day each at the Day Centre and see what their child learns in school.

(f) International Award for Young People (IAYP). Out of the 26 young enthusiasts who participated in the Adventure Camp organized by IAYP in March 2016, 4 qualified for the Gold, 7 for Silver and 18 for Bronze Awards.

57th Founders’ Day

17. (a) Raphael celebrated 57th Founders‟ Day on 5th April 2015. The Chief Guest on the occasion was Honourable Shri Krishan Kant Paul, the Governor of Uttarakhand.

(b) The celebrations began with a welcome song „Vandana‟ by the children of Raphael. Air Marshal BD Jayal (Retd) in his welcome speech paid homage to the Founders Group Captain Lord Leonard Cheshire and Baroness Sue Ryder and their spirit of compassion and service. He mentioned that with both persons with Disability Act, 1995 and the UN convention on the Rights of Persons with Disabilities, the first Human Rights Treaty of the 21st century in force, we as a nation have plenty of work to do. He added that there are numerous major challenges and in our view these can best be overcome through a constructive partnership between the state, the non- government organizations and the private sector.

(c) This was followed by a cultural programme staged by children of Raphael as well as children from Doon Girls and Himjyoti Schools. The programme kept the audience spellbound.

(d) Honorable Shri Krishan Kant Paul, Governor of Uttarakhand, in his address paid tribute to Raphael Founders, who gave Raphael a firm footing towards achievement of its mission of providing relief to the suffering. He lauded the efforts of Raphael in working for the disabled and the underprivileged. Commending the work done by Raphael, he urged other individuals and organizations to come forward and do their bit to help the less privileged. He also conveyed his deep appreciation for the manner in which Raphael has strived to fulfill its goals.

Visit of Officers Trainees Lal Bahadur Shastri National Academy of Administration (LBSNAA)

18. A group of 360 Indian Administrative Service Officer Trainees of 90th Foundation Course from the LBSNAA, Mussoorie visited Raphael on the 23rd and 24th September 2015, accompanied by some faculty members and staff to get an insight into the multifaceted activities of Raphael of providing relief to the suffering. This is an annual event undertaken by the Academy in Mussoorie to sensitize future administrators of the country with disability.

Max-Raphael Partnership

19. November 2015 was observed as Raphael-Max India Partnership month. Following activities were undertaken during the month:-

(a) Raphael in cooperation with Max India Foundation conducted an immunization camp for MMR vaccination for school children along the Shimla Bypass on 5th and 6th November 2015 (1st dose), followed by booster dose being administered on 7th and 8th December. A total of 232 children were administered the vaccination.

(b) Max India Foundation in collaboration with Manav Sewa Sannidhi organized an Artificial Limbs and Polio Calipers Camp on Raphael campus from 19th to 22nd November 2015. The camp involved taking measurements, fabricating artificial limbs, fitment and practice. During the camp 129 artificial limbs, 86 calipers and 1 pair of crutches were given away to disabled people from Dehradun, Mussoorie and surrounding region.

(c) Continuing Rehabilitation Education (CRE) Programme: A three day CRE programme on “Disability Diverse Perspectives” approved by RCI, was hosted at Raphael from 3rd – 5th December 2015. The resource persons included a lawyer, Principal of Doon Girls School, an environmentalist and an Illustrator of children books and a music therapist. The main resource persons were Ms Poonam Natarajan, ex-Chairperson of National Trust and Ms Radhika Alkazi. 8 special educators form Raphael and 22 from other special schools benefitted from the programme.

GuideStar India Transparency Badge

20. We are happy to announce that Raphael had qualified for "Intermediate Level GuideStar India Transparency Badge". The award is valid till 2016. Raphael's name is displayed alongwith other winners at: http://www.guidestarindia.org/NGOTransparencyAwards.aspx#'LeaderBoard' .

11 International Award for Young People (IAYP)

21. The International Award for Young People organized an adventure camp for differently abled from 3rd to 5th March 2016. 26 children with special needs from Raphael have participated under escort of 5 teachers and 6 volunteers (aspirants for Gold– 4, Silver – 7 and Bronze – 18). The first night was in tents at Raphael and the next 2 nights was at Maldevta. The adventure camp activities included tent pitching, rope knotting, repelling. Trekking, walking the Burma Bridge, monkey crawling and river crossing.

