    THE LIST of CHURCH OF IRELAND PARISH REGISTERS A Colour-coded Resource Accounting For What Survives; Where It Is; & With Additional Information of Copies, Transcripts and Online Indexes SEPTEMBER 2021 The List of Parish Registers The List of Church of Ireland Parish Registers was originally compiled in-house for the Public Record Office of Ireland (PROI), now the National Archives of Ireland (NAI), by Miss Margaret Griffith (1911-2001) Deputy Keeper of the PROI during the 1950s. Griffith’s original list (which was titled the Table of Parochial Records and Copies) was based on inventories returned by the parochial officers about the year 1875/6, and thereafter corrected in the light of subsequent events - most particularly the tragic destruction of the PROI in 1922 when over 500 collections were destroyed. A table showing the position before 1922 had been published in July 1891 as an appendix to the 23rd Report of the Deputy Keeper of the Public Records Office of Ireland. In the light of the 1922 fire, the list changed dramatically – the large numbers of collections underlined indicated that they had been destroyed by fire in 1922. The List has been updated regularly since 1984, when PROI agreed that the RCB Library should be the place of deposit for Church of Ireland registers. Under the tenure of Dr Raymond Refaussé, the Church’s first professional archivist, the work of gathering in registers and other local records from local custody was carried out in earnest and today the RCB Library’s parish collections number 1,114. The Library is also responsible for the care of registers that remain in local custody, although until they are transferred it is difficult to ascertain exactly what dates are covered.

Offaly County Council welcomes the opportunity to comment on the process and looks forward to continued co-operation with and between both Authorities; with particular reference to social, cultural and economic development and the protection of the environment. An example of such recent cooperation is in relation to Tipperary County Council having recently received an allocation under the Active Travel fund to provide a cycle route linking the towns of Nenagh and Roscrea with some of the route passing through Co. Offaly. Offaly County Council is currently reviewing its County Development Plan 2014-2020 and preparing a new County Development Plan 2021-2027, with a draft currently on public display until 7th October 2020. Birr County Offaly is located on the Tipperary- Offaly county boundary. Within the Draft Offaly county Development Plan, it should be noted that the proposed settlement typology description for Birr is as a 'Self Sustaining Growth Town'. This type of settlement is described in the Regional Spatial & Economic Strategy for the Eastern & Midlands Region as a settlement which is a sub-county market town that has significant employment and service functions relative to its regional and local catchment, has good regional transport links and has the capacity for continued commensurate growth to become more self-sustaining.

Introduction Flooding is a natural process that can happen at any time in a wide variety of locations. Flooding has significant impacts on human activities; it can threaten people’s lives, their property and the environment. Assets at risk can include housing, transport and public service infrastructure, commercial, industrial and agricultural enterprises. The health, social, economic and environmental impacts of flooding can be significant and have a wide community impact. Understanding flood risk is a key step in managing the impacts of flooding. Spatial Planning has a significant role to play with respect to flood risk management, in particular in ensuring that future development needs avoid or minimise future increases in flood risk. The ‘Planning System and Flood Risk Management’ Guidelines for Planning Authorities issued in November 2009 reinforce the responsibility of Planning Authorities to ensure that flood risk is managed effectively and sustainably as an integral part of the planning process balancing socio-economic needs, environment, and infrastructure and flood risk. As part of the management of flood risk, the guidelines, published jointly by the Department of the Environment, Heritage and Local Government (DoEHLG) and the Office of Public Works (OPW) set out the requirement for Planning Authorities to undertake a Strategic Flood Risk Assessment (SFRA) examining the risks of flooding in order to aid in making informed and sound planning decisions such as the zoning of particular areas for development or the development of land for particular uses.

Healthy Ireland sets out a wide framework of actions that will be undertaken by Government Departments, public sector organisations, businesses, communities and individuals to improve health and wellbeing and reduce the risks posed to future generations. The vision is, “A Healthy Ireland, where everyone can enjoy physical and mental health and wellbeing to their full potential, where wellbeing is valued and supported at every level of society and is everyone’s responsibility”.
