People for Fair and Open Government (PFOG) was established in Western Australia in the winter of 1989 following the re–election of the ALP Government in February, 1989. We lobbied for a Royal Commission of Enquiry into what had then become known as WA Inc. This was a general reference to a number of financial arrangements which the Government had made with business which many in our community viewed as improper. The lobby group came into existence because neither the press nor the Parliament had been able to uncover or stop any of these improper transactions. It believed that there had been a significant cover–up of these improper deals, including what became known as the Rothwells Petrochemical deal. PFOG was hopeful that if the Government was exposed, further public funds would not be wasted. It failed in that objective but ultimately, in November 1990, a Royal Commission of Enquiry was called by the then Premier of Western Australia, Dr Carmen Lawrence, into the major transactions. This Commission of Enquiry was called when the ALP Government's voter support plunged to an all time low of 22 per cent, when the West Australian Ombudsman had called for a public enquiry following dramatic revelations in a court case, and when evidence was adduced through two Legislative Council parliamentary committees, and after The West Australian newspaper had finally campaigned for such an enquiry for about three weeks. -

The 2008 Western Australian State Election: The Snap Poll Blunder * Harry Phillips ** Following the 6 September 2008 election in Western Australian, and a week of tense negotiations, the presence of ‘wall to wall’ Labor Governments across Australia was broken. In a significant moment in the evolution of the Western Australian Parliament an ‘alliance’ headed by Colin Barnett, the Liberal Party leader, formed government for the 38 th Parliament. Remarkably, Barnett had been reinstated to the party leadership a few days before the campaign ‘caretaker phase’. 1 The Liberal Party leadership had successively been in the hands of Matt Birney (to March 2006), Paul Omodie (to January 2008) and Troy Buswell, 2 each of whom had returned very poor poll readings. With the Liberal’s experiencing long term serious leadership problems, both the polls and pundits had been predicting a Labor return to office with Alan Carpenter to remain as Premier. However, Carpenter’s decision to call a snap election, the first since the passage of the ‘one vote one value’ legislation for the Legislative Assembly, nearly six months ahead of schedule broke a century of tradition in the State whereby governments served a full term. The Western Australian Election of September 6, 2008: The First Chink in Labor’s Armour William Bowe * Introduction From a national perspective, the Western Australian state election of September 6, 2008 was remarkable as a break in continuity. The election of a minority Liberal government under the leadership of Colin Barnett was the first victory for the conservative side of politics in any Australian state or territory election since February 1998. However, from a local perspective, the defeat of a government approaching eight years in office seems like business as usual. Since John Tonkin’s tenuous one-term Labor government was defeated in 1974, changes of government have occurred with impressive regularity — in 1983, 1993, 2001 and now 2008. The record of the four governments over this period suggests the introduction of four-year terms in 1989 reduced the natural life-span of a Western Australian government from three terms of three years to two terms of four. In this case, the government’s period in office was truncated to seven-and-half years by Premier Alan Carpenter’s highly contentious decision to call the election six months early. Western Australia’s distinctiveness was further demonstrated by the central role assumed during and after the election campaign by a staunchly independent National Party. Not for the first time the party had found itself pondering its future at the national level in the wake of a federal election defeat. Advocates of a merger with the Liberals had achieved a breakthrough in July 2008 with the foundation of the Liberal National Party in Queensland. -

INTRODUCTION An interview was conducted with the Hon. Kay Hallahan for the Parliament of Western Australia and the J S Battye Library of West Australian history between August 2011 and May 2012. The interviewer was Ronda Jamieson. Born Elsie Kay Downing in 1941, Kay Hallahan attended Perth Girls High School and then did office work. She joined the Police Force in 1969, but had to leave when she married Pat Hallahan in May 1972. She completed a degree in Social Work at the Western Australian Institute of Technology (later Curtin University) in 1980 and was a part-time real estate salesperson from 1979-1980. -

Faces of Nedlands nedlands.wa.gov.au Murray McHenry – publican, vigneron, sportsman Pubs and football – great community meeting places and tribal gatherings. Both create a sense of belonging to a place and a group of like-minded people. Murray McHenry has been deeply involved in both over the course of his life’s journey. Owner of iconic Nedlands institution Steve’s, Chairman of the WA Football Commission and former Chairman of the West Coast Eagles, Mr McHenry wears many hats. At 65, he is urbane and indefatigable. He is also a vigneron, with a family winery in Margaret River, and a hospitality supply business. Steve’s is known to generations of Nedlands residents and the wider Perth community. First opened in 1908, it was called the Nedlands Park Hotel and holds an important place in the hearts of many of us. During World War II, the verandahs were divided up using canvas and lattice and used as dormitories for American servicemen stationed here. After the war, the government of the day required all hotels to accommodate returned Australian servicemen at a rate of 10 shillings per week for full board. The pub became known as Steve’s after Mr McHenry’s father, Stephen McHenry. McHenry senior was the licensee of the hotel from 1935 until his death in 1958. Locals named it Steve’s – “we’re just going down to Steve’s” – as Steve was considered a friend and the pub an extension of their homes. After Stephen McHenry died, his wife Hazel took on the licence and continued to run the pub until the owners, the Swan Brewery, decided to divest its hotel properties to fund its new Canning Vale brewery, which eventually opened in 1977. -

BRANDING BOHEMIA: COMMUNITY LITERACY AND DEVELOPING DIFFERENCE ♦ ♥ Tara Brabazon and Stephen Mallinder Abstract The literature on city imaging and creative industries emphasize the success stories, the urban environments that have rebranded, refocused and reconstituted themselves for the information age and the knowledge economy. Less evident in the literature are those locations and strategies that have failed, stalled or been more ambivalent in their results. To open out this issue, this paper investigates a fringe urban suburb of the most isolated capital city in the world. Focusing on Mount Lawley, positioned on the city fringe of Perth in Western Australia, we investigate the role and function of popular music and popular culture in intervening in the history of cities. Mount Lawley is part of Perth, a city trapped by time and space, but its example and model may intervene just in time. Keywords: c ity imaging, creative industries, popular music, urban regeneration, Perth, Australia Introduction We certainly take it for granted now … that music is everywhere, that we can surround ourselves with the sounds we love at home and create our own mobile soundscapes outside (in the car or on the walkman), and that, whether we like it or not, we will spend much our time moving through other people’s sonic programming (in shopping centres and bars, in airports and offices).
