When the action ofa federal agency "may affect" a listed species or critical habitat that has been designated for such species, that agency is required to consult with NOAA's National Marine Fisheries Service (NMFS) and/or the U.S. Fish and Wildlife Service (USFWS), depending upon the listed resources that may be affected. This ESA section 7 consultation considers BOEM's proposed geological and geophysical (O&G) activities in support of its oil and gas, renewable energy, and marine minerals programs in the Mid-and South Atlantic Planning Areas from 2013 through 2020, as described in BOEM's Draft Programmatic Environmental Impact Statement (DPEIS) for Atlantic OCS Proposed Geological and Geophysical Activities in the Mid-Atlantic and South Atlantic Planning Areas (BOEM 2012a). -

Green A Dissertation Submitted to the Graduate College of Bowling Green State University in partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY May 2011 Committee: Ruth Wallis Herndon, Advisor Radhika Gajjala Graduate Faculty Representative Lillian Ashcraft-Eason Gretchen Holbrook Gerzina Rebecca Mancuso © 2011 Shirley Louise Swan Green All Rights Reserved iii Abstract Ruth Wallis Herndon, Advisor This dissertation examines the lives of William and Ben Franck, freeborn men of color, who used military service as a means to assert their manhood, gain standing in their community, and help to create free African American and African Canadian communities during the Revolutionary Era. It focuses on the lives and experiences of the Franck family from the 1750s, when Rufus Franck served in the French and Indian War, until the 1820s, when his younger son, Ben Franck, settled in Nova Scotia. At each step of the story, this study analyzes the communities of free people of color with whom the Franck brothers interacted. In doing so, this project challenges traditional narratives and stereotypes of African Americans during the Colonial and Revolutionary Eras. The Franck brothers’ individual histories, closely analyzed, have the power to expand the prism through which we view early American people of color, so that we see their reality more sharply in three ways. 1. The establishment of free families of color and communities throughout North America, from the pre-Revolutionary period until postwar America, was limited by social prejudices and legal prohibitions. -

The Setauket Gang: The American Revolutionary War Spy Ring You’ve never heard about Fran Leskovar University of Puget Sound 2019 Summer Research I would like to express my appreciation to the Chism Award for funding this research. 1 A 21-year old Yale Graduate with a diploma in his hand set up on a dangerous expedition to British controlled Long Island. No man except the bravest of the brave would be bold enough to depart on that journey. Merciless smugglers, deserters, and gunrunners, both rebels and redcoats or just acting for themselves, controlled the pond and the land surrounding it. Their monopoly often challenged by the British Royal Navy that was scouting for the rebel privateers and sometimes, but very rarely, for British refugees crossing the Sound under the flag of truce. From all these British sailors and officers, the rebels were particularly afraid of a notorious captain William Quarme who was in charge of the sixteen-gun brig Halifax and was very often accompanied on his voyages by the ruthless Queens Rangers. -

The Pawlet Expedition, September 1777 The American Expedition to Pawlet had as its goal to divide, divert, and harass the army of General John Burgoyne. This marked the beginning of a new military climate. The long retreat and defensive posture of the main American army had been reversed. By Edward A. Hoyt Preface, Discussion and Conclusions by Ronald F. Kingsley ..................... Edward A. Hoyt, Jr. (1913–2003), was raised in Flushing, Long Island, NY. He graduated from Williams College, Williamstown, Mass., in 1936, where he stayed on as a teaching assistant from 1939–1940. Fam- ily connections in Castleton brought him to Vermont, where he worked as the Librarian-Curator at the Vermont Historical Society, 1940–1942. Mr. Hoyt was the first full-time professional employed by the VHS. He left that position to serve with the U.S. Army from 1942–1945. Posted in Puerto Rico while in the service, he published A History of the Harbor Defenses of San Juan, P. R., under Spain, 1509–1898 (1944). After the war, Mr. Hoyt returned to Vermont, where from 1950–1955 he was Editor of State Papers. During these years and for several years following his tenure in this position, he edited four volumes of the Gen- eral Petitions presented to the Vermont General Assembly during the years 1778–1799, volumes 8–11 in the series of Vermont State Papers, published 1952–1962 by the Office of the Secretary of State of Vermont. For many years following his retirement until shortly before his death in 2003, Mr. Hoyt served almost daily as a volunteer at the Vermont Historical Society Library, assisting library patrons, the library staff, Vermont History Vol. -

Authorities The Revolutionary War and War of 1812 Historic The American Battlefield Protection Act of 1996, as Preservation Study Act of 1996 amended (P.L. 104-333, Sec. 604; 16 USC 469k). (P.L. 104-333, Section 603; 16 USC 1a-5 Notes). Congress authorized the American Battlefield Protection Congress, concerned that “the historical integrity of Program of the National Park Service to assist citizens, many Revolutionary War sites and War of 1812 sites is at public and private institutions, and governments at all risk,” enacted legislation calling for a study of historic levels in planning, interpreting, and protecting sites where sites associated with the two early American wars. The historic battles were fought on American soil during the purpose of the study was to: “identify Revolutionary War armed conflicts that shaped the growth and development sites and War of 1812 sites, including sites within units of the United States, in order that present and future of the National Park System in existence on the date of generations may learn and gain inspiration from the enactment of this Act [November 12, 1996]; determine the ground where Americans made their ultimate sacrifice. -
