Sub: CMDA - Planning Permission - Delegation of powers to Executive Officers of Town Panchayats within CMA - orders - issued. The Government in G.O.Ms.No 190 H&UD Department, dated 2.09.2008 has approved the Second Master Plan for Chennai Metropolitan Area (CMA) which was notified in the Tamil Nadu Government Gazette on 2.09.2008. The Second Master Plan for CMA including the Development Regulations contained therein comes into operation from the date of publication of the notification in the Tamil Nadu Government Gazette. 2. Powers for issue of planning permissions, to the Executive Officer of the Town Panchayats within CMA have been delegated earlier in different Authority proceedings. Since the revised Development Regulations (forming part of the Second Master Plan) have come into force, a need has arisen to issue a revised delegation of powers with reference to the Second Master Plan Development Regulations to the Executive Officers for issue of planning permissions. 3. Under Sub-section (3) of section 9-C of the Tamil Nadu Town and Country Planning Act, 1971 (as amended from time to time), the CMDA hereby delegates its powers for issue of planning permission to the Executive Officers of Town Panchayats excluding Porur Town Panchayats within CMA (i.e. (i) Minjur, (ii) Chinnasekkadu, (iii) Puzhal, (iv) Naravarrikuppam, (v) Thirunindravur, (vi) Thirumazhisai, (vii) Mangadu, (viii) Nandambakkam, (ix) Meenambakkam, (x) Kundrathur, (xi) Thiruneermalai, (xii) Perungalathur, (xiii) Peerkankaranai, (xiv) Chitlapakkam, (xv) Sembakkam, (xvi) Madambakkam, (xvii) Perungudi, (xviii) Pallikaranai and (xix) Sholinganallur Town 1 Panchayats) in respect of the following developments subject to the restrictions mentioned hereunder: (A).

    CHAPTER I INTRODUCTION Adyar river overflowing CHAPTER I INTRODUCTION 1.1 Floods of 2015 In* November - December 2015, Chennai and its suburban areas received multiple torrential rain spells. In the worst affected districts of Chennai, Kancheepuram and Tiruvallur, the floods associated with the rains claimed 289 lives due to drowning, electrocution, wall collapse etc. The floods inundated 23.25 lakh houses and put life out of gear for several days. Floods are not new to the city; Chennai had experienced catastrophic flooding in 1943, 1976, 1985, 1998, 2002, and 2005 due to heavy rains associated with cyclonic activity. Chennai receives sixty percentage of its annual average rainfall of 1,324 mm during North East Monsoon, between October and December, every year. The contours of Chennai and its suburban areas have an average elevation of 6.7 metre above Mean Sea Level (MSL), with few isolated hillocks in the south west with maximum height of 60 metre above MSL. Adyar, Cooum and Kosasthalaiyar are the three main rivers in Chennai Metropolitan Area1 (CMA). Buckingham Canal, constructed as a navigational canal in 1806, along the coast, flows through CMA, connects the three rivers. Besides the three rivers and the Buckingham Canal, a host of smaller nullahs also play their role in draining rain water. The three major tanks in CMA are Cholavaram (capacity 1.005 TMC2), Redhills (3.300 TMC) and Chembarambakkam (3.645 TMC). Cholavaram Tank is the secondary storage tank, receiving water from the Poondi Reservoir, which lies outside CMA. Redhills Tank is the main source of water supply to Chennai City and during storm events, water is released into Redhills surplus channel, which enters the Kosasthalaiyar River and discharges into the sea.

Founded in the U.S. through grassroots action in 1951, The Nature Conservancy has grown to become one of the most effective and wide-reaching environmental organizations in the world. Thanks to more than a million members and the dedicated efforts of our diverse staff and over 400 scientists, we impact conservation in 72 countries and territories: 38 by direct conservation impact and 34 through partners. Our mission is to conserve the lands and waters on which all life depends. The Nature conservancy along with its partner organisations Care Earth Trust and Indian Institute of Technology - Madras are working towards restoration of urban wetlands. Together we are working on the restoration of the 100-acre Sembakkam Lake using Nature Based Solutions (NBS). This will act as a demonstration pilot showcasing holistic and science-based wetland restoration methods. The pilot project aims to improve the storage capacity and water quality of the lake, creating an ecologically designed recreational space and improved biodiversity habitat for the native flora and fauna. With the technical expertise provided by FINISH consortia (a consortium of FINISH Society, Indian Leather Institute Foundation and the Solutions centre), we are setting up a nature-based wastewater treatment system at the lake to treat the wastewater entering the lake.

In spite of the district’s top-notch status in terms of high educational, human development index and humungous industrial productivity, given its geography, climate and certain other socio-political attributes, the district administration and its people have to co-exist with the probabilities of hazards like floods, cyclone, Tsunami, drought, heat wave, lightning and chemical, biological, radiological and nuclear emergencies. The Disastrous events in the recent past like the Tsunami of 2004, the catastrophic floods of year 2015, the cyclone of year 2016 and most recently the COVID-19 pandemic, will serve as a testament to the district’s vulnerability to such hazards. The change in perspective from a relief- based approach to a more holistic disaster management approach has already begun to gain currency among the policy makers due to its substantial success in efficient handling of recent disasters across the globe. The need of the hour, therefore, is a comprehensive disaster management plan which is participative and people-friendly with the component of inter- departmental co-ordination at its crux.
