  • E-Petition Session: TV Licensing, HC 1233
Petitions Committee Oral evidence: E-petition session: TV Licensing, HC 1233 Monday 1 March 2021 Ordered by the House of Commons to be published on 1 March 2021. Watch the meeting Members present: Catherine McKinnell (Chair); Tonia Antoniazzi; Jonathan Gullis. Other Members present: Rosie Cooper; Damian Collins; Gill Furniss; Gareth Bacon; Jamie Stone; Ben Bradley; Tahir Ali; Brendan Clarke-Smith; Allan Dorans; Virginia Crosbie; Mr Gregory Campbell; Simon Jupp; Jeff Smith; Huw Merriman; Chris Bryant; Mark Eastwood; Ian Paisley; John Nicolson; Chris Matheson; Rt Hon Mr John Whittingdale OBE, Minister for Media and Data. Questions 1-21 Chair: Thank you all for joining us today. Today’s e-petition session has been scheduled to give Members from across the House an opportunity to discuss TV licensing. Sessions like this would normally take place in Westminster Hall, but due to the suspension of sittings, we have started holding these sessions as an alternative way to consider the issues raised by petitions and present these to Government. We have received more requests to take part than could be accommodated in the 90 minutes that we are able to schedule today. Even with a short speech limit for Back- Bench contributions, it shows just how important this issue is to Members right across the House. I am pleased to be holding this session virtually, and it means that Members who are shielding or self-isolating, and who are unable to take part in Westminster Hall debates, are able to participate. I am also pleased that we have Front-Bench speakers and that we have the Minister attending to respond to the debate today.

JSOU Report 16-11 IS and Cultural Genocide: Antiquities Trafficking Howard, Elliott, and Prohov and Elliott, JSOUHoward, Report IS and Cultural 16-11 Trafficking Genocide: Antiquities JOINT SPECIAL OPERATIONS UNIVERSITY In IS and Cultural Genocide: Antiquities Trafficking in the Terrorist State, the writing team of Retired Brigadier General Russell Howard, Marc Elliott, and Jonathan Prohov offer compelling research that reminds govern- ment and military officials of the moral, legal, and ethical dimensions of protecting cultural antiquities from looting and illegal trafficking. Internationally, states generally agree on the importance of protecting antiquities, art, and cultural property not only for their historical and artistic importance, but also because such property holds economic, political, and social value for nations and their peoples. Protection is in the common interest because items or sites are linked to the common heritage of mankind. The authors make the point that a principle of international law asserts that cultural or natural elements of humanity’s common heritage should be protected from exploitation and held in trust for future generations. The conflicts in Afghanistan, and especially in Iraq and Syria, coupled with the rise of the Islamic State (IS), have brought renewed attention to the plight of cultural heritage in the Middle East and throughout the world. [email protected] Please refer to slide 6 for guide footnotes. 2 Monthly summary – November 2010 • In total BBC iPlayer received 141 million requests for TV and radio programmes in November, including both online platforms and devices and BBC iPlayer on Virgin Media TV. This was a month-on-month increase of 1%, with requests up 32% year-on-year, setting another new monthly record for the service. • Continuing autumn titles contributed to another record-breaking month for TV requests, with three episodes of The Apprentice topping the list. Comedy continued to perform well, in particular Russell Howard’s Good News and The Trip, while Merlin, Spooks and Lip Service contributed to a strong month for drama. • The Unbelievable Truth was the most requested radio programme, with The News Quiz and The Chris Moyles Show also popular. It was also a strong month for sport coverage on 5 Live with the football Premier League, and the Haye v Harrison boxing match. • Live TV viewing via the BBC iPlayer increased in November to make up 13% of all requests, boosted by Children In Need and sport coverage. • Getting to Grips with Comedy – As a Christian
Transmission Spring 2011 Getting to grips with comedy – as a Christian In this piece, Paul Kerensa considers who determines the acceptable limits of comedy and whether there is an expectation that you have to be edgy to be funny and successful. There will always be a market for this darker side of comedy, but there is also a growing demand for clean, family friendly acts. ‘Once we accept our limits, we go beyond them.’ form in someone’s ‘tweet’, then having to follow it up on (Albert Einstein) the BBC News website to see if it’s true. ‘No no, no no no no, no no no no, no no there’s no limit.’ This is not to say that I have never laughed at an (2 Unlimited) inappropriate joke, nor indeed that I have never made an inappropriate joke. There is a time and a place and ‘Here’s one for you.’ An expression that, depending on certainly an audience for them, but there is a sense that the speaker, can fill the listener with anticipation and today crude jokes are pervading all times and all places, glee, at knowing an hilarious joke is coming their way and not all audiences want that. Since more and more … or dread, at the prospect of having to pretend to find comedians decided they wanted to push boundaries, is Paul a crude/racist/sexist/unfunny joke funny, and letting there any boundary left to push? Kerensa loose that fake laugh you’ve been practising around this person for years. I find after gigs, if someone from the I should say that I’m not an edgy comedian.
