COMPANHIA DE PLANEJAMENTO DO DISTRITO FEDERAL CODEPLAN PERFIL DOS IDOSOS NO DISTRITO FEDERAL, SEGUNDO AS REGIÕES ADMINISTRATIVAS Júlio Miragaya Iraci Peixoto Miriam Ferreira Giuliana Corrêa Agosto de 2013 1 INTRODUÇÃO A crescente participação do idoso na população assim como na força de trabalho tem levado à realização de estudos e pesquisas com vistas à importante necessidade de elaboração de políticas públicas para esse segmento. A combinação da elevada esperança de vida ao nascer, com a redução na taxa de fecundidade, resultou no envelhecimento progressivo do indivíduo e aumento da participação desta faixa etária no total da população. O conhecimento da situação socioeconômica é importante no estudo da velhice, no sentido de criar oportunidades e eliminar preconceitos contra este segmento da sociedade. Para tanto, se faz necessário, primordialmente apresentar a conceituação sobre a faixa etária considerada. Segundo a definição da Organização Nacional das Nações Unidas para países em desenvolvimento, são consideradas idosas as pessoas com 60 anos ou mais de idade, faixa também acatada no Brasil - Estatuto do Idoso (Presidência da República, 2003) e escolhida para esse estudo. Elaborado com base nos dados da Pesquisa Distrital por Amostra de Domicílios (PDAD/DF-2011), pesquisa realizada nas 30 regiões administrativas do DF, a Codeplan apresenta o “Perfil dos Idosos no Distrito Federal segundo as Regiões Administrativas”1. 1. ASPECTOS GERAIS A população idosa (pessoas de 60 anos e mais) no Distrito Federal somava pouco mais de 326 mil pessoas, o equivalente a 12,8% da população total. Os maiores contingentes residiam na RA Brasília (Plano Piloto) e em Ceilândia, com pouco mais de 45 mil em ambos os casos, com cada uma representando cerca de 14,0% da população idosa do DF. -

Renewable Energy Policy in Cities: Sao Paulo, Brazil, Case Study
CITY IN FOCUS SAO PAULO, BRAZIL Local Government Regulation Ordinances and Laws to Promote Renewable Energy SUMMARY A regulation can be understood as a measure for influencing actors by means of formulated rules and directives, passed by legislation and having the force of law. Conventionally, regulation has been used as a tool to restrict certain undesirable actions. More recently, regulation is being used to promote desirable actions or to influence a desirable outcome without the narrowly prescrip- tive details of how the action should be implemented. When used in this manner, regulation can stimulate innovation and encourage a transition to renewable energy (RE) solutions. The Solar Ordinance of Sao Paulo, for instance, requires new residential, commercial and industrial buildings to install solar water heating systems (SWH) to cover at least 40% of the energy used for heating water. It is part of the municipal building code and is in-line with the national energy framework. The Solar Ordinance has stimulated market demand for an innovative RE technology and resulted in significant net savings among a wide array of stakeholders and a reduction in the production costs of SWH. By 2015, it will allow for a reduction of around 35,000 tonnes carbon dioxide equivalent (tCO2e) from the city’s residential sector and 200 gigawatt hours (GWh) in electricity consumption. It is currently been replicated in cities across Brazil. Os resultados revelam que a taxa de desocupação dos jovens era 12,1 pontos percentuais superior àquela observada para a população geral (26,2% contra 14,1%), com o contingente de desempregados concentrado nas regiões de Samambaia, Recanto das Emas e Ceilândia. Algumas características, como responsabilidade pelo domicílio, matrimônio e paternidade/maternidade eram mais comuns entre os jovens ocupados. Os dados mostram ainda que, apesar de existir uma parcela de jovens economicamente ativos ainda em qualificação, cerca de 60% dos desocupados não estudavam. -

([email protected]) ABSTRACT This article is based on a research developed during 1996/97 in the Grande Sertão Veredas National Park/ MG, focused on different groups involved in the process of implantation of the Conservation Unit. Inspired by the analogy developed by Michel de Certeau between the act of speaking and the act of walking, I describe some of the routes in Santa Rita, an area of the National Park, walking in the patrol , formal and programmed itinerary of the park guards. Following this spatial practice and walking through a way articulated by crossed references – from guards, inhabitants, researcher - it was possible to register memories and narratives motivated by the paths. The option of taking these routes and movements as an analytical unit, seeking the style suggested by the ‘rhetoric of walking’, permitted the perception of different accounts from common steps, concerning both links between memory and territoriality and the connections between traditional context of the locality and new social/cultural contexts, in this case, the expansion of the agricultural frontier in the 1970s and the creation of the Park in the 1980s. According to available records, Oliveira do Bairro appeared before the formation of Portugal. There are indications of Celts and pre-Celts in the parish of Mamarrosa. While parishes like Palhaça and Bustos 1 have signs of Roman presence. There is a document dated 922 d.c. (tenth century) which refers to the donation of land to the Monastery of Crestuma and where the land is said to be "Ulveira" (Oliveira). In a document dated 957, some villages of the municipality, such as "Barriolo", "Aqualada" or "Sancta Eolália" are mentioned. However, it was only granted Charter to Oliveira do Bairro (become a town) on April 6, 1514, by King Manuel I. The grantees were the Counts of Miranda do Corvo and Marquises of Arronches and at a later stage, the Dukes of Lafões. In the sixteenth century Oliveira do Bairro had settlements that still exist today, such as Póvoa do Cercal and Póvoa do Repolão. The name "Oliveira" comes from several centuries ago as a tribute to the culture of the olive trees and olive oil production, but "do Bairro” was added much later. It comes from the word "clay" which evolved into "barro" as it comes from the Latin root "barrium". Thus, "the District" eventually becomes determinative of the type of ground on which the olive trees get along. In 1836 the county “Oliveira do Bairro “ is formed and due to its great location, was highly coveted by its neighbours “Águeda “ and “Anadia”, which led to its extinction in 1895 and its annexation by the municipalities mentioned. However, this annexation was short-lived - in 1898 the municipality of Oliveira do Bairro was restored, with the exception of the parish of Bustos which was only attached to Oliveira do Bairro in 1919. -
