Abstract The arrival of the British and the activities of the American missionaries introduced by them are of great importance in the growth of the medical field in Jaffna. Through the main objective of the visit of the American missionaries was religious propagation, they thought of engaging themselves in some welfare activities which could be used as means to win over the hearts of the people. It was at the background of this notion, that they started their medical services to the people of Jaffna. They provided western medical facilities to the people of Jaffna. Besides, they also created medical men from out of the Jaffna society and also gave them the necessary education and training, and achieved considerable success in their attempts, Dr.Green was one of those doctors sent to Jaffna to offer medical services. He may be pointed out as the doctor responsible for making western medical practices deep rooted in Jaffna. Through at the beginning, he produced doctors only through English medium, he succeeded later in producing western medical practitioners through Tamil medium as well. He did considerable amount of work towards the development of the Tamil language also. During his time, western medical institutions were set up at various places in Jaffna. The people of Jaffna though reluctant at the beginning for western treatment, began step by step to approach the hospitals of the missionaries. -

BASIC POPULATION INFORMATION ON JAFFNA DISTRICT – 2007 Preliminary Report Based on Special Enumeration – 2007 Department of Census and Statistics June 2008 Foreword The Department of Census and Statistics (DCS), carried out a special enumeration in Eastern province and in Jaffna district in Northern province. The objective of this enumeration is to provide the necessary basic information needed to formulate development programmes and relief activities for the people. This preliminary publication for Jaffna district has been compiled from the reports obtained from the District based on summaries prepared by enumerators and supervisors. A final detailed publication will be disseminated after the computer processing of questionnaires. This preliminary release gives some basic information for Jaffna district, such as population by divisional secretary’s division, urban/rural population, sex, age (under 18 years and 18 years and over) and ethnicity. Data on displaced persons due to conflict or tsunami are also included. Some important information which is useful for regional level planning purposes are given by Grama Niladhari Divisions. This enumeration is based on the usual residents of households in the district. These figures should be regarded as provisional. I wish to express my sincere thanks to the staff of the department and all other government officials and others who worked with dedication and diligence for the successful completion of the enumeration. Medical Pioneer in South Asia
Samuel Fisk Green: Medical Pioneer in South Asia Two years after graduating from the College of Physicians & Surgeons in 1845, Samuel Fisk Green arrived in Jaffna in northern Sri Lanka (then Ceylon), where he spent the next 26 years providing medical care to the missionaries who worked there—and “locals who requested care.” He also opened the first medical school in Ceylon, and on the occasion of the school’s 150th anniversary in 1998, Sri Lanka issued a stamp honoring Dr. Green’s contributions. “The hospital he started still exists and is named Green Memorial Hospital,” says Dr. D.C. Ambalavanar, a visiting lecturer in surgery at the University of Jaffna. “I worked there once as a junior doctor and my mother was medical superintendent there for many years.” When Dr. Green started a medical school in Manipay, the people there—Tamils—knew little of Western medicine. A 150th anniversary speech about Dr. Green given by Dr. N. Sivarajah noted that his intention in educating locals in medicine was to “popularize Western medicine among local people and wean them from indigenous practices which were injurious to health.” The school’s first three students in 1848 were hand-picked from a local seminary for a three-year medical course based on American medical school curricula. During the 26 years Dr. Green was in Jaffna, he had trained 87 doctors, some in English and others in the Tamil language. He expected graduates to remain in Jaffna to serve the local people in the villages, but demand for the graduates was high and many obtained jobs in the government or moved to other parts of Sri Lanka. -

This became the Unjversity of Ceylon in 1942. Since then there has been a rapid increase in the number of universities. At present there are twelve including the Open University. Teaching ofphysical sciences has generally kept pace with the needs of the country. Course content has changed and methods of teaching and evaluation have also undergone change. More emphasis on technical education and for research relevant to the development needs of the country is needed. There is also a need to provide more incentives in all research institutions for research, oriented towards the award of postgracluate degrees. Key words: Education, higher, physical science, tertiary education, universities 1.0 DEVELOPMENTS IN TERTIARY EDUCATION Tertiary education in Sri Lanka at present is conducted mainly in Universj.ties and other higher educational institutions such as technical colleges and academic professional colleges. Most of them are run by the government whi1.e some are privately owned. 1.1 Universities In the nineteenth century and the first four decades of the twentieth, there was no university in Sri L'vlka (then Ceylon). A few colleges, particularly Royal College, prepared students to sit examinations conducted by foreign universities such as Calcutta University and later University of London. -

The University of Colombo, Sri Lanka has been in the forefront of the “Computer Revolution” in Sri Lanka. It has introduced the teaching of computer programming and applications as early as in 1967, more than a decade before other educational institutions, thereby producing, over the years, a large number of pioneer computer scientists and IT graduates out of students entering the university from a variety of disciplines. They are presently employed as researchers, educators, data processing managers, analyst programmers, software engineers and in many others in the professional field of information technology, not only in Sri Lanka but also in other countries. Established in 1870 as the Ceylon Medical College by the government of that day under the leadership of Governor Sir Hercules Robinson, the University of Colombo could claim to have been associated with higher education for over 130 years. The University has become a center of excellence of international repute that contributes significantly towards national development and human resource development in the field on computer science and information communication technology, particularly in the South and South East Asian Region. This paper presents the milestones of the success story, which did not occur without a policy, plan, leadership, group work, collaboration, and donor support. -

1 Dr. Samuel Fisk Green’s Contribution to Medical Education (Paper read on December 30, 1998 at Kulendran Hall, Jaffna on the occasion of the 150th anniversary of the Green memorial Hospital and issue of the commemorative stamp for Dr. Samuel Fisk Green) Today we are honoring a man who lived with us, and contributed to medical education in a great way, a century and a half ago. Dr.Samuel Fisk Green, was born in Massachusetts in 1822.He graduated from the college of physicians and Surgeons of New York at the age of 23. He arrived in Jaffna two years later, and lived with us for 26 years until 1873. The green Memorial Hospital at Manipay was named after him, and is a living testimony to his achievements and commitment. In his own words, he came to Jaffna. “Firstly to provide medical care to the missionaries working in Jaffna and secondly to take care of those locals who requested for care”. But after he came here he devoted a major part of his time to medical education. The credit for opening first medical School in Ceylon goes to Dr. Green. At the time of his arrival there were very few English doctors and none among the Tamils who had any idea of European medical practice. After a short stay in Vaddukkokkai he shifted to Manipay and started his dispensary, which is given in the picture. In 1848, his first students were hand-picked from the Batticotta (present Vaddukkoddai) seminary which had been in existence for 25 years. The first batch of medical students consisted of J Periyathamby Danforth, J Dennison, and J Waittilingam.
