    Parish Briefing on the new Northstone, Ivelchester, St Michaels Ward To the Parishes of:- Barton St David, The Charltons, Keinton Mandeville, Kingsdon, Kingweston, Chilton Cantelo, Ilchester, Limmington, Mudford, Yeovilton Chilthorne Domer, Montacute, Tintinhull In May 2017 the Local Government Boundary Commission for England (LGBCE) commenced a review of South Somerset’s electoral arrangements. This electoral review was carried out to ensure that: • The wards in South Somerset are in the best possible places to help the Council carry out its responsibilities effectively. • The number of voters represented by each councillor is approximately the same across the district The first part of the review concluded that the Council should retain 60 Councillors as the electorate forecasts projected 5 years ahead suggested that the councillor:elector ratio would increase from 2,196 electors at present to 2,290 in 2023. The second part of the review was to invite proposals on a warding pattern to accommodate 60 Councillors. Submissions were made by the Liberal Democrat group, the Conservative group, an officers submission, individual District Councillors, Parish and Town Councils and local residents. In January 2018, the Boundary Commission published their draft recommendations based on these submissions and invited comments on them. Following the consultation period, in May 2018, the Boundary Commission published their final conclusions. In these final conclusions, several Ward boundaries had changed and some Wards had been amalgamated. A new three member Ward of Northstone / Ivelchester / St Michael’s (NIST) has been created. This newly proposed Ward of Northstone / Ivelchester / St Michaels (NIST) had not been considered previously in the consultation process and as such, had not been consulted upon.

Rather than continue with this somewhat arbitrary situation, the Review of the Local Plan offers the opportunity to look again at the various smaller settlements around the District to ascertain which might offer the best and most sustainable locations for limited growth and possible designation as ‘Villages’. 1.2 The Review of the Local Plan has also resulted in the potential removal of the role of ‘Rural Centre’ from Stoke sub Hamdon. This is because the settlement has many constraints and the number of commercial outlets in the centre is relatively restricted. It could instead be designated a ‘Village’ in recognition of its size and numbers of other facilities relative to the remaining Rural Settlements.

Tintinhull may have been granted from the royal estate of Yeovil and the hundred of which it was the caput was probably created for or by Glastonbury Abbey. The estate probably once amounted to 10 hides granted in two 5-hide portions, one of them having an outlying portion at 'Hiscombe'. By 1066, 'Hiscombe' and Tintinhull were managed as separate estates and, after the Conquest, 'Hiscombe' was acquired by the Bishop of Coutances while Tintinhull and the rest of the hundred were taken by Robert of Mortain, Tintinhull itself being nominally an exchange for Camerton. F & C Thorn 2009 Hundreds were created in the mid-tenth century and drawn on a landscape in which there was already a network of relationships between places that became members of different hundreds. Sometimes these ties were so strong that one place became an outlying part of a hundred where a related place lay; especially so where one manor needed access to resources (woodland, upland grazing, salt-marsh) that it lacked at home. Sometimes, after the creation of a hundred, a powerful landholder, often ecclesiastical, would add or deduct manors to or from particular hundreds so as to group them into a single dispersed franchise: the church of Wells was already doing this in Somerset in 1086; see Thorn, 'Hundreds and Wapentakes', Somerset Domesday, p.
