Goa is a small state with high literacy and GDP of near 3500$. The economy is however in the primary and value add stage, be it in manufacture or services sector. The younger generation, nearly 22000 who enter the job market each year, aspire for well paying jobs and these are not easily available in the state today. The problems faced by Primary activities such as mining are troubling the state economy.

The solution is to train our students to be eligible for more than Rs. 2.0 lakhs p.a. jobs and attract better industries that use them to make Products, lead Research and Development and Innovation. It is these sectors that will meet the aspiration of our young generation and also meet with approval from the Goan people at large.

Goa needs to move beyond ~50% graduate enrollment to skill them better as in OECD countries to help drive our economy to higher added value. To move our higher education system to this path, CII has organized the Summit as we believe that Goa has to offer better quality learning to the students, to keep progressing sustainably.

• Mr Bharat Vir Wanchoo His Excellency Governor of Goa Inaugural Address by His Excellency Governor of Goa Shri Bharat Vir Wanchoo is an Officer of the 1976 batch. He is a Post-Graduate in History. Born on October 15, 1951, Shri Wanchoo has vast experience in the fields of V.V.I.P. Security, Departmental Security (Document & Personnel Security), Intelligence and Counter Insurgency. His main specialization is, however, in the field of V.V.I.P. Security and he is one of the most experienced Officers of India in this difficult and challenging field of work. Shri Wanchoo was the founding member of the and served in that Organisation twice, before he was appointed as its Chief in 2004. He was Chief of the Special Protection Group for seven years. Having travelled extensively overseas, he has had a lot of international exposure to V.V.I.P. Security particularly during important Global Conferences. For his Meritorious Services, he was awarded the Indian Police Medal in 1993 and later for his Distinguished Services, he was awarded the President’s Police Medal in 2001. Shri Wanchoo superannuated from Special Protection Group on October 31, 2011.

Allotted the West Bengal cadre, he served in the State for a brief stint till 1981 before moving to the Central Government to join the Intelligence Bureau. He served in the Intelligence Bureau in different capacities for a total period of thirteen years. In the Special Protection Group he worked for a total of eighteen years. He took over as Governor of Goa on May 4, 2012.

• Mr. Manohar Parrikar, Honourable Chief Minister of Goa Address Mr. Manohar Parrikar graduated from IIT-Bombay in 1978 in Metallurgical Engineering. After graduating from IIT, he entered into manufacturing business. In 1988 he joined BJP and entered Goan politics and was elected member of Goa Legislative Assembly for the term 1994-2000. He became chief Minister of Goa for the first time in 2000 for the next five years. He is the first IIT graduate to become a Chief Minister of any Indian State. He brings a unique perspective of a technologist turned politician. He also has been awarded by IIT Bombay with Distinguished Alumnus Award 2001.

During his tenure as Chief Minister of Goa, he single handedly brought the IFFI (International Film Festival of India) to Goa, and created international quality infrastructure in Goa for the event in a short time. Mr. Parrikar has introduced many programs that uplifted the lives of many bringing about innovative revolutionary society oriented social upliftment schemes that benefited spectrum of Goan population. Acknowledging his pioneering work, which put Goa on path of development, he was conferred as ‘The Best Chief Minister’ in 2004 by a reputed weekly ‘India Today’ and also the Best Governed State in India for three years in a row in independent surveys of the Planning Commission of India and India Today.

• Mr. Keshav Chandra IAS, Secretary Education, Govt. of Goa Special Address Keshav Chandra joined Indian Administrative Service in 1995. He has served in Arunachal Pradesh in different capacities for 5 years and reckons that his most memorable stint in Arunachal Pradesh was as Deputy Commissioner of Lower Subansiri district for three and half years. Thereafter, he served in Delhi for 10 years and held important positions like Excise Commissioner, Secretary NDMC, Secretary to the Chief Minister and Secretary Environment. He presented a paper on Environmental issues of Delhi in C-40 Rio summit. Keshav Chandra is Masters in Economics and fond of reading contemporary economic literature. He is a keen photographer and has published two books on photography. As Education Secretary Goa, he is keen to work and contribute to improve the “quality” of education.

• Anil Kher, Chairman CII Goa Council & Managing Director, Micro Interconnexion Pvt Ltd. Welcome Address Mr. Anil Kher is B.Tech in Chemical Engineering from Banaras Hindu University (BHU- IT), 1977. He is the Managing Director of Micro Interconnexion Private Ltd, a company manufacturing ‘Gold plated PCBs’ for leading global players in specialized sectors such as –Watches, Automotive, Defense etc.

Mr. Kher was a member of Goa University Committee on ‘Autonomy’ for colleges. Mr. Kher is currently the Chairman, Confederation of Indian Industry Goa Council.

