In the absence of the Speaker from the State, the Deputy Speaker took the Chair, read the prayer and acknowledged the traditional owners, thanking them for their custodianship of country. 2 VACANCY IN THE REPRESENTATION OF THE STATE IN THE SENATE OF THE COMMONWEALTH OF AUSTRALIA (1) The Deputy Speaker reported the following message from Her Excellency the Governor: MARIE BASHIR Office of the Governor Governor Sydney, 1 July 2014 Her Excellency the Governor transmits to the Legislative Assembly a copy of a despatch dated 1 July 2014, received from the President of the Senate, notifying that a vacancy has happened in the representation of the State of New South Wales in the Senate of the Commonwealth of Australia through the resignation of Senator the Honourable Bob Carr which occurred on 24 October 2013. The Senate Canberra 1 July 2014 Your Excellency 2262 VOTES AND PROCEEDINGS OF THE NEW SOUTH WALES LEGISLATIVE ASSEMBLY Wednesday 2 July 2014 I confirm my notification to you of 24 October 2013, pursuant to the provisions of section 21 of the Commonwealth of Australia Constitution, that a vacancy now exists in the representation of the State of New South Wales through the resignation of Senator the Honourable Bob Carr. Yours sincerely, John Hogg President of the Senate (2) Mr Anthony Roberts moved, That: (1) The House meet the Legislative Council for the purpose of sitting and voting together to choose a person to hold the place in the Senate rendered vacant by the resignation of Senator the Honourable Robert John Carr. (2) A message be sent informing the Legislative Council of the resolution and requesting the Legislative Council to fix a time and place for the joint sitting. Question put and passed. 3 SUSPENSION OF STANDING AND SESSIONAL ORDERS—ROUTINE OF BUSINESS Mr Anthony Roberts moved, That standing and sessional orders be suspended to provide: (1) For the following routine of business at this sitting: (a) Private members’ statements; (b) Joint sitting with the Legislative Council to fill a casual vacancy in the Senate; (c) Private members’ statements; (d) Community recognition statements; and (e) The House to adjourn without motion moved at the conclusion of community recognition statements. (2) That, from the commencement of private members’ statements until the rising of the House, no divisions be conducted or quorums be called. Question put and passed. 4 PRIVATE MEMBERS’ STATEMENTS _____________ MESSAGE FROM THE LEGISLATIVE COUNCIL—VACANCY IN THE REPRESENTATION OF THE STATE IN THE SENATE OF THE COMMONWEALTH OF AUSTRALIA The Deputy Speaker reported the following message from the Legislative Council: Madam SPEAKER The Legislative Council, having taken into consideration the Legislative Assembly’s message dated 2 July 2014, agrees to meet the Legislative Assembly for the purpose of sitting and voting together to choose a person to hold the place in the Senate, for the term that commenced on 1 July 2014, rendered vacant by the resignation of the Honourable Bob Carr, in the Legislative Council Chamber, on Wednesday 2 July 2014 at 11.15 am. Legislative Council JENNY GARDINER 2 July 2014 Acting President Ordered by the Deputy Speaker, That the joint sitting be set down as an order of the day for 11.15 am 2263 VOTES AND PROCEEDINGS OF THE NEW SOUTH WALES LEGISLATIVE ASSEMBLY Wednesday 2 July 2014 today as appointed in the Legislative Council’s message. _____________ It being 11.15 am— _____________ 5 JOINT SITTING—VACANCY IN THE SENATE The order of the day was read and the Deputy Speaker informed the House that the time had arrived for the House to proceed to the Legislative Council Chamber to elect a person to fill the seat in the Senate vacated by the resignation of Senator the Honourable Robert John Carr. The House proceeded to the Legislative Council Chamber. The House returned and the Deputy Speaker resumed the Chair. The Deputy Speaker reported that Deborah O’Neill had been elected to fill the vacancy. The Deputy Speaker tabled the “Minutes of the Proceedings of the Joint Sitting of the Houses of Parliament of the State of New South Wales held on Wednesday 2 July 2014 to choose a person to hold the place in the Senate rendered vacant by the resignation of Senator the Honourable Bob Carr.” Ordered to be printed. 