Civic Centre, Castle Street, Merthyr Tydfil CF47 8AN Main Tel: 01685 725000 www.merthyr.gov.uk CABINET REPORT Date Written 16th October 2017 Report Author Martin Stark Service Area Engineering Committee Division Portfolio Exempt/Non Exempt Non Exempt Committee Date 22nd November 2017 To: Chair, Ladies and Gentlemen Various Roads, Merthyr Tydfil - Proposed Permanent Traffic Regulation Order 1.0 SUMMARY OF THE REPORT 1.1 For Councillors to authorise the intention for Public Notice to be given of the County Borough Council’s intention to make a permanent Traffic Regulation Order under the Road Traffic Regulation Act 1984 and in the event of no objections, the Order be made. 2.0 RECOMMENDATIONS that 2.1 Public Notice be given of the County Borough Council’s intention to make a permanent Traffic Regulation Order under the Road Traffic Regulation Act 1984, the effect of which is detailed in the schedule at Appendix 1; 2.2 That in the event of no objections being received, the said permanent Order be made; 2.3 If objections are received a report is presented to the appropriate Committee for consideration as soon as practicable. 3.0 INTRODUCTION AND BACKGROUND 3.1 A number of requests have been received for the introduction of prohibition of waiting at any time parking regulations in the County Borough to assist Traffic Management and Road Safety. 3.2 These locations are as follows:- i) Brecon Road outside Cyfarthfa Junior School. ii) Cardiff Road, Quakers Yard. iii) Cyfarthfa Industrial Estate. iv) Heolgerrig/Shirley Drive junction. v) Duffryn Road/Plymouth Gardens Junction and Duffryn Road/Castle Street. Junction, Pentrebach. vi) Woodlands Avenue/Rodericks Terrace Junction, Quakers yard. vii) Ynysfach area. 4.0 PROPOSALS 4.1 Brecon Road outside Cyfarthfa Junior School – Proposed prohibition of waiting at any time. 4.1.1 Requests have been received for on-street parking along Brecon Road outside Cyfarthfa Junior School to be regulated. Currently there are no restrictions along this section of road and congestion occurs, particularly at school times due to double parking affecting traffic flow and accessibility. This problem would be alleviated and Road Safety improved with the introduction of parking restrictions along one side of Brecon Road. The school has been involved in discussions about regulating parking along this section of Brecon Road. A drawing showing these proposals is available via Appendix 2 for information purposes. 4.2 Cardiff Road, Quakers Yard - Proposed prohibition of waiting at any time. 4.2.1 Complaints have been received regarding double parking near the Glantaff Inn, Quakers Yard narrowing the road and creating traffic flow/accessibility issues. Requests have been received for additional parking restrictions to alleviate the problem. Discussion has taken place with the Glantaff Inn regarding this proposal. A drawing showing proposals is available via Appendix 3 for information purposes. 4.3 Cyfarthfa Industrial Estate – Proposed prohibition of waiting at any time. 4.3.1 On-street parking has increased significantly within Cyfarthfa Industrial Estate and complaints have been received regarding double parking and traffic flow/access difficulties. These issues are along the southern side of the estate road near the bend at its western end. Complaints regarding access and egress for deliveries into business units are also being received due to parking opposite the units causing manoeuvring difficulties. The introduction of parking restrictions would alleviate these parking issues and improve accessibility along this section of the Industrial Estate. A drawing showing proposals is available via Appendix 4 for information purposes. 4.4 Heolgerrig/Shirley Drive Junction - Proposed prohibition of waiting at any time restriction. 4.4.1 Complaints have been received regarding vehicles parking on Heolgerrig Road close to its junction with Shirley Drive, affecting vision for traffic entering and leaving particularly at school start and finish times. The introduction of parking restrictions at this junction will assist visibility and accessibility for road users. A drawing showing proposals is available via Appendix 5 for information purposes. 4.5 Duffryn Road/Plymouth Gardens Junction and Duffryn Road/Castle Street Junction, Pentrebach - Proposed prohibition of waiting at any time restriction. 4.5.1 Parking at the Plymouth Gardens and Castle Street junctions with Duffryn Road particularly at School times has increased. Complaints have been received regarding difficulties with visibility and manoeuvring in and out of these side roads due to on- street parking close to these junctions. The introduction of prohibition of waiting at any time parking restrictions will improve road safety outside Greenfield school and make accessibility easier in and out of the junctions. A drawing showing proposals is available via Appendix 6 for information purposes. 