The major goal of community resource mapping is to ensure that all youth have access to a broad, comprehensive, and integrated system of services essential in achieving desired school and post-school outcomes. Community resource mapping can be used to improve education, workforce development, and economic development in a community by aligning available services and resources, streamlining those services and resources, and identifying areas of need. The idea of resource mapping builds on the community’s strengths by increasing the frequency, duration, intensity, and quality of services and supports in the community. It is a way to organize information and give direction to meet a common community goal. As a result of resource mapping, families and youth have more flexibility and choice in navigating the system. The alignment of resources, streamlining of resources, and identification of service gaps within the community enables educators and service providers to (a) understand the full range of services available to youth within a community, (b) more efficiently provide the specific supports needed by each youth, and (c) develop new services and supports targeted to fill existinggaps. In recent years, the Government of Jammu & Kashmir has been giving increased focus towards the Disaster Management and related aspects. It is because of the fact that J&K State is vulnerable to multiple natural hazards like floods, earthquake, landslides, fire, drought, windstorm, snow avalanches, drowning incidents etc resulting in loss of lives, damage to the property, infrastructure and public utilities. The State has already witnessed various disasters like earthquake of 2005, flashfloods in Leh and massive floods in the Valley in September2014. District Pulwama is no exception to this and has too witnessed various disasters during the course of history. However, the resilience shown by the district in tiding over the periods of disaster has always remained impeccable. During 2014 deluge, District Authorities in collaboration with NGOs, Mass Social Organizations and volunteers has not only responded to the disaster with unparalleled bravery but have expeditiously responded and recovered from such an unprecedented deluge within the shortest possible time. The socio-economic activities have again been restarted, the shelter and livelihood of tens and thousands of affectees’ have been restored. This not only shows the valour and managerial skills of the District Administration but depicts the resilient nature and will-power of the common masses. Page 1of 66 Resource Inventory, DDMA Pulwama In order to address the root cause of vulnerability to natural disaster, District Administration of Pulwama is in the process of shifting its government policies towards proactive preparedness, mitigation and prevention. This highlights the links between disaster management and development, calling for a cross-sectoral approach to identify the bottlenecks to risk reduction. Efforts must mobilize a variety of actors – government, private sector and civil society – to complement each other with their respective expertise, while allocating specific and binding responsibilities to overcome difficulties of collective action. The Disaster Management Plan projects a number of infrastructural requirements, operational structures and modalities of action for a safe and disaster-resilient district. These will not become a reality immediately. It requires financial, technical and human resources to be deployed, which will inevitably take some time. It would be a grave error to assume that, with an available Plan, we have a ready to hand blueprint that will enable the District machinery and other stakeholders to immediately act for the next subsequent disaster. With this document, the District Administration and other Line Departments need to plan a structured, time-bound process of implementation and realization. No Disaster Management Plan at any level will be of value if there are inadequate trained human resources to understand, implement and, when necessary, upgrade the Disaster Management Plan. We hope that this document shall go a long way in helping the District Administration in tackling the disaster situations in a systematic, tandem and smoothmanner. Page 2of 66 Resource Inventory, DDMA Pulwama District profile: Pulwama is surrounded by hilly terrain, which is 2000 Mtrs. above sea level. As per altitude from sea level the district can be divided into three zones i.e. Zone first fall upto the level of 1700 meters zone second falls between 1700 to 2000 mtrs and Zone Third above 2000 mtrs. Zone first covers the entire area of Tehsil Pulwama, Pampore and a portion of Tehsil Tral. Zone Second major portion of Tehsil Tral is falling under this zone. Forests extending upto alpine height fall in zone third with a number of meadows. The river Jhelum passes through this district from Anantnag to Srinagar. The water of river Jhelum, a navigated channel is utilized for irrigation purposes through lift irrigation system. The maximum rainfall as recorded in district during the schedule year 1998 was 772.30 mm. Most of the higher reaches in Tehsil Tral experience early snowfall in winters. The district experiences rainfall during the winter and early summer from western disturbances & monsoon rains from July onwards. Population Lac 5.60 (census persons 2011) Page 3of 66 Resource Inventory, DDMA Pulwama AVAILABILITY OF RESOURCES The primary focus is to enable the decision