    516 History of North Dakota CHAPTER 22 Cultural Growth and Adaptation: The Arts, Libraries, Newspapers, and Churches, 1920-1960 IN THE YEARS AFTER the First World War, both North Dakota and the nation witnessed the same cultural trends: the growth of high school and college enrollments, the decline of rural churches and the union of larger church bodies, increased use of libraries, the expansion of daily newspapers, the rapid acceptance of radio and, later, television, and a growing interest in the arts. In North Dakota, as in the nation, the larger urban places were the centers for cultural activities, and women and women’s clubs played a leading role in promoting many of them. While national trends were important, the cultural life of North Dakota was primarily shaped by the state’s rural character. Outside a dozen urban centers, the population was spread very thinly over a large area. Churches, newspapers, and libraries faced the problem of serving small numbers of widely separated people. To meet these needs, the pioneers had established many country churches, many weekly newspapers, and many library associations, so that by 1920, North Dakota had an oversupply of these and other cultural agencies. Many were too small and weak to survive or do effective work. What was needed was to tie the cultural life of the larger towns more thoroughly and intimately to the rural areas, to create in some way the large communities which automobiles and improved roads made possible. In other words, the state’s cultural life had to be adapted to existing environmental conditions.

    VALLEY CITY PUBLIC SCHOOL DISTRICT Descriptor Code 1st Reading #2 ACAA 8/9/18 VALLEY CITY, NORTH DAKOTA 58072 Adopted Revised/Rescinded EMERGENCY CLOSINGS 8/9/18 1/15/20 EMERGENCY CLOSINGS The Board authorizes the Superintendent to delay the opening of, dismiss early, or close district schools in the event of hazardous weather, an epidemic, or other emergencies that threaten the health and/or safety of students and employees. The Superintendent’s rationale for exercising this authority shall not be arbitrary, capricious, or based merely on convenience. The Superintendent shall, at a minimum, consider the following factors when exercising his/her authority under this policy: 1. Actual occurrence or imminent possibility of any emergency condition that would make operation of school difficult or dangerous. 2. Ability of students and staff to safely report to school. The Superintendent may consider items such as, but not limited to, weather and road conditions. 3. Whether or not conditions pose a threat to one or all district schools. If conditions only affect certain schools, only the affected schools shall be closed. The Superintendent may consult traffic, weather, law enforcement authorities, and administrators from neighboring districts when weighing the above factors. Notification The Superintendent shall develop procedures for notifying students, parents, and staff of emergency closings, which should be published in district handbooks and disseminated annually. Compliance Staff shall comply with the superintendent’s work reporting instructions during an emergency closing unless emergency conditions make this impossible. Staff that do not comply and/or do not have good cause for noncompliance may be subject to disciplinary consequences in accordance with policy, law, and, when applicable, the negotiated agreement.

With that in mind, I would like to review our winter weather policy and also discuss with you the procedures followed when making the decision to delay or call off school. Procedures: When I am faced with making this decision, the top priority in my mind is the safety of our students and staff. Typically, on a day where inclement weather is forecast, my day starts with a call to a National Weather Service forecaster at 5:00AM. I could end up calling the National Weather Service several times before I make a decision. The updated forecast for the morning is issued at that time, and I rely heavily on this information. Luther Dietrich or Don Enger, of Dietrich’s Bus Service, and I visit a number of times concerning the operation of our buses on their routes. I also make calls to area school Superintendents and I may call Law Enforcement Agencies along with our City Maintenance Supervisor. We will once again use the ALERT NOW calling system for winter weather emergencies. This has proven to be a great communication tool as our parents and staff will receive a phone call in regards to a decision affecting the operation of school for the day. There will also be an email message sent to parents and staff.
