That Council approve an amendment to Zoning By-law 2008-250 at 385 Sussex Drive (Notre Dame Cathedral Basilica) to permit a temporary parking lot for a maximum of three years, as detailed in Document 2.

C. EXTENSION OF TEMPORARY REDUCTION OF PARA TRANSPO CASH FARES

That City Council:
1. Extend the temporary reduction of cash fares for Para Transpo service to be consistent with the Presto e-purse fares for conventional OC Transpo service, as outlined in Document 1;
2. Add the Para Transpo cash fares to the fare table for trips made on Para Transpo services until June 30, 2016, or until one month after the successful implementation of the Para Transpo electronic fare payment system, whichever comes first as outlined in Document 2; and,
3. Approve the reduction in fare revenue be funded from the capital budget for the Presto smartcard project as outlined in this report.

WHEREAS the City of Ottawa appreciates the importance of the Government of Canada’s Long Term Vision and Plan for the Parliamentary Precinct and Judicial Precinct (“the Plan”) to the City of Ottawa, the National Capital Region and the country; and

WHEREAS the Plan speaks to the importance of completing the Judicial Triad with the future construction of a Federal Court judicial building on Wellington Street, part of Confederation Boulevard, complementing the Parliamentary Triad along Ottawa’s ceremonial route; and
WHEREAS the City of Ottawa joins others, including the Royal Architectural Institute of Canada, the Canadian Society of Landscape Architects and the Ontario Association of Architects, in expressing concern that the proposed location for the Memorial to the Victims of Communism will prevent the completion of the Judicial Triad and violate the guiding principles of the Plan, particularly those of symbolic primacy and heritage value;
THEREFORE BE IT RESOLVED that City Council, through the Mayor, formally request that the Government of Canada relocate the proposed Memorial to the Victims of Communism and indicate the City of Ottawa’s willingness to work with the Government of Canada and other partners to identify a suitable site that conserves the integrity of the Judicial Precinct in the Government of Canada’s Long Term Vision and Plan.

That the Rules of Procedure be waived to consider the following motion, due to timelines as the Canada 150 Community Infrastructure Program funding was announced on Friday, May 15, 2015, with an application deadline of June 9, 2015 and Council is not scheduled to meet again until June 10, 2015.
WHEREAS the Government of Canada announced Canada 150 Community Infrastructure Program funding on Friday, May 15, 2015, that supports rehabilitation, renewal and limited expansion of existing public infrastructure assets; and
WHEREAS the Federal Economic Development Agency for Southern Ontario (FedDev Ontario) is delivering the program in southern Ontario with an allocation of $44.4 million over two years and applications with supporting documentation for Canada 150 Community Infrastructure Program funding must be submitted to FedDev Ontario no later than 5:00 p.m. on June 9, 2015; and
WHEREAS funding can only be used toward costs incurred between April 1, 2016, and March 31, 2018; and
WHEREAS the Government of Canada is requiring that proposed projects must be duly authorized or endorsed by a resolution of Council; and
WHEREAS the Government of Canada is requiring that proposed projects duly authorized or endorsed by Council must be ranked in order of priority; and
WHEREAS one or more projects may be constructed and operated in the City of Ottawa but these must be substantially completed by March 2018 to meet the program criteria outlined above; and
WHEREAS the following projects qualify for Canada 150 funding: community centres (including Royal Canadian Legions), cultural centres and museums,

THEREFORE BE IT RESOLVED THAT Council approve the City of Ottawa List of Projects, attached as Document 1, as amended, for submission to the Canada 150 Community Infrastructure Program with Parks and Recreation Facilities projects and Cultural and Heritage projects being the City of Ottawa’s priorities; and
BE IT FURTHER RESOLVED THAT Council delegates the authority to the City Treasurer to identify funding sources for projects approved for funding by the Government of Canada and direct staff to proceed with official funding requests for the projects identified on the City of Ottawa List of Projects; and
BE IT FURTHER RESOLVED THAT Council delegate the authority to the City Treasurer and the City Manager to rank the projects on the List of Projects should additional information regarding eligibility criteria become available before the application deadline.

That the Rules of Procedure be waived to consider the following motion, due to the fact that the motion is declaring June 2015 as Seniors’ Month in the City of Ottawa and this is the last Council meeting in May:
WHEREAS Canadian demographics indicate that seniors are one of the fastest growing population groups in our communities with nationwide projections that by 2036, their numbers will represent 24.5% or 9.8 million citizens; and
WHEREAS according to the 2011 census from Statistics Canada, 116,590 seniors (aged 65 and over) reside in the City of Ottawa, making up 13.2% of the total Ottawa population, and it is expected that by the year 2031, the number will grow to approximately 250,000 seniors, making up 22% of the total Ottawa population; and
WHEREAS the City of Ottawa has benefited from the many tireless hours of volunteer work and leadership generously donated by local senior citizens; and
WHEREAS senior citizens have helped to build our communities through active living, shared knowledge, and a diversity of experiences; and
WHEREAS the month of June is recognized by the Province of Ontario as Seniors’ Month;
THEREFORE BE IT RESOLVED THAT Ottawa City Council declare June 2015, to be Seniors’ Month in the City of Ottawa.

