Dorey DATE: April 28,2010 FILE No: EDCG FROM: Geoff Millar, Manager, Economic Development BYLAWNO: Division SUBJECT:Cowichan Region Area Agricultural Plan Recommendation: Request that the Electoral Area Services Committee recommend that the Cowichan Valley Regional District Board establish an Agricultural Advisory Committee comprised of government, community, farmers and other stakeholders to address the issues and actions identified in the Area Agriculture Plan. Purpose: To implement the Cowichan Region Area Agriculture Plan. Financial Implications: There is no request for financial resources. Interdepartmental/ApencyImplications: Implementing the Area Agriculture Plan will involve the participation of a number of agricultural conmunity groups, local and provincial governments and the farming community. Background: Agriculture is an important economic driver in the Cowichan Region and the region has some of the best agriculture land on Vancouver Island. In recent years there has been a noticeable decline in our ability to provide food for the local population. Currently 18% of our food comes from local sources generating $47.5 million in gross receipts. Agriculture provides a unique quality of life for the region whether experienced from a farmers viewpoint or from someone' who has moved to the region for the rural lifestyle. The region is gaining a national and international reputation as a "food" region, particularly with Cowichan Bay designated a Citta Slow community. There is support in the region to see agriculture enhanced; for example -The Cowichan Food Charter signed by the Economic Development Commission and the CVRD Board. ELECTORALAREA SERVICESCOMMITTEE MEETING Page 2 In 2006, the Cowichan Region Economic Development Commission identified the agriculture sector as an important eco~iomicdriver for the Cowichan Region and developed a strategy to create a Cowichan Region Area Agriculture Plan. Approval to move ahead with an area agriculture plan was supported by the CVRD Board. Funding was obtained from the Investment Agriculture Foundation, Ministry of Community and Rural Developmeut, Cobble Hill Farmers Institute, independent farmers in the South Cowichan region and the CVRD and the plan process moved ahead in 2008. The Steering Committee was formed in the fall of 2008 to oversee the de~~elopmentof the Area Agriculture Plan process and the consultant, Gary Rolston from "From The Ground Up Consulting" was hired in early 2009. The consultant spent the better part of 2009, conducting research from statistical data sources and stakeholder consultation. The consultant generated three reports: State of the Industry, Issues and Opportunities, and Action Plan. The final Area ~griculturePlan is attached which includes highlights hom the State of the Industry report, Issues and Opportunities report and action items to move the industry forward. The Action Plan portion of the Area Agriculture Plan identified 78 recommendations to improve the agriculture industry in the Cowichan Region Four Broad Areas: * Plan Implementation Structure and Communication - Policy, Land Use and Environment * Attraction and Marketing 0 Education Overview of Action Plan Goals 1. To create a strong communication network between agriculture and the community- 15 action items 2. To create a local government policy framework that supports and welcomes increased agricultural production, encourages land improvements and helps provide access to resources- 45 action items 3. To improve and extend the access to market for local foods- 10 action items 4. They present an interesting study, and often a perplexing challenge to bird students; some of the species being so like others,and the plumages of the same species varying so much, that iden• tification can be difficult. The Heerman gull, pictured on the cover, is one little known to most people, but it is a regular visitor, each year arriving in good numbers between July 1st and 10th, and re• maining until the Autumn. It is a medium sized species, length about 20 inches (the glaucous-winged being twenty-six inches), with a very dark back, and startlingly white head and neck in the adults. It can be readily separated from all others by its red bill and black feet. The nesting grounds of the Heerman gull are in the Gulf of California and elsewhere on the west coast of Mexico It migrates as far north as Victoria and as far south as Guatemala. Around Victoria it will generally be found on the kelp beds which surround our coast.

