Pod koniec ubiegłego stulecia w Wielkiej Brytanii została zapoczątkowana decentra- lizacja regionalna, stanowiąca najbardziej radykalną zmianę ustroju konstytucyjnego od czasu przeprowadzonej w 1832 r. reformy prawa wyborczego1. Jednym z przejawów tego specyficznie brytyjskiego procesu2 było utworzenie regionalnych zgromadzeń parlamen- tarnych, w tym również Walijskiego Zgromadzenia Narodowego (National Assembly for Wales), które formalnie zainaugurowało swoją działalność w 1999 r. Od początku istnienia tego organu największa liczba parlamentarzystów walijskich wywodziła się z szeregów Walijskiej Partii Pracy (Welsh Labour Party), sprawującej władzę wspólnie z regionalną organizacją Liberalnych Demokratów (Welsh Liberal Democrats) w latach 1999–2003, samodzielnie w latach 2003–2007 oraz w koalicji z nacjonalistyczną Partią Walii (Plaid Cymru) od początku obecnej kadencji. Niewzruszona pozycja laburzystów wynika ze stosunkowo niewielkich wahań poparcia elektoratu dla poszczególnych par- tii politycznych, a także nikłego zainteresowania ugrupowaniami głoszącymi radykalne hasła polityczne, gospodarcze lub społeczne. These would be the eradication of child poverty, climate change, and developing a Welsh science and technology policy. Reducing child poverty will largely depend on tax and benefit decisions made by the UK Treasury. All we can try and do at research institute, based in both UK and Welsh levels is to persuade India, China and other non-signatories to sign up to Cardiff with branches in north international agreements to reduce C02 emissions by setting a strong sustainable development and west Wales, Gwent, example ourselves.A Welsh science and technology policy might be thought rather closer to home. But Swansea Bay and London. here, too, we are dependent to a great extent on decisions made by the UK science funding councils. -

Register of Interests of Assembly Members
NATIONAL ASSEMBLY FOR WALES REGISTER OF MEMBERS' FINANCIAL AND OTHER INTERESTS AND RECORD OF MEMBERSHIP OF SOCIETIES REPORT OF THE REGISTER OF MEMBERS' FINANCIAL OR OTHER INTERESTS [top] UPDATED 31 MARCH 2011 Introduction 1. Section 36 of the Government of Wales Act 2006 and Standing Order 31 require the National Assembly to maintain and publish a register of interests of Assembly Members. 2. Members are required to register any relevant interests within eight weeks of taking the oath or affirmation and also register within four weeks any changes to those interests. Section 36(7)(a) of the Government of Wales Act makes it an offence for any Member to participate in proceedings of the Assembly without having registered a relevant interest as specified in the Annex to Standing Order 31. The responsibility for complying with the duties to register and declare interests rests with Members alone, although they may seek advice from the Assembly Parliamentary Service. Thresholds 3. Part 5 (iv) of the Annex to the Standing Order 31 provides for the establishment of thresholds over and above which Assembly Members are required to register gifts, hospitality and other material benefits or advantages. An Assembly resolution in May 2006 established the threshold for the registration of gifts and hospitality as 0.5% of the basic gross annual salary for an Assembly Member (which is currently approximately £253). 4. Some Members choose to register a number of matters that fall below the stipulated thresholds. They are entitled to do this if they so wish. However, it should be stressed that those Members who have observed the thresholds have thereby complied precisely and in full with the rules as laid down in the resolution of the Assembly. -

It focuses on administrative and procedural events but also refers to some other political or policy developments. The National Assembly for Wales is the democratically elected body that represents the interests of Wales and its people, makes laws for Wales and holds the Welsh Government to account. South East Wales Regional Committee Is One of the Assembly’S Five Regional Committees
South Wales East Regional Committee Report to the National Assembly for Wales: April 2006 to March 2007 Introduction 1. The South East Wales Regional Committee is one of the Assembly’s five regional committees. The geographic area of the Committee, as specified by Standing Order 10.1, included Blaenau Gwent, Caerphilly, Merthyr Tydfil, Monmouthshire, Newport, Torfaen and Rhymney. 2. Jocelyn Davies was the elected as Chair at the start of the reporting period, in accordance with the agreed cycle of progression between the political parties. 3. Committee Members were: Rosemary Butler, Jeff Cuthburt, David Davies, Jocelyn Davies, Michael German, William Graham, John Griffiths, Irene James, Laura Anne Jones, Trish Law (replacing Peter Law - who died during the reporting period), Huw Lewis and Lynne Neagle. Remit and method of working 4. The role of the regional committees, as defined by Standing Order 10.2, is to advise the Assembly on matters affecting their regions, the effect of Assembly policies in those regions and the work of public bodies there. 5. The Committee has continued with the working practices established during the first Assembly. In particular, it adopted a themed approach to meetings. The Committee continued to give prominence to public participation at meetings. Meetings always included an ‘open microphone’ session, to enable members of the public to ask questions not only to the panel of speakers but also the Committee Members. Whenever appropriate, the Chair ensured that members of the public received a written reply to their questions from the relevant Assembly Minister. 6. During the reporting period, the Committee met at Blackwood, Caldicot and Pontypool.