World Disability Day - 3rd December

22. On World Disability Day, Raphael was honoured for their placement services by the Social Welfare Department, Government of Uttarakhand. Honours were also conferred on The Doon Girls School and M/s Manjkhola Associates, for coming forward and accepting our intellectually challenged young adults as their regular employees. Such recognition will encourage other organisations to come forward and provide regular employment to intellectually challenged young adults. On the occasion, one of our physically handicapped employee, Shri Mahipal, was also awarded with a cash prize, a certificate and medallion for his sincere and dedicated service.

Listing on Give India Website

23. For the 5thconsecutive year, Raphael was listed on Give India website (www.giveindia.org). Give India renewed the year-on-year listing in the month of November. The currently renewal is valid up to 31stOctober 2016. Raphael receives donations routed through Give India website from Individual and Institutional donors from within the country and abroad.

Close down of Target TB, UK

24. We are saddened that Target TB, UK, that had supported our efforts to treat and eliminate TB from the state, has closed down. We are grateful for their supporting Raphael for 12 years.

Sponsor a Meal Scheme

25. Our scheme “Sponsor a meal” for the residents, to celebrate a birthday or anniversary of a loved one has been gaining in popularity with each passing year. We thank our supporters for their generosity and continued support to this program. The gesture of kindness has made a great difference in the lives of our residents and adds to the excitement.

33. We look forward to receive volunteers, as they are not only be a part of Raphael as well as our residents too. They bring joy and cheer in their lives. 35. Local Volunteers. Another significant development was the following local youngsters/ budding professionals volunteered and rendered their professional skills for Raphael and our residents:- (a) Dehradun Drummers group who enthralled our children with their music on more than one occasion.

(b) Luvkhush Pandey and his friend Sanjay, budding IT professionals offered to regularly update our website and us gain more exposure in the social Media Space.

(c) Dr Nandini, a young dentist spent almost two weeks carries out dental check- up of all our residents and staff members, documenting her clinical findings and suggested intervention to preempt painful dental problems.

(d) To celebrate their 6th Anniversary, Members of `Yuvaa‟ an NGO not only donated cash but also entertained the residents by performing dances and sang songs. (e) Cloud 9, a leading Unisex Salon chain in Dehradun showed that they cared for children with special needs, they offered their services for our residents and day scholars free of cost on a regular basis.

37. As in the past, all festivals were celebrated with a great deal of enthusiasm, where even the volunteers from abroad participated actively. We celebrated Dushehra on 22nd October 2015, Diwali on 11th November 2015, Christmas on 25th December 2015 and Holi on 24th March 2016.

Tribute to the Founders

38. On the occasions of birth anniversary of Lord Cheshire on 7th September and Sue Ryder day on 6th July, the staff and residents of Raphael recalled the great work of Lord Cheshire and Lady Sue Ryder.

Special Education Wing

39. Project (Ava Vihar & Day Centre)

(a) The residential facility for persons with intellectual disability has recently been refurbished to hence our residential capacity from 80 to 120, with two separately wings, one each for male and female residents.

40. Human Resource Development

(a) Member Secretary Rehabilitation Council of India, , Mr. S.K. Srivastava, visited Raphael in May 15.

(b) As a part of the Diploma in Special Education (MR) tour, 23 students and 3 faculty members from The National Institute for Empowerment of Persons with Multiple Disabilities, Chennai visited Raphael on 29th January 2016.

(c) Faculty Development. Eight special educators from Raphael attended the following workshops and seminars off campus, during the year: (i) Managing Challenging Behaviours and Assistive and Augmentative Technology (ii) Orientation Programme for RCI Course coordinators (iii) Education for Sustainable Development

(d) Inservice training on Medical aspects of Down syndrome and Story-telling was attended by all the teachers on campus.

(e) A CRE programme on Disability: Diverse Perspectives was conducted in December at Raphael. This was attended by a total of 30 educators, 8 of whom were from Raphael.

(f) Awareness programmes on Specific Learning Difficulties was conducted in 8 schools and 225 teachers were reached. 44 new cases were assessed and 35 children are being provided remedial sessions. 82 parents attended parent training programmes.

41. Community Based Rehabilitation

(b) Some children from the CBR programme participated in the Founders‟ Day programme.

(c) 13 children below the age of 18 years are now receiving pension under the “Bharat Poshan Yojna” and disability certificates were made for 5 children.

(d) Kamil and Pritam took part in the cricket tournament held in Chandigarh and also in the IAYP adventure camp and received their silver awards.