    Exploring British Columbia’s Salish Sea Text by Barb Roy Thetis Island Photos by Barb Roy, Andy Lamb and Gunild Symes Tallen, my youngest daugh- ter and part-time dive buddy entered the cool emerald coloured water with me as the current slowed to a stop to change direction (slack). Full of anticipation, Tallen and I descended down the south- west side of Virago Rock within Porlier Pass, a .65 km (.4 mile) wide channel between the islands of Valdez and Galiano. We swam past rockfish rest- ing on overlapping fronds of kelp and through a dense thicket of bull kelp with tall spindly strands hoisting sacks of air high above with ribbon- like leaves flowing gently in a slight current. The rocky reef below wore a blanket of light pink coralline algae, dotted with tiny white and orange anemones. Before long the area opened up, revealing our prize—the wreckage of the 32-meter (105-foot) steamer tug, Point Grey, built in 1911. Looking up at the massive pro- peller, I marveled at its photo- genic, yet mystic appearance. OF THE ENVIRONMENT FISHERIES SERVICE JUL25 1972 PACIFIC REGIONAL LlBRJuly,1972 'I: N,O,B, NEWS YUKON-TERRITORY- EGG AND FRY PLANTING Trout planting in the Yukon Territory was first carried out by the Whitehorse Fish and Game Association in the late 1940's. The purpose of planting was to provide angling for a preferred species easily accessible to Whitehorse residents. The Federal Department of Fisheries accepted responsibility for Yukon trout planting in 1958, and has been responsible for plan- ting 1.583 million Rainbow Trout eggs and 40,000 Rainbow Trout fry up to 1971. As in the past, the object of the program was to provide angling near to population centres. The first attempts utilized various techniques of incubating eyed eggs. Incubation trays and simulated gravel redds proved un- ! successful but streamside and upwelling incubation boxes showed signs of promise if an adequate water supply was used. In 1970, in an attempt to improve on planting success, 30,000 two- to two-and-one- half-inch Rainbow Trout were purchased from Steelhead Creek Trout Co. in Mission, B.C., and trucked 1,700 miles to the Yukon. Overall sur- vival was 88%, much higher than experienced before. Growth rate was checked in one of these lakes some 54 weeks after planting and the stock had increased from 2 - 2% inches to 13 - 14 inches and from approximately .08 Ounce to 23.9 ounces. The largest Rainbow Trout caught from stocked lakes was 20 pounds in Long Lake near Whitehorse. In 1972, emphasis shifted from trout planting for angling pur- poses to commercial pothole farming, Encouraged by the results of prairie pothole farming, it was felt that our lakes had tremendous potential for producing a highly marketable fish.

(Major) (Orate) Title: PALEOENVIRONMENTS OF THECRETACEOUS ROCKS, GABRIOLA ISLAND, BRITISH COLUMBIA Redacted for Privacy Abstract approved: Oles Late Cretaceous sedimentary marine and deltaicrocks of Gabriola Island were mapped and studied duringthe summer of 1971. Cretaceous strata constitute all the exposed outcrops onthe island, which is the northernmost of the Gulf Islandchain of British Columbia. The upper four formations of the Nanaimo Group arerecognized, totalling 2707 feet in composite section,The thinly laminated marine mudstones and siltstones of the Northumberlandand Spray Formations are separated by deltaicsandstones and conglomerates of the Geoffrey Sandstone.The younger Gabriola Sandstone lacks theconglomerate units.Although unconformities between the formations mayexist on a regional basis, locally themajor contacts are sharp and planar. The marine strata are characterized by fine-grained,thinly laminated beds, and an abundant ammonite fauna,indicative of a low energy, open marine environment.The deltaic units are medium- to coarse-grained arkosic wackes andpebble-cobble conglomerates representing a nearby source, and a high energy,nearshore environ- ment in which little sediment reworkingoccurred and burial was rapid. The minerals and lithic clasts of the deltaic unitsexhibit prac- tically no variation throughout the sections.Source areas are con- sidered to be the older formations on VancouverIsland. Channel axis measurements of festoon troughcross-bedding, plus orientation of sole marks and partinglineations, indicate a pre- dominant northwest current transport direction forthe upper two formations.Soft-sediment slumping and flame structures support the probability of a northerly to northwesterly decliningpaleoslope.
