As well as themed articles, a calendar of events, advertisements, and people looking for sports partners you will nd here the rst interactive outdoor map of Prague with lots of detail and useful information. The site is available in Czech and English. Note: The GPS coordinates are functional and valid on Google Maps (www.google.cz/maps) as of April . Prague is at irst glance a city of great history and striking monuments – be it Prague Castle, Charles Bridge or the astronomical clock on the Old Town Square. To be fair, the city has a lot more to ofer its visitors. It’s no exaggeration to say that Prague is also a sports capital, as is borne out by the guidebook you are holding right now. Prague is dotted all over with countless places to spend your leisure time actively. There really is something here for everyone. What’s more, you can explore and try out new things and meet like-minded people. Sport really does bring people together! And, as a bonus, you’ll discover a whole new side to the city. It doesn’t matter whether you prefer dynamic sports, or just long to stretch quietly, whether you’d rather calm the mind or pump up some adrenalin. It doesn’t matter what the thermometer says, nor whether the city is being bathed in sunlight or cosseted in fresh snow. You might want to have some fun with your friends, to get to know a new crowd or just to get some time alone. Whatever you choose, Prague always has just your kind of answer and a whole host of possibilities. Here you will ind up-to-date itness centres, even right in the heart of the city. Thanks to the Vltava River, Prague is open for water sports, too. In the midst of all that big city hustle-and-bustle you can ind a whole gamut of parks and gardens, which are not just an oasis of peace and relaxation, but your invitation to do some ever-popular jogging or Nordic walking. That is by no means the end of it all, as you can see for yourself in our guide. It sets out not to provide a complete and comprehensive overview of all the sports opportunities in Prague, since you would hardly want to carry around such a great tome. Nevertheless, we’re sure you’ll gain valuable inspiration out of it, and get the best out of the Czech capital’s sporty side. In-line skaters will appreciate the 3 km in-line trail, part of which goes through an illuminated tunnel, which traverses the hill. • Participatory Budgeting in the Czech Republic Between 2014 and 2018
DOI:10.17951/k.2019.26.2.91-101 ANNALES UNIVERSITATIS MARIAE CURIE-SKŁODOWSKA LUBLIN – POLONIA VOL. XXVI, 2 SECTIO K 2019 Charles University, Institute of Political Studies DUŠAN BRABEC ORCID ID: http://orcid.org/0000-0002-6604-9726 Participatory Budgeting in the Czech Republic between 2014 and 2018 ABSTRACT The first real participatory budget was implemented in the Czech Republic in 2014. Since that time, the number of participatory budgets implemented by Czech municipalities increased significantly. With the rising popularity of this mechanism, I have conducted a simple quantitative analysis of possibly all the cases of the participatory budgets that were implemented in the Czech Republic between 2014 and 2018. This analysis aimed to identify the main characteristics and features as well as general trends of participa- tory budgeting in the Czech environment. Most attention was focused on the indicators of attractiveness and effectiveness of participatory budgets in the Czech Republic such as the ratio of the funds allocated for participatory budgeting compared to municipalities’ annual budgets or the connection between participa- tory budgets and voter turnout compared to other kinds of elections in the Czech Republic. This paper’s main asset is that it identifies and summarises all the cases and the main characteristics of participatory budgeting that were held in the analysed time period in the Czech Republic. Key words: participatory budgeting, the Czech Republic INTRODUCTION All around the world, participatory budgeting (hereinafter referred to as PB) is quite a known and used mechanism. It was estimated that only in Europe between 2005 and 2012, more than 13 hundred participatory budgeting instances took place, involving more than 8 million citizens [Sgueo 2016].