makers to find solutions on availability of equipment and human resources required to combat any emergency situation. A District Disaster Resource Network has to be established to collect, compile and update information on resources available and integrate with the GIS – based state resource network for timely use. The different agencies involved at the time of (i) collection and compilation, (ii) creating GIS based network and access, (iii) maintaining and updating the network needs to be identified. The stakeholders as identified from above table includes the Fire and Emergency Services Department, Civil Defence (SDRF), Para Military Forces, Traffic Police, Forest Department, Police, Irrigation & Flood Control Department, Power Development Department, Agriculture Department, Horticulture Department, Food Civil Supplies & Consumer Affairs Department, Veterinary Department, Animal Husbandry Department, Health Department, Government Medical College, Education Board, Social Welfare, Red Cross, Sub-Divisional Magistrates, Block Development Officers, NGOs. The availability of resources should beregularly monitored and updated on IDRN Website to combat any emergency situation in the District. Information in the database will enable stakeholders in DRR to assess the level of preparedness for specific hazards. Page 4of 66 Resource Inventory, DDMA Pulwama INDIA DISASTER RESOURCE NETWORK (IDRN) India Disaster Resource Network (IDRN) has taken an initiative to collect and collate information on resources available in the Country/State/District for emergency response and to enhance the decision-making capabilities of Government functionaries in quick response to emergencies. IDRN is accessible to the Emergency Officers, District Collectors and other disaster managers at various levels of Government. A web-enabled centralized database for the IDRN is operational enabling quick access to resources to minimize response time in emergencies. The system gives the location of specific equipments/specialist resources as well as the controlling authority for that resource so that it can be mobilized for response in the shortest possibletime. All the proactive steps shall be taken to verify and update dataset on IDRN database as per pre-devised formats (‘Form1’ & ‘Form 2A, 2B & 2C’) provided on the IDRN Website. Page 5of 66 Resource Inventory, DDMA Pulwama DETAILS OF RESOURCES AVAILABLE IN DISRICT PULWAMA Revenue Department of the District is the Nodal Department for disaster response which includes the coordination of rescue, relief and rehabilitation. All other concerned Line Departments extends their full cooperation in all the matters pertaining to disaster response. In case of exigencies, EOCs & ERC and other Control Rooms will be activated with full strength at all levels. A comprehensive and up to date District Disaster Management Plan has been formulated. In addition, District Disaster Risk Reduction Plan, Yatra Disaster Management Plan, National Highway Disaster Management Plan and Evacuation, Rescue & Relief Plan for the District have also been formulated and are available on the official website of District Pulwama www.pulwama.gov.in. Three-Member Procurement Committee, has been constituted for one-time procurement of Emergency Equipment for the District, consisting of the following: - 1. Additional Deputy Commissioner, Pulwama. 2. Deputy Controller, Civil Defense, Pulwama. 3. District Treasury Officer, Pulwama. However,

Pilgrimage is an old practice of travelling to the sacred places such as temples, mosques, churches and shrines etc. Religious tourism mixes pilgrimage and features of tourism and is considered a tool for sustainability, change and peace building among communities. It is particularly important for India being the fastest growing segment of tourism and given the fact that the whole country is dotted with important religious sites and is known for largest congregation in the world as in the case of Mahakumbh. While each state of country has a unique mix of religious tourism but the state of Jammu and Kashmir have a wonderful mix of Hindu, Muslim and Sikh religions sites though it is known more for Vaishno Devi shrine and Amarnath yatra. Kashmir Valley in this state is popularly known for its natural beauty and leisure tourism than religious tourism despite the high resources for religious tourism. This study is an attempt to identify and map the religious tourist resources in Kashmir valley. The nature of the study is exploratory and to find answers to queries raised through objectives both primary and secondary data has been used. The mapping of the sites highlighted that Kashmir has a mixture of different religious attractions and some of these attractions are located in close vicinity to one another.

Also, Rule 5 of the BMWM Rules, 2016 stipulates that it is the duty of every Operator of a Common Bio-medical Waste Treatment Facility (CBMWTF) to establish bar code system for handling of bio-medical waste in accordance with the guidelines issued by the Central Pollution Control Board, by 27.03.2019. “Guidelines for Bar Code System for Effective Management of Bio-medical Waste” prepared by Central Pollution Control Board, Delhi in April, 2018, is to facilitate and provide guidance to both the Occupier as well as Operator of CBMWTF to establish bar code system and also to have uniformity in adoption of the bar code system throughout the country, thereby ensuring effective enforcement of the BMWM Rules, 2016.