• Mr. Atul Pai Kane , Vice Chairman CII Goa Council & MD, Power Engineering (India) Pvt Ltd Vote of Thanks Mr. Atul D. Pai Kane is born in 1969. He has a Diploma in Structural Engineering. Mr. Kane founded Power Engineering India Pvt Ltd in 1989 a manufacturer of Diesel & Gas Generator sets, based out of Goa but selling across the globe. He owns and runs the Pai Kane Group having interests in Engineering and contract manufacturing with 7 plants and about 15 Engineering products. He is a very avid reader, believes in the imparting of good quality education to all and socially conscious to bring about change in every sphere of life in India amongst the less fortunate.

Brief Note: The education in general and higher & technical education in particular has become a major driving force of social and economic transformation in developed, emerging and developing economies. The Indian economy has transformed itself in last three decades. The major reasons being the industries and businesses have realized the importance of embracing the globalization and thus have changed the organizational and operational structures. The critical component for remaining at fore front of global competition is the innovative human power structure that is able to assimilate and continuously readjust itself with ever emerging international challenges.

The Indian education system which plays a vital role in creating trained graduate in various disciplines is still locked itself with good old academic and governance structures. For last six decades the Indian higher education system continues to be a bad replica of rigid and non-responsive entity, thus neither producing responsive graduates that are able to meet the expectations of the industries nor cultivating fertile minds that think of original R & D innovations in knowledge domain per say.

To break these shackles of traditional educational structures it is necessary to think of “Out of Box Solutions”. Goa is a small but potentially rich State who’s youth aspires to be a part of “knowledge-linked- economy”. The challenge is to create very flexible and open education structures that are able to go organically from the existing structures.

The session would addresses these challenges by deliberating on clever and innovative ideas to make the Higher Education system more fertile and vibrant to produce globally competitive skilled and knowledgeable human power thus making Goa a preferred destination for investments in various domains that are the strengths of our nature-bestowed region.

• Prof. Arun Nigavekar, Former Chairman UGC, Context Setting & Session Chair and Summation. Professor Arun Nigavekar, born in 1942, is a well-known Physicist and renowned educationist with 45 years of experience. Some of his significant contributions have been the concept of Quality in Higher Education as a Founder Director of NAAC, for which he was aptly called as a ‘ Father of Quality Movement in Higher Education in India’ by none other than the Former President of India, Honorable Dr APJ Abdul Kalam.

He has won several honors notably being Phia Foundation Award, UNESCO honor, Swami Vivekanand Award, Advocate D R Nagakar Award, Shiromani Award, Delhi Ratan Award.

• Dr. Satish Shetye, Vice Chancellor Goa University Opportunities in university education through e-learning Born in Panaji, Goa, in 1950, Dr. Shetye received his M.Sc. (Physics) from Indian Institute of Technology–Bombay, and Ph.D. (Physical Oceanography) from University of Washington, Seattle, USA.

Dr. Shetye’s role in these contributions earned him many honours, including Shanti Swarup Bhatnagar Prize for Earth, Atmosphere, Ocean and Planetary Sciences (1992), and National Award in Ocean Science & Technology, Ministry of Earth Sciences, Government of India (2012).

Dr. Shetye joined Goa University as its Vice-Chancellor in September 2012.

Brief note: "e-Learning", which uses the internet and other technologies in teaching and learning, is rapidly changing the way higher education can be imparted. This talk summarizes some of the e-Learning resources that are available in India today. Students of Goa University can benefit from the use of these resources.

Highlights: The efficiency of a student's learning and of a teacher's teaching can be raised significantly by using the e-Learning resources that are available free of cost today.

Prof. K. R. Anupama is also a part of BITS, Pilani cross campus committee formed for Curriculum benchmarking and redesign - where she has actively participated in designing and implementing the benchmarking process across all undergraduate and postgraduate degrees offered at BITS, Pilani University and co-ordinated the Curriculum Redesign process for the same.

• Dr. Jyoti Chandiramani, Advisor, SSE, Dean, Faculty of Humanities and Social Sciences - SIU Context Setting & Session Chair and Summation. Dr. Jyoti Chandiramani has more than 26 years of experience, teaching a wide range of subjects such as Microeconomics, Managerial Economics Macroeconomics, International Economics, Indian Banking System and Monetary Economics at the Undergraduate and Post Graduate level. She has completed her Ph.D. from Pune University, on “Foreign Direct Investment & Corporate Response: An Empirical Study With Reference To Structure & Growth of a Select Sample of Firms in India”. Besides being a visiting faculty, she has developed courses for MBA (I) at SIBM, SITM, SIIB & SCMHRD. She has also conducted a large number of Management Development Programs for corporates, such as WIPRO, AZTEC, HP, Intel, Godrej, Zensar Technologies, WNS, Cognizant, EXL, Deloitte, Deutsche Bank, Continum Solutions, Dr. Reddy’s etc. Dr. Chandiramani has also presented papers at conferences and seminars in India, besides writing two books – one on International Economics for Narendra Prakashan which is a prescribed Text Book for TYBCom at the Pune University and the other on International Trade for Symbiosis Centre for Distance Learning. She has been awarded a short-term scholarship at the University of DePauw, Indianapolis - to study Liberal Arts Education and has been a Core Committee Member of the Symbiosis Centre for Liberal Arts, as well.

