Telecom Decision CRTC 2006-31 Ottawa, 19 May 2006 Rogers Wireless Inc. – Part VII application seeking review of line-side wireless access service interconnection rates in the territories of Société en commandite Télébec, TELUS Communications Company operating in Quebec and the small incumbent local exchange carriers in Ontario and Quebec Reference: 8661-R11-02/01 The Commission approves on a final basis, effective the date of this Decision, revised rates for the line-side wireless access service (WAS) of the small incumbent local exchange carriers currently operating in Ontario and Quebec, and of Société en commandite Télébec. The Commission denies Rogers Wireless Inc.'s request to apply the revised line-side WAS rates retroactively to 1 January 2002. Introduction 1. The Commission received a Part VII application by Rogers Wireless Inc. (RWI), dated 17 December 2001, seeking a review of the line-side wireless access service (WAS) interconnection rates in the territories of the companies that were, at that time, referred to as the independent telephone companies operating in Ontario and Quebec, which included Société en commandite Télébec (Télébec) and the former TELUS Communications (Quebec) Inc., now TELUS Communications Company (TCC).1 These companies, excluding Télébec and TCC, are now considered to be small incumbent local exchange carriers (SILECs) operating in Ontario and Quebec. 2. Specifically, RWI requested that the Commission reduce the line-side WAS rates of Télébec, TCC and the SILECs operating in Ontario and Quebec, effective 1 January 2002, by removing the implicit subsidy from these rates. RWI requested that if the Commission were unable to remove the implicit subsidy by 1 January 2002, the Commission should make these rates interim on 1 January 2002, with the final subsidy-free rates retroactive to 1 January 2002. -

BELL ALIANT TERMS OF SERVICE Your service details, these terms of service and any schedules attached to these terms of service (“Schedules”), along with any amendments, all taken together form the entire contract (“Contract”) between you (“Customer” or “you”) and Bell Aliant (a division of Bell Canada) (“Bell Aliant” or “we”). You should review the entire Contract. All of the parts are important and together create a legal agreement that applies to you once you have accepted it. You may also be provided with a critical information summary that sets out key elements of your agreement with Bell Aliant. Bell Aliant relies upon your word that you have reached the legal age of majority and are authorized to enter into this Contract. To help you to understand your rights and obligations under this Contract, these terms of service are written in a question and answer format. 1. How do I accept my Contract with Bell Aliant? You accept this Contract on the earlier of the date: (a) you receive a copy of these terms of service; (b) you receive the Equipment (see Section 47) at your Service Address (see Section 15); (c) installation has commenced; or (d) you access or use Bell Aliant Services (see Section 2), unless otherwise determined by applicable laws. You understand and agree that you are bound by this Contract, now and in the future. 2. What is covered by this Contract? This Contract is for Bell Aliant Services. The “Bell Aliant Services” or “Services” (as they will be called in this Contract) include the installation and provision of Internet Services (“Bell Aliant Internet”), Home phone Services (“Bell Aliant Home phone”), Internet Protocol Television Services (“Fibe™ TV” and “Bell Aliant TV”) and any additional features. -

The service summary and these terms of service constitute the “Contract” between you (or “Customer”) and Groupe Maskatel L.P., carrying business under the trade names Téléphone de Saint-Victor, Téléphone Saint-Éphrem, Téléphone Upton and Télécommunications Xittel (“Maskatel” or “we/us”). You may also be provided with a critical information summary that sets out key elements of your agreement with us. You confirm that you have reached the legal age of majority and that you are authorized to enter into this Contract. Your Contract 1. Start of Contract. You accept this Contract on the earliest of: (a) the date on which you receive a copy; (b) the date installation has begun; or (c) the date you access or use the services. 2. Services. This Contract covers the services identified in the service summary as well as other services we provide to you. Depending on the context, the services are provided and must be used at the address shown in the service summary (“Service Address”). 3. Services regulated by the CRTC. For services regulated by the Canadian Radio-television and Telecommunications Commission (“CRTC”), the Tariff issued by the CRTC applies in addition to this Contract. If there is any inconsistency or conflict between this Contract and the Tariff, then the Tariff prevails. If the CRTC decides it will no longer regulate a service or feature (sometimes referred to as a “forbearance”), we will continue to apply the terms of the Tariff as though the service were still regulated until the term (called “minimum contract period” in the Tariff) expires. -

Telecom Decision CRTC 2015-57 PDF version Reference: Telecom Notice of Consultation 2014-604 Ottawa, 19 February 2015 File number: 8690-C12-201411868 The definition of subscriber drop wire The Commission finds that the revised definition of subscriber drop wire set out in Telecom Decision 2014-601 should apply to all incumbent local exchange carriers that have support structure services. Introduction 1. In Telecom Notice of Consultation 2014-604, the Commission directed the incumbent local exchange carriers (ILECs) that have support structure service tariffs to show cause why they should not revise the definition of subscriber drop wire in their respective tariffs, to be consistent with the revised definition of subscriber drop wire established for Bell Aliant Regional Communications, Limited Partnership (Bell Aliant) in Telecom Decision 2014-601. 2. By letter dated 8 January 2015, Bell Canada, on behalf of itself and its affiliates Bell Aliant;1 DMTS; NorthernTel, Limited Partnership (NorthernTel); Ontera; and Télébec, Limited Partnership (Télébec), agreed with the revised definition of subscriber drop wire set out in Telecom Decision 2014-601. Under separate cover, DMTS, NorthernTel, Ontera, and Télébec filed tariff notices to reflect the revised wording to the definition of subscriber drop wire in their respective support structure service tariffs; interim approval was granted to these filings in Telecom Order 2015-13.2 3. The Canadian Independent Telephone Company Joint Task Force (the JTF), on behalf of its member companies made party to this show cause proceeding;3 MTS Inc. (MTS); and TELUS Communications Company (TCC) had no objection to the revised definition of subscriber drop wire. -
