Kabir Marafa THE SENATE, NOTES that unemployment situation in the country has remained worrisome as the army of the unemployed has over the years continued to grow, without any way of knowing its exact size at any given time; TLlKl1IER notes that the absence of a database to determine the exact number of unemployed persons in . the country does not help National Economic Planning, particularly with respect to addressing the unemployment problem in the country; RECOGNIZING that the maintenance of datal statistics on unemployment for the country will greatly facilitate planning 'in both public and private sectors just as it will assist policy makers, researchers, development planners and the public in general; A WARE that the reactivation and or creation of job centres in the Thirty-Six (36) states of the federation and Abuja, and the 774 Local Government Areas will help in actualizing the goal of maintenance of a comprehensive and regularly updated database on the unemployed in the country in particular and the labour market in general; fULLY AWARE that the responsibility for maintaining this much needed database falls squarely on the shoulders of the Federal Ministry of Labour and Productivity as it is its statutory duty to formulate and Implement employment policy including the generation and maintenance of datal statistics on unemployment for the country; INFORMED that a budgetary provision has been made in the 2011 budget under the public works programme of the federal government for the purpose of the Development of a National Unemployment Database and other related labour matters; PRINTED BY NATIONAL ASSEMBLY PRESS, ABUJA ..

1 THE ROLE OF POLITICAL, SOCIO-ECONOMIC FACTORS AND THE MEDIA IN NIGERIA’S INTER-RELIGIOUS CONFLICT THESIS SUBMITTED IN ACCORDANCE WITH THE REQUIREMENTS OF THE UNIVERSITY OF LIVERPOOL FOR THE AWARD OF THE DEGREE OF DOCTOR IN PHILOSOPHY BY ALIYU ODAMAH MUSA OCTOBER 2011 2 ABSTRACT This study is about the coverage of religious conflict in Nigerian newspapers. Although it was not originally intended to compare the coverage of the conflicts between papers in the North and those in the South of Nigeria, the perceived differential situations of the media in the two regions necessitated such a comparison. It is a qualitative research project consisting of three studies: First, there was a comparative critical examination, through critical discourse analysis, of the reports by two newspapers, THISDAY and Daily Trust, during the November 2008 religious violence in Jos, a central Nigerian city. Second, by means of interpretative phenomenological analysis interview data obtained through the semi-structured technique from Nigeria were critically analysed. Third, also applying interpretative phenomenological analysis data obtained by means of focus group interviewing from Nigeria were critically analysed. The results in all three cases suggest the newspapers are regionally, ethnically and religiously inclined; they are particularly affected by factors like ownership, location, staffing and audience perception, which determine how they tailor reports; the newspapers are not usually the cause of religious crises but they stoke the problem through biased and sometimes inflammatory reports; and, although, they are very vibrant factors like Nigeria’s economic recession, political culture – arguably comprising of violence, corruption and tribalism – and new media/technology and so on, contribute towards making their role in the conflicts one of amplification rather than mitigation.

ELECTORAL VIOLENCE, ARMS PROLIFERATIONS AND ELECTORAL SECURITY IN NIGERIA: LESSONS FROM THE TWENTY-FIFTEEN ELECTIONS FOR EMERGING DEMOCRACIES By Gani Yoroms, PhD Associate Professor Department of Political Science, Bingham University, Karu, Nasarawa State [email protected] Abstracts This paper attempts to look at the rise of violence resulting from the accumulation and use of arms whenever elections are being conducted in Nigeria. It argues that elections in most cases are fraud with violence, defeating the purpose for democratic governance. The worst scenario of electoral violence is the surge in arms proliferations. Acquisition of arms has become synonymous with possessing voter’s card. This trend has been a common phenomenon in Nigeria, to the extent that election periods are often wrought with fear, anxiety and desperation between the political class as they seek electoral mandate. Political parties, party-candidates and supporters acquire their own private security, militias or party thugs; and armed them to carryout acts of electoral violence. This paper looks at the 2015 elections in Nigeria and the trends towards electoral violence following the rise and proliferation of arms in the course of the preparation/arrangement for the election. It posits that contrary to the arms built up and the expectation that the 2015 election was going to be the most violent of all the elections , and the likelihood that it might set the country apart/ablaze; it rather turned out to be the most credible elections; widely accepted , not only in Nigeria but the entire world. The paper will be interrogating the interplay of various dynamics that melted the drive towards violence and the circumstantial development that reinforced political stability for peaceful election.

APPENDIX 1: THE CONSTITUENT ASSEMBLY A CASE FOR A CANON LAW COURTS SYSTEM IN NIGERIA by Mr. I.S. Usman, M.C.A., Gongola State1 Dear Comrades: I do believe earnestly that every true Nigerian Christian and even the liberal Moslems in this country will support the idea that a Nigerian Canon Law Courts system should be enshrined in the new Nigerian Constitution for the spiritual and moral interest and justice for the teeming population of the Nigerian Christians (in correspondence to the Sharia Courts of Appeal for the Moslems). In this connection, I would have wished to move a motion in the following manner: that in view of the fact that Nigeria operates a complex legal and judicial system comprising: 1) The English Common Law, the doctrines of equity and various statutory enactments; 2) The various Customary Laws of different tribes in the country, and 3) The Islamic law as applied to Moslems. Now, therefore, as a matter of great national urgency and importance: This Constituent Assembly approve the setting up of a “special committee” of Christian jurists and experts among the members of the Assembly to investigate and recommend the establishment of a Nigerian Canon Law Courts system for inclusion in the new Nigerian Constitution: That the recommendations should include such aspects of the Canon Law to be administered by the canon judges in Nigerian canon courts; the types of hierarchy of canon courts and their respective jurisdictions. And also proposals for the necessary procedures for the establishment of a system of training for canon lawyers in the Faculties of Law in Nigerian universities.