6 PRIVATE MEMBERS’ STATEMENTS 7 COMMUNITY RECOGNITION STATEMENTS _____________ Mr Gareth Ward obtained the leave of the House to permit community recognition statements to continue beyond 15 minutes, until concluded. _____________ 8 ADJOURNMENT The House adjourned, pursuant to the resolution of the House, at 12.42 pm, until Tuesday 5 August 2014, at 12.00 noon. Jeff Angel, Executive Director, Total Environment Centre said: "Plastic pollution of the oceans, beaches and marine food chain damages what every Australian values about our beautiful environment. Action does need to be taken and we call on industry to fully cooperate with Environment Minister Stokes on the micro-plastics. Many companies are already moving on this and there are ready alternatives. By getting industry together, rather than wading through lengthy inter-governmental processes, we should be able to quickly phase out these pollutants. We should also move onto plastic bags and drink containers." Heidi Taylor, Founder, Tangaroa Blue, Australian Marine Debris Initiative said: "Nationally more than 75% of marine debris collected for the Australian Marine Debris Initiative is plastic; and in some cases as high as 94%.

"This team will build on the outstanding achievements of the past three years and accelerate the delivery of vital new infrastructure and improved services, which is what the community expects" Mr Baird said. "We are well on track to repair NSW Labor's $30 billion infrastructure backlog and boosted frontline services with 5,000 extra police, teachers and nurses. "But more needs to be done, and this is the team to deliver it, with the right mixture of new energy and proven experience." The new Ministers are: . Pittwater MP Rob Stokes, who becomes Minister for the Environment, Minister for Heritage and Assistant Minister for Planning; . Dubbo MP Troy Grant, who becomes Minister for Hospitality, Gaming and Racing and Mlnister for the Arts; . Castle Hill MP Dominic Perrottet, who becomes Minister for Finance and Services; o Bathurst MP Paul Toole, who becomes Minister for Local Government; . Wollondilly MP Jai Rowell, who becomes Minister for Mental Health and Assistant Minister for Health. Significant changes in the new Cabinet include the appointments of Andrew Constance as Treasurer, Pru Goward as Minister for Planning, Brad Hazzard as Attorney General and Gabrielle Upton as Minister for Family and Community Services and Kevin Humphries as Minister for Land and Water. Deputy Premier Andrew Stoner will take on additional economic responsibilities with the portfolios of tourism, major events and small business, as well as Minister for the North Coast.

    WCRA ANNUAL REPORT 2017 14 November 2017 Waste Contractors and Recyclers Association of NSW Suite 2, 12-16 Daniel St., Wetherill Park From the President 2017 has been perhaps the most momentous year ever for WCRA and the waste and recycling industry in NSW. We have had to consider our position on a wide range of issues with the potential to bring about significant change to the way the industry operates and the way in which it is regulated. These matters include: Transport of a reported 700,000 tonnes per annum of waste and recyclables by road and rail from the Metropolitan Levy Area (Sydney, the Illawarra and the Hunter) to South East Queensland. The consequent avoidance of approximately $100 million in NSW Waste Levy payments. Failure of the Proximity Principle legislation. Swearing-in of yet another new NSW Environment Minister – the 10th since 20071. Formation of a new national waste and recycling industry association – the National Waste Recycling Industry Council (NWRIC). Changes affecting the viability of glass recycling in NSW. Imminent commencement of a Container Deposit System in NSW. Proposal of a very large Waste to Energy facility in Western Sydney. Announcement of NSW Upper House Inquiry into “Matters relating to the waste disposal industry in New South Wales, with particular reference to ‘energy from waste’ technology”. Federal Senate Standing Committees on Environment and Communication Inquiry into the Waste and Recycling Industry in Australia. Broadcast in August 2017 of the ABC Four Corners program “Trashed” – an investigation into the waste industry. Ongoing prime-time follow-up programs on Sydney radio and television regarding practices in the waste industry and the performance of Government.