That the Rules of Procedure be suspended, due to construction tender timelines to consider the following motion:
WHEREAS the City of Ottawa is tendering the Rideau Valley Drive South Sewer, Road and Sidewalk Renewal Project for construction this summer and the design plan features the construction of a new sidewalk on the west side of Rideau Valley Drive South, as per approved policy; and
WHEREAS public consultation resulted in concerns being raised about the loss of parking on the west side of Rideau Valley Drive South as a result of the proposed new sidewalk; and
WHEREAS further consultation with residents of Kars brought forward support to replace the west side sidewalk with a paved shoulder that would retain and improve the current parking availability; and
WHEREAS staff has advised that this change can be accommodated within the current project budget;
THEREFORE BE IT RESOLVED that City Council approve that the section of sidewalk between the public school exit, called the Kars on the Rideau Public School, and Old Wellington Street as part of the Rideau Valley Drive South Sewer, Road and Sidewalk Renewal Project be deleted and replaced with a combination of 1.2m paved shoulders and dedicated 2.4m on-street parking bays as can be accommodated within the existing Right-of-Way width and site constraints.

THAT the Rules of Procedure be waived, due to the fact that the upcoming FIFA Women’s World Cup Canada 2015 begins on June 6, 2015 and Council is not scheduled to meet again until June 10, 2015, to consider the following motion:
WHEREAS the Fédération Internationale de Football Association (FIFA) Women’s World Cup Canada 2015 will be holding games in the stadium at Lansdowne beginning on June 7, 2015; and
WHEREAS Ottawa is a host City for this event, which is expected to be a major draw for residents and tourists alike; and
WHEREAS the City of Ottawa has, on occasion, supported such events with the temporary installation of commemorative blades in specified gathering places, the most recent being the “Sens Mile” on Elgin Street; and
WHEREAS the Glebe Business Improvement Area (BIA) and FIFA have confirmed that they are supportive of identifying Bank Street, from Isabella Street to Riverdale Avenue, as a gathering place for soccer fans;
THEREFORE BE IT RESOLVED that, in recognition of the importance of FIFA Women’s World Cup Canada 2015 to the City of Ottawa, City Council approve the placement of commemorative blade signs, designed in consultation with FIFA, formally identifying Bank Street from Isabella Street to Riverdale Avenue as “Greater Goal Way/Allée du Grand But” until following the tournament finals on July 5, 2015.

WHEREAS Ken Ross, the owner of Ross’ Independent Grocer in Barrhaven, was a well-known and widely respected philanthropist and a community and business leader; and
WHEREAS following a brief illness, Ken Ross passed away prematurely in March 2015 and, in response to the community’s desire to remember and honour Ken in a meaningful and significant way, I, Jan Harder, Councillor for Ward 3 – Barrhaven, brought forward a Commemorative Naming application to commemorate Ken Ross by renaming South Nepean Park, at 600 Longfields Drive, “Ken Ross Park”;
AND WHEREAS this proposal has been through the usual commemorative naming process insofar as Commemorative Naming Committee review and public consultation and the public feedback received during the public consultation phase was overwhelmingly and entirely in support of the proposal;
AND WHEREAS a community event is planned in early July at South Nepean Park at 600 Longfields Drive and the community would like to take advantage of this event to commemorate Ken Ross by publicly and officially announcing the renaming of the Park;
AND WHEREAS having this proposal go through the normal Standing Committee and Council process would result in Council’s approval being finalized to late to have everything in place for the community event;
THEREFORE BE IT RESOLVED that Council, at its meeting of June 10, 2015, approve the proposal to rename South Nepean Park, located at 600 Longfields Drive, “Ken Ross Park”.

WHEREAS staff is also recommending that, due to the busy legislative agenda, the report from the Information Technology Sub-Committee with respect to Proposed 2015-2018 Term of Council Priorities report be forwarded directly to Council rather than proceed to Council through the Finance and Economic Development Committee;

WHEREAS for more than ten years, Charlie Bowins dedicated much of his time and energy to Ottawa’s skateboarding community by working as a skateboarding instructor and participating in various skateboard-related charitable and fundraising initiatives; and
WHEREAS, Charlie Bowins passed away prematurely in March 2015 and in April 2015, the Ottawa Skateboard Community Association brought forward a proposal to commemorate him by naming the new skateboard park at the McNabb Community Centre the “Charlie Bowins Skateboard Park”;
AND WHEREAS this proposal has been through the usual commemorative naming process insofar as Commemorative Naming Committee review and public consultation and the public feedback received during the public consultation phase was entirely in support of the proposal;
