O’Donovan, Division Director OFFICIAL LIST OF PUBLIC WATERS Published Pursuant to RSA 271:20 II (effective June 26, 1990) IMPORTANT NOTE: Do not use this list for determining water bodies that are subject to the Comprehensive Shoreland Protection Act (CSPA). The CSPA list is available on the NHDES website. Public waters in New Hampshire are prescribed by common law as great ponds (natural waterbodies of 10 acres or more in size), public rivers and streams, and tidal waters. These common law public waters are held by the State in trust for the people of New Hampshire. The State holds the land underlying great ponds and tidal waters (including tidal rivers) in trust for the people of New Hampshire. Generally, but with some exceptions, private property owners hold title to the land underlying freshwater rivers and streams, and the State has an easement over this land for public purposes. Several New Hampshire statutes further define public waters as including artificial impoundments 10 acres or more in size, solely for the purpose of applying specific statutes. Most artificial impoundments were created by the construction of a dam, but some were created by actions such as dredging or as a result of urbanization (usually due to the effect of road crossings obstructing flow and increased runoff from the surrounding area). -

Chapter 8: TRANSPORTATION Almost all of the transportation in Ossipee involves automobiles, therefore the network of roads is very important. State highway Route 16 goes north and south the entire length of Ossipee. There are three important intersections: West Ossipee, at the intersection of Route 16 and 25 West, in Center Ossipee, the intersection with Route 25E, and in Ossipee, the intersection of Route 16 and 28. Route 16 is also used extensively by people traveling to other parts of the state. These are often tourists or vacationers who stop for travel necessities like food and gasoline. The easy access has fostered commercial development of businesses and small industries. Other parts of the route are scenic and undeveloped. Although much of Route 16 is zoned Commercial and Roadside Commercial or Commercial Node, most residents of Ossipee want this entrance to Ossipee to be rural and attractive. The increasing amount of traffic and the need to keep the traffic flowing are factors to be considered. Recent attempts to keep the number of accidents down include the installation of traffic lights at the intersections of Route 16 and 25W and Route 16 and Route 28. The establishment of the Corridor Zone is intended to keep low volume traffic businesses along the highway, and high traffic businesses like fast food restaurants at the intersections. Another attempt to keep traffic moving, emphasized in the NH Route 16 Corridor Study, was the need to limit the number of accesses onto the highway. The intention is to encourage the creation of shared access roads to and from the highway, instead of multiple separate driveways, so that several places use the same access. -

He was ordained by the United Church of Canada and served many congregations in the Townships over a span of more than half a century. -

Polluted runoff water from the landscape is washing into our lakes, causing toxic algal blooms that make swimming in lakes unsafe. Failing septic systems and animal waste washed off the land are contributing bacteria to our lakes that can make people and pets who swim in the water sick. Toxic products used in the home, on lawns, and on roadways and driveways are also reaching our lakes, poisoning the water in some areas to the point where fish and other aquatic life cannot survive. Through a confidential evaluation process, property owners receive tailored recommendations about how to implement lake-friendly living practices year-round in their home, on their property, and along and on the lake. Appendix B: Habitats Floodplain Habitats Photo by Ben Kimball Acres in NH: 23,201 Percent of NH Area: >1 Acres Protected: 7656 Percent Protected: 33 Habitat Distribution Map Habitat Description Floodplains occur in river valleys adjacent to river channels and are prone to periodic flooding. Floodplains are often comprised of forests, oxbows, meadows, and thickets. The habitats, vegetation, and hydrologic regime of floodplains are strongly influenced by watershed size, gradient, and channel morphometry. Most open or partially wooded floodplain communities occur on low floodplains. Sloughs, oxbows, vernal pools, and other depressions in the floodplain tend to be inundated for longer periods than low floodplains (Sperduto 2011). Floodplain soils range from well‐drained coarse sand on levees to poorly drained silts and mucks in depressions, and tend to be moderately to strongly minerotrophic (Sperduto 2011). Montane/near‐boreal floodplains are found primarily along rivers in the White Mountains or northern New Hampshire, and have relatively high gradients and flashy flood regimes compared to other floodplain systems. Sugar maple (Acer saccharum) and balsam fir (Abies balsamea) are dominant trees, and riparian wetlands such as oxbows and sloughs are uncommon in these high‐ gradient floodplains. Major river silver maple floodplains occur primarily along the Connecticut and Merrimack Rivers, and occasionally on lower reaches of major tributaries. These floodplains are often interspersed with oxbow marshes and shrub communities. The forested areas are characterized by a canopy of silver maple (Acer saccharinum) over a lush herbaceous layer, with a sparse shrub layer. Temperate minor river floodplains are found along large streams and small rivers in central and New Hampshire Wildlife Action Plan Appendix B-101 Appendix B: Habitats southern New Hampshire. -
Stream Crossings Like Habitat Connectivity, Streams Require Continuity to Support the Movement of Aquatic Organisms
MANAGING STATE LANDS FOR WILDLIFE Stream Crossings Like habitat connectivity, streams require continuity to support the movement of aquatic organisms. Many species need different habitats for feeding, breeding, and shelter. The ability to move up or down stream is required for the natural dispersal of individuals. Disruption of stream continuity can result in the loss and degradation of habitat, block wildlife movement, and disrupt the ecological processes that occur in streams over time. Intersections of streams and roads—or stream crossings—have been historically designed to pass water under a road without consideration of stream continuity. Flow variability, natural sediment transport, and aquatic organism passage are overlooked. Characteristic problems of culverts include undersized, shallow, or perched crossings resulting in low or high flow, unnatural bed materials, scouring, erosion, clogging, and ponding. Bridges generally have a lesser impact on streams but, if improperly designed, can still result in sediment deposition and/or streambed degradation. Good stream crossing for wildlife are also good for people. Proper design and placement reduce erosion and damage to roads, infrastructure, and personal property. Mascoma WMA (Canaan) This property contained a 15 foot culvert used to cross the 60-80 foot wide Mascoma River that bisects the property. The culvert was installed by the former landowner. The constriction caused by the culvert led to significant riverbank erosion both up and downstream, forced the river to change course, and deterred fish passage. -
