been possible without the cooperation and assistance of many members of the fire service across the United States. Members of individual fire departments, chief fire officers, wildland fire service organizations such as the United States Forest Service, the National Park Service, the Bureau of Land Management, the Bureau of Indian Affairs, the United States Fish and Wildlife Service, as well as the United States Department of Justice, the National Fire Protection Association (NFPA), the National Fallen Firefighters Foundation (NFFF), and many others contributed important information for this report. C2 Technologies, Inc., of Vienna, Virginia, conducted this analysis for the U.S. Fire Administration (USFA) under contract EME-2003-CO-0282. The ultimate objective of this effort is to reduce the number of firefighter deaths through an increased awareness and understanding of their causes and how they can be prevented. Firefighting, rescue, and other types of emergency operations are essential activities in an inherently dangerous profession, and unfortunate tragedies do occur. This is the risk all firefighters accept every time they respond to an emergency incident. However, the risk can be greatly reduced through efforts to improve training, emergency scene operations, and firefighter health and safety initiatives. Cover photo courtesy of Glen E. This year’s poster theme was “REKINDLE YOUR FIRE SAFETY SENSE.” The Poster Contest is held on two levels; Level I is for 7th and 8th grade students and Level II is for 5th and 6th grade students. All public, private and parochial schools in each state are invited to participate. This year’s poster theme is a reminder to everyone to rethink the issue of fire safety before it is too late. First, second and third place winners, as well as several honorable mentions, were chosen in each level by an impartial panel of judges selected from the fire services. Official presentations were made at a luncheon reception for the teachers, students and their families, held in Framingham, Massachusetts on Thursday, May 29, 2003. Mr. John Golembeski, President of the FAIR Plan, presented the awards to all winning students. The front cover shows a drawing submitted by Jimmy Tran, an eighth grade student at the Sterling Middle School, Quincy, Massachusetts. Jimmy’s poster was chosen as First Place Winner from over 400 entries in the Level I division.

    David Paulison, Firefighters Memorial – 10.05.08 David Paulison Administrator, FEMA Remarks Honoring Our Fallen Firefighters Emmitsburg, MD Sunday, October 8, 2008 During this memorial weekend, we light candles and place flowers to remember those who made the ultimate sacrifice to protect their families, their neighbors and their communities. We hear the bells ring and the pipes play, we lay wreaths, we pay our respects, we stand guard, we cry, and we vow to remember. As a former firefighter, fire chief, USFA Administrator and, now, as FEMA’s Administrator, I will always remember. This memorial demonstrates the resolve of our nation to never forget. I offer my gratitude to the members of the National Fallen Fire Fighters Foundation Board of Directors, staff and volunteers, who show their commitment through their efforts here today and every day serving the families of those we remember. I’d also like to thank Chief Cade and his team at the U.S. Fire Administration for their work every day on behalf of the fire services community. There was a time in our history when firefighter deaths were considered inevitable, a part of the job: when tragedies like the one in South Carolina that we remember today were shrugged aside instead of the focus of national mourning. Thankfully, today these tragedies are fewer, but the pain is no less deep. Today we know that training and equipment, when matched with the courage of individuals, can reduce risks and bring more of our men and women home each night. I look forward to the day when we cease to lose our bravest and brightest and can instead say proudly: Everyone Goes Home.
