IDENTIFICATION OF NATIONAL PERSONAL PROTECTIVE EQUIPMENT (PPE) SOURCES

1. At Reference A, the Board approved the General Manager's request for a blanket authorisation, ending 30 June 2020, for the supply of materiel originating from the People’s Republic of (PRC) in support of requests related to COVID-19 containment efforts.

2. At Reference B, the General Manager sought the ASB's agreement to extend the current authorisation to 31 December 2020, but the United States was unable to approve the document and broke silence, indicating they could agree to an extension until 30 September 2020 in order to give Allies and NSPA time to find alternative suppliers. This proposal was approved by the Board at Reference C.

3. In light of the above, the Agency has initiated negotiations with those companies that have been awarded outline agreements for the procurement of Personal Protective Equipment, with the aim of identifying new sources of supply outside PRC to cope with future requirements.

4. With the letter at Reference D, the Agency is seeking to invite Nations to identify their national manufacturers of PPE products (as listed at Annex) in order to support Nations’ requirements by competing and awarding future contracts with firms located within NATO Nations.

This letter is intended for all ASB members. I would be grateful if you could issue it accordingly.

During the height of the COVID-19 pandemic, NSPA conducted international competitive bidding with NATO Nation sources for the supply of a range of Personal Protective Equipment (PPE). The Request for Proposals were openly published on the NSPA website.

Responses from the market indicated a heavy reliance on PPE supplies originating from the People's Republic of China (PRC). Consequently, at Reference A, the Agency requested and received ASB authorization to supply materiel originating from PRC in support of COVID-19 containment efforts until 30 June 2020.

Therefore, the established Outline Agreements and Purchase Orders are with NATO Nations based brokers who are supplied, mostly, from Chinese manufacturers.

In an effort to continue to support customers' COVID-19 requirements through the end to 2020, the Agency requested to extend the ASB's authorisation to source this materiel from PRC until 31 December, but the extension was granted until 30 September 2020 (Reference B).

The Agency is aware of the rapid evolution of the PPE market, its constraints and its volatility, as well as the efforts developed by countries worldwide to become self-sufficient and radically reduce their dependence on various pharmaceutical supplies originating from PRC. These efforts, sometimes subsidized by public funds, attract export restrictions on these goods if not an outright ban of their sales abroad.

Since 24 June 2020, NSPA has identified 44 NATO Nation based PPE manufacturers. Besides this, the Agency has initiated negotiations with those companies which have been awarded PPE outline agreements with the purpose of identifying new sources of supply outside PRC and, wherever possible, within NATO Nations on acceptable price and availability terms. The NSPA Country Liaison Officers have been solicited to identify possible sources of supply in their

respective countries. If the second wave has a magnitude comparable to the first one, these sources may not be enough to cope with the requirements generated.

The Agency would therefore welcome your assistance in identifying and allowing access to your national manufacturers of PPE - no brokers - for the supplies listed in Annex I hereto. The submission of your national PPE specifications would further help NSPA to compete these requirements to establish new contractual Agreements with no content originating from PRC. Even a limited fraction of the national production would be of interest for the Agency, who would then fully play its role of a consolidating agent.