• Prof. C M Ramesh, Prof, GIM, Ex Director, VIT Sharing systems, Policies Professor C. M. Ramesh received his doctorate in management at the IIM Ahmedabad. He has had academic administrative experience at the Goa Institute of Management (where he was the Dean for several years), at the Sri Sri Institute of Management Studies at Margaon (where as Director he was involved in improving the quality of education), and at the VIT at Vellore (where as the Director of its Business School he focused on raising its academic standards). 6/10 Abstract: Professor Ramesh makes a case for a simple but robust Performance Appraisal System in Educational Institutions to help foster great learning. He does this through highlighting a cornerstone for great learning: a motivated and able teacher. He describes a simple system based on personal experiences that he has seen working in several institutions of excellence. While the system in concept is very simple, he lists some of the key challenges in having such a system actually work in practice.

SESSION III Benchmarking against World’s Best Teaching Practices

The faculty in colleges must apply itself to teach better for improved learning outcomes. This session will guide our faculty to plan courses and lessons in a more interesting format.

Brief: Every student wishes to study in the best college or institute. Hence every institute should aspire to become the chosen destination for every student. This is easier said than done. At least what needs to be done is to find out what are the best practices in the world's best colleges and try to adopt or adapt them in respective institutes. Best institutes are known for their teaching learning practices, their faculty, research projects, patents and awards won by faculty, infrastructure and equipment, overall academic ambiance and student friendly culture.

Hence each institute needs to benchmark above practices with their role model best institute. Some examples include, MIT, Stanford, Berkley, Harvard, Oxford, Cambridge, IITs etc.

Highlights: Best teaching practices include classroom teaching and off class room peer to peer learning on campus. Class room teaching includes use of blackboard, audio video lectures, power point presentation, internet, recorded lectures, models, simulation software, real life demonstration of equipment and machines, class room discussions, assignments, hands on work experience, practicing, mini projects and major projects, communication skills, innovative idea generation, friendly learning atmosphere etc Each institute may benchmark these aspects with the best in the world and try to imbibe these qualities amongst its students and faculty.

One most important criteria of good teaching institute is that classes are never felt boring and it encourages a student to explore more and more on his own i. e. making a student interested in learning.

• Dr. V V Kamat, Associate Professor at the Dept. of Computer Science & Technology, Goa University Teaching for Better Learning Dr. Venkatesh Kamat is currently an Associate Professor at the Dept. of Computer Science & Technology, Goa University. He is the founder member of the department that was established in the year 1987 with assistance from IIT Bombay and NCST, now CDAC Mumbai. He has to his credit number of initiatives at Goa University. The Semester based continuous evaluation system with relative grading, was first implemented at the University in the Computer Science department in 1987.

Abstract: In a fast changing world, product cycles are shrinking. The market uncertainty is now rubbing on academic products and services. We need to prepare students of tomorrow for the jobs that may not exist today. However, the present classroom situation is very alarming. Students find stereo type classroom teaching boring. Many teachers fear that students may not attend classes without mandatory 75% attendance rule. It’s time for the teachers to introspect and find better methods to deal with the situation. Teacher accountability also needs better benchmarks.

• Dr. Pravin Singru, HOD, Mech Engineering Dept, BITS Pilani, Goa Campus Project based learning Dr. Pravin Singru is currently heading the Mechanical Engineering Department at BITS Pilani, K K Birla Goa Campus. He obtained his M. Tech. from IIT, Kharagpur and Ph.D. from Visvesvaraya National Institute of Technology, Nagpur.

Abstract: We at BITS Pilani give ample opportunity to students through project based courses. Students can take Study Oriented Project, Lab Oriented Project, Design Projects, Computer Projects, Special Project, TIC Project, Chemistry Project Laboratory, Physics Project Laboratory, and Biology Project Laboratory. These courses are taken by students depending upon faculty profile as well as students interest mutually agreed. There are no discipline restrictions, except few compulsory projects.

Highlights: • Interdisciplinary nature / emerging area studies • Hands on learning of new technologies / systems. • Freedom to students to choose any discipline project.

• Mr. S Vaitheeswaran, MD & CEO, Manipal Global Education Global Education Scenario. Mr, S. Vaitheeswaran ("Vaithee") is the Managing Director & Chief Executive Officer at Manipal Global Education Services Private Limited since September 2011. Vaithee has more than 30 years of rich experience in the corporate world in areas of Sales and Marketing, Supply Chain Management, Operations, and Global Marketing.

He has spent a large time in the Automotive Industry and held the positions of Director – Sales & Marketing and COO – Eicher International. In his last assignment, before joining Manipal, he worked with Infosys where he led the Hi-Tech and Manufacturing Vertical for their BPO Unit as Vice President,