4.6 Woodlands Avenue/Rodericks Terrace Junction, Quakers yard. - Proposed prohibition of waiting at any time restriction. 4.6.1 Complaints have been received regarding an increase in on-street parking along Roderick’s Terrace near the Woodlands Avenue junction affecting visibility. These complaints also refer to parked vehicles creating manoeuvring difficulties and affecting safety. The introduction of parking restrictions would alleviate difficulties at this junction. A drawing showing proposals is available via Appendix 7 for information purposes. 4.7 Ynysfach area - Proposed prohibition of waiting at any time restriction. 4.7.1 Requests have been received for the introduction of parking restrictions in Ynysfach to improve accessibility. Information has been provided in relation to consultation carried out in April 2017 involving a 4 day consultation exercise with residents of Ynysfach to determine their views on proposed parking restrictions along the main road and various junctions to ease parking congestion. This consultation information is available via Appendix 9 for information purposes. The introduction of parking restrictions is requested to maintain accessibility through Ynysfach and to improve traffic conditions as this is a local bus route. It is considered a prohibition of waiting at any time restriction (24 hour) is appropriate, as opposed to a daytime restriction, for example, 8am to 3pm given the level of parking congestion outside these hours and to main accessibility at all times of the day along various lengths of road. Additional proposed parking restrictions are also continued into various side roads within Ynysfach to maintain accessibility. A drawing showing proposals is available via Appendix 8 for information purposes. 4.8 The various proposals in this report will assist Traffic Management/Road safety, accessibility and improve traffic flow. A Traffic Regulation Order schedule for the proposals referred to in this report is indicated in Appendix 1 for Councillors’ information. 4.9 As part of Statutory Traffic Regulation Order procedure, consultation has been carried out with the emergency services and other representative users groups. No objections were received. The next stage of the Traffic Order process would be to give Public Notice of the Council’s intention to make the permanent Order including an objection period giving the opportunity for objections to be received from the general public. If no objections are received, the Order can be made. If objections are received a report would be presented to the appropriate Committee for consideration as soon as practicable. 5.0 FINANCIAL IMPLICATION(S) 5.1 There are administrative costs relating to the publishing of notices and costs associated with installation of roadmarkings which is to be met from the Traffic Management budget. 6.0 EQUALITY IMPACT ASSESSMENT 6.1 An Equality Impact Assessment (EqIA) form has been prepared for the purpose of this report. It has been found that a full assessment is required. The form can be accessed on the Council’s website/intranet via the ‘Equality Impact Assessment’ link. The positive impacts are that the proposed Traffic Regulation Order will have a positive impact and assist Traffic Management/Road safety, accessibility, traffic flow and regulate/control parking. The positive effects would improve good relations between different groups and assist positive regeneration of the areas. There are no negative impacts. The current proposals to introduce these improvements include various Traffic Regulation Order schedules indicated in Appendix A. The south western side of Brecon Road, Merthyr Tydfil from a point 40 metres north west of the common boundary of no.s 46/47 Grawen in a north westerly direction to its junction with Cyfarthfa Road. Cardiff Road, Quakers Yard, Treharris 2. The north western side of Cardiff Road, Quakers Yard south west of the Glan Taff Public House from a point 40 metres north east of its junction with A4054 Cardiff Road for a distance of 15 metres in a north easterly direction. The southern road within Cyfarthfa Industrial Estate, Merthyr Tydfil 3. The northern side from a point 98 metres west of its junction with Cyfarthfa Road for a distance of 10 metres in a westerly direction. 4. The northern side from a point 113 metres west of its junction with Cyfarthfa Road for a distance of 31 metres in a westerly direction. 5. The northern side from a point 150 metres west of its junction with Cyfarthfa Road for a distance of 32 metres in a westerly direction. 6. The southern side from a point 156 metres west of its junction with Cyfarthfa Road for a distance of 10 metres in a westerly direction.