(f) 326 children from 3 villages on Shimla Bypass road were vaccinated against MMR as part of the Max India Foundation- Raphael partnership month. 18

42. Mobile Outreach Programme

The mobile outreach team made 5 visits to Udham Singh Nagar and 6 visits to Thatyur in Tehri district. Over 300 children with special needs have been covered through these camps and parents and caretakers are given intervention programmes. Awareness programmes and training in early identification have been done with over 500 anganwadi workers and 20 volunteer teachers. Training on teaching strategies, assessment procedures and speech therapy was also done.

43. State Nodal Agency Centre (SNAC)

One local level committee was held with the District Magistrate, Dehradun and 11 guardianship applications were approved. 60 Niramaya health insurance cards were issued. One registered organizations meeting was held at Raphael. National Trust is in the process of revamping all the schemes and thus there were not many activities as a SNAC this year.

44. CSR / NGO Expo

The expo was held in Gurgaon on 29th and 30th September. Information and pictures on Raphael were displayed in a stall amidst about 50 other NGOs. A large number of corporates shared their CSR initiatives and continuous follow up will be required.

Rehabilitative Workshop

45. The strength in the Rehabilitative Workshop is 20 intellectually disabled young adults.

46. A pilot project was introduced in winter break, for getting these young adults to work through the year with just a week‟s break. The attendance was low may be because of severe winter. In summer break too it is being implemented to see if more young adults attend the workshop.

47. Two young adults have discontinued coming to Raphael because of ill health and two young adults have been transferred to our Resource Centre as they were found to be capable of handling office work. It gives us much pride and encouragement to see young adults better themselves and move to more productive work.

TB Hospital

48. This year has been quite hectic because the majority of cases came in very low condition. To look after them and provide medical care has been quite challenging. To some of them, blood was also given (1 or 2 units) to bring them upto safe levels. In spite of all-out efforts, few could not be saved. Majority of cases were sputum florid positive (4+) i.e. 10-15 organism per oil immersion field.

*17 Cases were of Tubercular infection to whom Anti TB treatment was given. 7 Cases were OPD cases being treated for other disease of lungs (non-Tubercular).

50. Increasing instances of association of Tuberculosis with Diabetics Mellitus have been observed. Keeping this in view fasting blood was done of all tuberculosis cases. Out of 359 cases of Tubercular infection. 17 cases were found to have DM type II (8.5%).

51. In many respiratory symptomatic cases, history was suggestive of allergic bronchitis for which absolute Eosinophilia count was carried out. Out of 44 cases 10 cases were found to have raised AEC, suggestive tropical Eosinophila. Few cases of respiratory allergic manifestation of worm infection (like filariasis)were also observed. They were given required treatment to which they responded well.

Medical Reports of other Wings & Staff

52. Ava Vihar. All residents are maintaining good health. Children having fits are also comfortable. In Feb 16, Max Hospital- Dehradun reviewed eleven epileptic residents. A few residents showed symptoms of scabies on return from vacations. Immediate treatment and prophylactic measures checked the spread of infection amongst other residents.

53. Shiv Sadan. All residents are fairly comfortable baring few have aches and pains in joints/back which is a part of aging process. Gulab Singh has become very much incapacitated because of severe arthritis and sciatica. Jasoda wife of Gulab Singh have DM II and is under control with oral. Anti diabetics and supportive therapy.

54. Little White House. The 12 students of LWH are keeping good health with no major illness.

Shiv Sadan (Wing for Leprosy Cured Patients)

56. Strength. There are 36 residents in Shiv Sadan

(a) Out of 36 residents, 25 are severely disabled and are not able to be engaged in any form of activity. (b) 6 are working in Rehabilitative Workshop after having upgraded their weaving skills through a master trainer. A wide range of products are now being manufactured by them. (c) The remaining 5 are assisting in the day to day administration like plumbing, carpentry etc.

(a) 10th Class. Reema, Pooja and Buppi appeared in the board examinations. Reema and Pooja secured first division and Buppi got second division.

(b) 12th Class. Priyanka, Santoshi, Meena, Tara, Rajesh, Sunil Bahadur and Deepak Kumar have appeared in the board examinations. Priyanka, Tara and Deepak Kumar secured first division, Santoshi, Meena and Rajesh got second division and Sunil Bahadur got third division. Four girls have sought admission in Nursing College, Jagadhri (Haryana). The nursing course of these girls is being sponsored by RCA where three boys are with their parents and doing their own studies.

CONCLUSION

78. As we continue to take strides in fulfilling the mission of providing “Relief to the Suffering,” set forth by our founders 57 years ago, we simultaneously striving towards becoming a Centre of Excellence in Intellectual disability and Tuberculosis.
