Martin 5 members of the public 2011/1 Apologies for Absence Apologies for absence had been received from Mrs. J. Allan and Cllr. J. Hanna. (District Councillor). 2011/2 Declarations of Interest There were no declarations of interest. 2011/3 Casual Vacancy Following the resignation of Mr. Rowe, a casual vacancy had been declared and advertised. One expression of interest had been received. The Chairman asked members if they knew of any other interest in the vacancy. No one was aware of other interested applicants. Mr. Denton proposed, seconded by Mrs. Ricketts and RESOLVED nem con that Mr. Matthew Hillis be co-opted to the Council to fill the casual vacancy that had occurred and to serve until the next election in May 2011. 2011/4 Declaration of Acceptance Mr. Hillis signed the declaration of acceptance and joined the Council. 2011/5 Minutes of the meeting held on 8th December, 2010 These were agreed and signed as a true record of the proceedings 2011/6 Matters Arising from the Minutes of the meeting held on 8th December, 2010 Letter of thanks for grants awarded Council noted letters of thanks for grants awarded received from Duffield Place Sunshine Club, St. John Ambulance, Marcham Senior Citizens Club, Marcham Parochial Church Council, Air Ambulance Berks, Oxon, Bucks and Marcham and District News Icy Roads – Availability of assistance Council noted that the County Council, in severe conditions, and dependent on stocks of grit had indicated that it may be able to supply some grit for the Parish Council to spread itself. -

Charney Bassett Parish Council Report on the Community Speedwatch Initiative
CHARNEY BASSETT PARISH COUNCIL REPORT ON THE COMMUNITY SPEEDWATCH INITIATIVE 1. Background The Community SpeedWatch initiative focusses on education rather than enforcement and - uses trained volunteers at approved roadside sites with 30 mph limits, - monitors vehicle speed via a portable speed indication device. The equipment is deemed to be less confrontational than a speed gun. - ensures vehicles travelling at or above specified speed thresholds are reported to the police. - results in police advisory letters being sent to registered keepers of speeding vehicles. - enables the police to target enforcement activities at identified speeding hotspots. This report is submitted on behalf of village volunteers and covers the first full year of operations in Charney Bassett (plus a brief earlier training period) 2. Management The initiative is managed by the Faringdon East Neighbourhood Action Group which is responsible for two way liaison on police and community safety issues in an area covering Kingston Bagpuize with Southmoor, Stanford in the Vale, The Hanneys and the surrounding villages) . The equipment was funded by contributions from eight participating villages. Charney Bassett contributed £300. The account holder is Stanford in the Vale Parish Council. The participating villages are Kingston Bagpuize with Southmoor, Stanford in the Vale, Littleworth, Longworth, Shellingford, West Hanney, Easrt Hanney and Charney Bassett. Overall coordination is undertaken by Shellingford Each village has its own coordinator and is responsible for insuring volunteers. 3. SpeedWatch in Charney Baassett There are 11 trained volunteers. Seven venues have been approved for SpeedWatch activities 35 operational sessions have been undertaken (normally one hour) 15 sessions have been cancelled (due to weather or unavailability of equipment) 50 vehicles have been found to be travelling at 34mph or more. -

Statements and Questions from the Public A resident of Pegasus Court requested that consideration be given to providing a bus stop in Mill Street at a location close to the Pegasus Court. This was to be referred to the County Council’s Bus Infrastructure Officer. Action: Turner Another resident of Pegasus Court requested an update on the progress of the installation of a VAS (vehicle activated sign) in Mill Street. The Deputy Clerk reported that arrangements were progressing. A member of the public asked why street lights had not been fixed despite being logged on ‘Fix My Street’. Mr Turner explained that a new contractor had recently been appointed and the back- log was being addressed. He agreed to follow up to ensure outstanding items were being dealt with. -
