State Senator Saval About Pennsylvania State Senator Nikil Saval: Senator Nikil Saval is a father, writer, and organizer. He’s proud to be raising his son, Ishaan, in South Philadelphia with his wife, Shannon Garrison, a historic preservationist. Saval’s organizing is deeply rooted in the labor movement. From 2009 to 2013, he was a volunteer labor organizer with UNITE HERE, organizing boycotts against luxury hotel developers to fight for the rights of housekeepers and helping to win back the jobs of noontime aides laid off because of Governor Tom Corbett’s budget cuts. Saval also has extensive experience in community and electoral organizing. In 2016, he was a leader in U.S. Senator Bernie Sanders’s presidential campaign. From this experience, Saval went on to co-found Reclaim Philadelphia, a progressive organization working for racial, gender, and economic justice throughout the Philadelphia area. In 2018, he organized campaigns to fight for change in the Democratic Party and was elected as Leader of Philadelphia’s Democratic Second Ward. Saval was the first Asian American to hold the position of Ward Leader in Philadelphia. In his career as a writer, Saval has been a frequent contributor to The New York Times and a contributing writer for The New Yorker, covering architecture, design, and housing. Saval previously served as co-editor of the literary journal n+1 and still serves on its board of directors. In 2014, Saval published his book Cubed: A Secret History of the Workplace. In Cubed, he examined the long-term evolution of the office from its roots in 19th century counting houses all the way to the cubicle, ultimately presenting a world in which workplaces, and the lives of the workers within them, could be improved in the future. Saval’s parents immigrated to the United States from Bangalore, India. In 1982, the year Saval was born, his parents opened a pizza restaurant, where Saval spent much of his childhood and adolescence. The employees of the restaurant were immigrants of all statuses, and Saval’s parents helped many of them secure documentation. His family’s experiences, as immigrants and as small business owners, were formative for Saval, giving shape to his perspective on workers’ rights. Much of Saval’s spring 2020 campaign for Pennsylvania State Senate took place against the backdrop of the COVID-19 pandemic and unprecedented global hardship. In response, his campaign transformed rapidly to a mutual aid hub. Saval is deeply committed to solidarity and justice for working people. He is fighting for a Philadelphia and Pennsylvania that works for the many and not the few..

We do our part to make government work to the benefit of all, regardless of party. This was true during the COVID-19 pandemic in 2020, when almost every state did its patriotic duty to provide voters relief and remove barriers to voting. This expansion of safe, secure voting led to an election with historic turnout. The scope of these state-level attacks is unparalleled. Close to 400 anti-voter bills have been introduced in legislatures across the nation, with many signed or on the way to becoming law in Texas, Florida, Georgia, and Arizona, and others. Make no mistake: these unpatriotic attacks on our elections will undermine confidence that elections in America can possibly represent the will of a checked and balanced majority. They present a deep threat to our democracy and will lead to material harm to communities that have long been under-represented. In a functioning democracy that fairly represents the voices of all people, elected officials should work together to expand the right to vote and protect the sanctity of elections. Indeed, we have attempted again and again to work with our Republican colleagues to set policies that safely and securely expanded voting access—but they simply refuse to act in good faith.

    February 8, 2021 The Honorable Tom Wolf Governor of Pennsylvania 508 Main Capital Building Harrisburg, PA 17120 Dear Governor Wolf: In response to the COVID-19 pandemic, your office announced a reprieve program in April to prevent the prison sentences served by those who are incarcerated from becoming unintended death sentences. We appreciate your leadership in acting swiftly to mitigate the spread of an unknown and acute disease within our correctional facilities. Unfortunately, your executive action – originally intended to release more than 1,200 people – has only resulted in 159 releases. Since that time the virus has become more dangerous and a greater threat to our communities. A growing volume of reporting has made clear the worsening conditions within our correctional facilities. While your initial action to offer reprieve was prudent and lifesaving, the death count reported by the Department of Corrections now exceeds one per day. A person’s fundamental right to be safe and free from disease does not stop at the prison wall. At the end of 2020, a total of 84 inmates had died because of the virus. Of those who had died, more than 90% were 50+ years old, consistent with reports of the virus being most deadly for those who are elderly and those with comorbidities like cardiovascular disease, diabetes, chronic respiratory illness, hypertension, and cancer. In the first 20 days of 2021, at least 27 people incarcerated in Pennsylvania’s state prisons and two staff members died of coronavirus. This exceeds the total number of fatalities in prisons between March and November of 2020.

On July 28, 2021, the House Environmental Resources and Energy Committee, in a party-line vote, sent a letter to the IRRC regarding the disapproval of some members to Pennsylvania's participation in the Regional Greenhouse Gas Initiative (RGGI). On August 18, 2021, the Senate Environmental Resources and Energy Committee, also in a party-line vote, followed suit with a letter to IRRC disapproving Pennsylvania’s participation in RGGI. We, the undersigned members of the General Assembly, believe that the Department of Environmental Protection is working responsibly and proactively within its authority to fulfill its mission to protect Pennsylvania's air, land, and water from pollution and to provide for the health and safety of its citizens through a cleaner environment by entering into the RGGI Compact. Nearly every week, a new scientific report or development lays bare the severe, lasting, and catastrophic impacts of climate change. Earlier this month, the National Oceanic and Atmospheric Administration (NOAA) announced that July 2021 was the world’s hottest month ever recorded. With that data, this year will likely rank among the top 10 warmest years on record. In addition, recently, the United Nations' Intergovernmental Panel on Climate Change (IPCC) released a report painting a stark and sobering picture of the impacts 1 of carbon emissions.

Very few counties had a rental assistance program ready for the sudden influx of money for emergency rental assistance from the Consolidated Appropriation Act of 2020 and the American Rescue Plan. The lack of existing programs required counties to build new programs before assistance could begin flowing to landlords and tenants.

Harrisburg, PA 17105 Re: COVID-19 Utility Termination Moratorium and Low-Income Consumer Protections Docket No. M-2020-3019244 As legislators who represent households that are struggling, we urge the Commission to extend the prohibition on utility shutoffs for “protected customers” with income at or below 300% of the federal poverty level. In addition, we strongly encourage the Commission to adopt a plan for the resolution of utility arrears that does not exacerbate the economic devastation and public health crisis facing low-income communities. The COVID-19 pandemic has caused widespread economic insecurity across the state. We are concerned about our constituents’ access to heat, electricity, and water, especially as people must remain in their homes for their safety. There is currently a moratorium on utility shutoffs in place, but it will expire on March 31st, 2021 unless the Commission takes additional action. Based on data provided by utilities at this docket, over 847,000 residential customers are at risk of utility shutoff across Pennsylvania. As such, we are asking the Public Utility Commission to extend the current protections for low-income customers and develop a plan to equitably forgive utility debt. Uninterrupted, affordable utility service is essential to helping families survive and recover from this pandemic. The Commission should extend the prohibition on utility shutoffs of “protected customers” because utility shutoffs remain a threat to public health and safety. COVID-19 continues to devastate Pennsylvania communities and requires the continuation of a utility termination moratorium.
