    Appeal Decision Site visit made on 4 April 2012 by John Woolcock BNatRes(Hons) MURP DipLaw MPIA MRTPI an Inspector appointed by the Secretary of State for Communities and Local Government Decision date: 4 July 2012 Appeal Ref: APP/D0840/A/11/2162570 Treworgans, Cubert, near Newquay, Cornwall • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant planning permission. • The appeal is made by Mr Simon Allen against the decision of Cornwall Council. • The application No:NR/10/00063/WIND, dated 2 March 2010, was refused by notice dated 19 August 2011. • The development proposed is the erection of a single wind turbine, standing not more than 53.7 m to tip, ancillary infrastructure and grid connection work near Cubert, Cornwall. Decision 1. I dismiss the appeal. Preliminary matters 2. The scheme proposes a 200 kW to 350 kW turbine. 1 The make and model is not specified, but it would have a tower height of up to 37 m and a rotor diameter of up to 33.4 m, giving a maximum height of 53.7 m to blade tip. Grid connection is proposed via an underground link to an existing 11 kV electrical pole located towards the western end of the land edged blue on the application plans, which is in the control of the appellant. 3. A unilateral planning obligation, dated 24 January 2012, provides for a financial contribution to a community beneficiary for twenty years following commencement of the development that is the subject of this appeal.

    The Parish of Crantock Parish Housing Needs Summary August 2013 1. Introduction A local Housing Needs Survey offers a snapshot of the housing situation in the parish at the time of the survey; the outcomes will alter with increasing/decreasing values of housing, changes in the economic climate and the lending policies of banks and building societies, demographic changes in the community, and the changing circumstances of individual households. Crantock Parish Council conducted a Housing Needs Survey in partnership with Cornwall Council. 471 forms and an explanatory letter were dispatched on 23rd August 2013, and the closing date was 16th September 2013. A copy of the survey form and letter are attached as Appendix 1. It is generally held that local needs surveys remain robust for a period of 3 years and should be updated, if necessary, after 5 years. This document sets out the Survey results, and includes additional data from Cornwall Council’s Homechoice register. 2. The objectives of the survey were to: Establish the need for affordable housing within the Parish. To identify the extent and nature of the affordable housing need. To establish attitudes towards further residential development. To identify land that may become available in the future. 3. The methodology used for the research criteria consisted: Sending out surveys and explanatory letter to all households of the Parish of Crantock who are on the electoral register. Freepost return address for the replies. Standard questionnaire designed to seek information on current and emerging affordable housing need. Comments section within the questionnaire for residents to expand on their responses.

The regional programme is completed in two years and comprises approximately 950 sites covering 4230 km of river and 27 km of canal. Half the catchments are surveyed in any one year. The couplete two-year programme matches the reaches monitored in the chemical monitoring programme. Additional sites are included so that all reaches that were assigned River Quality Objectives in the Asset Management Plan produced in 1989 are monitored. Suggestions from members of the public 2.1 One member of the public spoke regarding the Parish Council’s maintenance contract and suggested that when the contract is reviewed, the Parish Council considers the following: i) mowing verges less frequently, which would attract pollinators and by doing so play a part in alleviating the climate crisis, and ii) using a natural alternative to pesticides when treating weed growth. Discussion took place and members acknowledged the need to keep the verges clear on the visibility splays at each end of the village, while allowing natural growth. One member requested further technical information on the weedkiller alternatives. 3. Approval of the Minutes of the meeting held on 19th October 2020 3.1 The minutes of the meeting held on 19th October 2020 were approved for signing by the Chairman.
